LOT SP�IT REQUEST: L.S. �6�-12� NORBERT J. LIESEN: I,ots 27, 28 and 29, Black 4, Qak Grove Addition. Mr. Liesen was present. It was explained that the lote in the original plat were all 40 feet. Lot 30, which is vacant and lies north of Mr. Liesen's property, is a corner lot. Mr. Liesen said he tried to buy this lot but was unable to agree on a price with the owner. There is a home on Lot 29, but Mr. Liesen wished to split the three lots sa that he would have two 60 foot lots. If in the future, he could purchaee Lo� 30, he would n.ot object to a 100 foot corner lot. A new etreet has juat been put i�. with sewer and water. Thie would probably amount to about �3,000 in asseesments and Mr. Lie�en felt he would ha.ve a better chance to aeil a 60 foot lot rather than a 40 foot one. Mr. Crowder said the only reason he voted against the request was to call attention to the fact that a problem does exiat with regard to the 40 foot corner lot and aerious consideration should be given to what would happen on that corner lot. 2. CONTINUID REZONING R UEST: ZOA 6-02 GEORGE M. NELSON: Road �atterx� Study. Referred by Council to Planning Commission. Mr. George Nelson and Mr. Howard Moore were present. The Engineering Aesiata.nt explained that Mr. Nelson has a request pending � before the Council for rezoning the North half of Lots 30 and 31, Auditor's Subdivieion #129. The Planning Commission denied this requeat because of probable increase of traffic and street pattern. Mr. Nelson hae reduccd the eize of hie request so that there would be a strip of R-1 lota alon� Ononda�a, and the balance would be a future plan for multiplee. The Planning Commieeion thought the whole block should be looked at before they would make a reaommendation. From thia Body, what they want to l�ow ie�if this plan ie adopted, what would be the recommendation as far as atreets are concerned. In 1962 a etreet plsn wae made, but at that time, the whole block was R-1. If the whole block was rezoned, the guese is that it would develop from 73rd Avenue to the north line of the zoning group. In the discussion which followed, it wae decided that it was inappropriate to vote pn the rezoning, as the request was for an opinion of the etreet pattern. Mr. Crowder withdrew his motion. We have Lots 6, 7 and 8 and we have a vacant lot which is buildable. Thie lot hae been split. The lot in question I could have purchased all along if I had any intention of. building a double burigalow. What the people in the ne�ghborhood , as well as ouraelvea, are eeeking ie to retain the eingle dwelling concept which we have. If you will look at the zoning map you will notice that the original zoning allowed the present type of zoning and it was not the will of the people that this be done in thia manner but thia is what the City Council at that time okayed, and there were a lot of areae like that that were okayed but that were detrimental to many people. Here we have R-2 zoning and wh�n the etorm aame through there were some homee taken out of that area that laid West of this property toward IInivereity. Yet, there wae one gentleman who,when he rebuilt, he rebuilt himself a three bedroom bungalow and he hae acquired the lot neut door eo he sleo has a c�ouble garage. He is right up against the industrial area owned by a gentlemsn who'e been in there eince before the rezoriing. When he quits there� his zoning will revert to our regular zoning. Now the point that I want to make ie that we want to retain and continue the concept that we have. Let me give you some figurea that I received from the Asseesor's office. Weet of thia property there are apsrtment buildinge aad two double buxigalows. One faces 57th Place and the other faces 57th Avenue and both have garages in the front yard. Now we were againat that but it wae to difficult to atop them after they went to far with it. Here are the figures. At 360-57th Avenue, the one that facee South, the valuation is =�4�540. Now the one on our street and faces 57th Place has a valuation of �25�275• You are aware that when an owner lives on his property he has the homestead for both apartmente eo he hae a credit for both apartmente, ao we don't get the hi�h tsa rate. We just get the home rate. On 7th Street Dave Anderson and Mr. Stiuith are building a row of houses in the neighborhood of �625�000 and �626,000. So when ^ you compese these figuree with the price of theee homea we axe having to eupport two familiee for the eame price as we will be aupporting one family in a aingle dwelling. In the terms of tazee for the community we'll not have to eubeidize Dave Anderaon's houees nearly as much as we would a double, worth about the eame amount of money. When we look at the e,othetice of the whole thing it does not aonform to the houeee in thie axea whatsoever. We are dafinitely a�ainst this thing -.__ and I Y�ope you realize thie. It createe all these cars and they don't pexk off the street and it ie almoet imposeible for us to get out of our driveway at times. Ankrwn, City Manager WELL HOUS� CONSTRUGTION - THE COIrA�IQNS PARK Mr. Duane Olson of Corastock and Gava.s, and Mr. Quxeshi, City Enginsex, presented to the Commissian, the plans fox the well house that will be built over Well No. 2 located in the Noxth parking lot of The Commons Park. It was at first planned to build an additional raom on the building to be used by the Park De- partment for storage. The Council f�1t �hat if that much money was going ta spent on a st�rage part of the building, maybe more money should be put w�t� it and an all-purpose building be built which would include the origi.nally �l�n- ned storage area plus an oi'fice, bathrooms and a shelter area to be used`�.n tii� winter as a warming house and in the summer as a recreation area. There is a state code that bathrooms have to be a minimum of 50 feet from a we11, whieh would make an a11-purpose building at least SO feet lang. The Commission did not know whethex or not the Council�s thinking was this extensive. Anothex area for tha Commissi.on's concern was if the lo�atian of such a building would be beneEitial to the whole park. The Cammissior� agreed that a raore central l.ocation would be more desirable, but if th� Council would not agree to build elsewhere, they would like to have th� storage area and bathrooms with a br�eeze- way type construction of a concxete slab and xoof with the plan that an in�lp��d /�1 room be built at a later date. Mr. Olson agreed to revamp his plans and get some costs. DRAINAGE DITCH - LOCKE PARK The County has asked permission to build a dxainage ditch in Locke Park. The wet axea in Locke Park dxains down into the area near the Ice Arena where the County wants to contruct a parking area. By building the propased draina$� ditch, fihe water would run into Rice Cxeek. MOTION by Donlin, seconded by Cochran, that the City allow the contractor for the County to ditch a low area East of the Arena parking lot thrvu�h Locke Park into Rice Creek for purposes of construction; furthermore, �Che Commission reserves the right to reconsider should any correction b� nAc��� sary and that Anoka County absorb the cost of this reconstruction. The Motion Carried. COMPREHENSIVE PLAN - CITY MANAGER Mr. Ankrum, City Manager, brought the Commission up to date on the progress of the Five year Parks and Recreation Comprehensive Plan. He has projected the population in 1975 to be 45,000 people which would mean that the City would need at least 450 acres of park land using the basis of 1 acre of park land per 100 people.
