The meeting was called to order at 8:05 P.M. by Acting Chairman Fitzpatrick.

Acting Chairman Fitzpatrick said the agenda would be taken in the order in
which it was prepared.
APPROVE PLANNING COMMISSION MtNUTES: MAY 6, 1970
Mr. Harris called attention to the omission of asking Paul Brown, Director
of Parks and Recreation, to attend a Planning Commission meeting to give the
members information on using evergreens for screenings around buildings, and
the typea of evergreens which would grow best in Fridley. The Commission decided
to make this a separate item at the end of the evening.

MOTION by Schmedeke, seconded by Minish, that the Planning Commission

MOTION by Minish, seconded by Harris, that the Planning Corr�ission receive
the minutes of the Parks � Recreation Commission meeting of Apri1 27, 1970.
Upon a voice vote, a1.Z voting aye, the motion carried unanimously.
1. PUBLIC HEARING:
5ALE5, INC. (GLENN W. MISCHKE): To permit retail sales of ca�ers, trailers,
� motorhomes, recreational equipment in a C-2S DistYict (general shopping
areas) to be located on Lots 1 and 5, Block 1, Herwal 2nd Addition.

� Mr. Glenn Miachke was present.
The public hearing notice was read by Acting Chairman Fitzpatrick.
Mr. Mischke e�eplained that at the present time, he has 175 feet of frontage,
and proposes to use 125 feet. The complete area would be fenced and the lot
blacktopped. The proposed building would be approximately 6,000 square feet,
3,000 s�nare feet would be used for the display area. Also, they were not talking
of trailers and mobile homes -- it would be strictly recreational equipment. Se
said the motor homes take an R license and can be driven on parkways. A portion
of the site will be required for service, delivery and storage. The camping
trailer home is the type that is pulled behind a passenger car. Perhaps in winter,
he might have ski equipment. The building would be block and brick and closed in.
James W. Gibson, 6289 Highway ��65 N.E.: He asked what type of building super-
structure did Mr. Mischke plan on using.
Mr. Mischke answered that it would be cement block with the same decor as
in the area. He was agreeable to follow the same pattern facing the highway,
b ut it would be too expensive to use it on the back of the building.
Mr. Gibson stated the basic complaint was the decor of the area would be
changed substantially from what it had started out to be, which was a trend for
an office park area and the type of busineas that the petitioner proposed, he
felt would not lend itaelf to be in an office park type of area. Of course, he
added,the argument comes along that you have the Sinclair gas station which is
n an eyesore. His understanding is that, the people who own this filling station
would, if the decor of the area is established, go along with the idea of
tearing the filling station out and continue the decor.
Dr. Kenneth E. Speltz, 6220 Highway ��65: He asked if Mr. Mischke had a set
of the plans now.
Mr. Mischke said he had plans of the building drawn, but not with him this
evening. The shape of the building is in the form of a T being two 80'x40'
structures connected. He was then asked by Dr. Speltz the kind of fencing he
planned to have. Mr. Mischke replied that because of the problem of theft, he
would have a 6' fence.
Mra. Mary J. Savelkoul, 916 West Moore Lake Drive: She said she was speak-
ing on behalf of herself, the residents and Maple Lane Bowlings Lanes. In the
first place, she did not think it was the type of business to locate so near to
homes. The petitioner does not think he will repair used units on the premises.
How do we know what will come of it after this type is allowed. She felt the
Planning Commission should consider what some of the nei�hbors would like.
Mr. Mischke: He said he thought his place would be conducted as well as
the ba�aling lane. He would use an iron fence which would be high enough and
private enough so that you can't see through. He felt he could keep as orderly
ae the places next door. The land was purchased six years ago.
Mrs. Roae R. Jasper, 6279 Baker Avenue: She said that she would like to
� know how far up to her home all of this would be. She spoke about used campers
and also motor homes and trailers and asked if the motor home was one of the
huge things that go in back of cars? Will there be a cost to them, as taxpayers,
if he has to have a roacl.

� The Engineering Assistant called attention to the 40 foot planting strip.
Mr. Mischke does not own that. The City could not te11 the people now whether
or not there would have to be an assessment for storm sewer. The storm sewer
assessment policy was explained. The Engineering Assistant said he was not
aaying there has to be a storm sewer and he was not saying there won't be.
There is an outlet which does go underneath West Moore Lake Drive which drains
to Moore Lake.
Mr. Mischke was asked if he would have all four walls the same or even have
three walls the same. Mr. Mischke thought he could have three walls the same,
and he would like to have the building close to the front of the lot.
Acting Chairman Fitzpatrick said he felt the people should understand the
drainage problem cannot be attributed to the petition because it is already
there.
Mr. Harris read the ordinance to the audience which referred to the Uses
Allowed by Special Use Permit in a11 of the C categories, including C-2S which
applied to this area. He also said the exterior materials have to be approved
by the Building Standards-Design. Control Subcommnittee along with the screening.
The City does have quite a bit of control over building requests.
The planting strip was discussed. Some of the people in the area use it
for gardening, others just take care of the portion adjacent to their property,
but no one seemed to know who really was responsible. It seems this strip
� has been there since 1956.
MOTION by Schmedeke, seconded by Minish, that the Planning Cormnission close
the public hearing of the Special Use Permit request, SP #70-Oa, by Recreation
Equipment Sales, Inc., Glenn W. Mischke, to permit retail of campers, trailers,
motor homes, recreata.onal equipment in a C-2S District to be located on Lots 1
and 5, BZock 1, Herwal 2nd Addition. Upon a voice vote, a11 voting aye, the
mo�ion carried unanimously. ,
The Engineering Assistant explained that there is an easement running North
and South between Lots 1 and 5, and has a sanitary sewer in it, and any structure
built on the 2nd lot would have to avoid this easement area.
Mr. Gibson asked about the setback, which is 80 feet, but Mr. Mischke could
go to the Board of Appeals to get a variance. Mr. flarris wondered if the
planting strip would not be a good place to put evergreens. Mr. Schmedeke said
that he thought Mr. Mischke should put up a fence, because the evergreens would
be too small now to be used as a screening, but by the time the fence begina to
look worn, the trees would be large enough for a screening. He hoped to meet
with Paul Brown, Director of Parks and Recreation to see what kind of evergreen
could be used.
Mrs. Savelkoul stated that if the Plsnning Commission approve this request,
they won't be thinking abou� protecting the neighbors at all.
Mrs. Jasper wondered if there would be a lot of noiae when people, who
^ were buying the equipment, would be trying them out. Mr. Mischke said it would
be �a m�re noisy than cars starting up.

^' Darrel Clark said the requirement of �he Code for planting does provide for
a 20 foot green area between the parking lot and the street.
Mr. Minish said they were dealing with a rather difficult piece of property
with Hwy. �65 to the East and residential to the West. When the veterinary clinic
and the mortuary were brought before the Board of Appeals, he did not recall any
strong objections from the neighbors on Baker Street. flowever, he did feel that
the proposed petition was not consistent with the type of existing atructurea.
Hia feeling would be to recommend against the �pecial use permit as he thought
the ma�or ob�ection of the neighbors was the open storage.
Mr. Schmedeke stated that the lot is quite narrow, and it was not the proper
width under the new ordinance, but there was enough square footage.
Mr. Mischke said if he were to move the fence in another 20 feet, it would
be 60 feet from the property line of the residential area. He was not againat
doing that, but it would be hard to maintain.
MOTION by Minish, seconded by Harris, that the Planning Commission recoaunend
denial to the Council of the,Special Use Permit request, SP #70-02, by Recreation
Equipment Sales, Inc., Glenn W. Mischke, to permit retail sales of campers,
trailers, motor homes, recreational equip�nt in a C-2S District to be Iocated
on Lots 1 and 5, Block 1, Herwal 2nd Addition. Upon a voice vote, Minish voting
aye, Harris and Schmedeke voting nay, the MOTION FAILED. ,
^ Mr. Harris felt the Petitioner should bring in his plana before the Planning
Commission should make a decision. He added a pencil sketch showing t�e placing
of the structure, landscaping, storage and display areas would be adet�,uate.
MOTION by Xarris, seconded by 5chmedeke, that the Planning Coarmission continue
until the next reqular meeting (June 3, 1970) the request for a Special Use Permit,
SP #70-02, by Recreation Equipment Sales, Inc. to permit retail sales of recrea-
tional equipment in a C-2S District to be Iocated on Lots 1 and 5, Block 1, Herwal
2nd Addition, and at that time the petitioner will present a sketch or plot p1an.
Upon a voice vote, a11 votinq aye, except Minish who voted nay, the motion
carried.
Mr. Minish asked that the minutes show he was opposed to open storage.
The audieace were informed there would not be another public hearing before
the Planning Coanniasion and therefore they would not receive a notice for t'he
June 3rd meeting.
2. . LOT SPLIT REQUEST: L.S. ��70-06, GEORGE L. WALQUIST: Lot 6 and S� of Lot 7,
Block 1, Erco's lst Addition. Site for dental clinic.
Mr. Walquist was present.
The Engineering Assistant stated that the Plats & Subdivisions-Streets &
Utilities Subco�i.ttee recommend approval of the lot split. The Council had
�'� approved the variance. The Subcommittee, referring to the N'� of Lot 7 being tied
in with Lot 8, and uader one ownership, would help solve the problem of an under-
sized lot under the preaent zoning ordinance, and platted long before the present

ordinance. The Subco�ittee had no objections to the proposed building.
Mr. Walquist was asked if he had plana for the N� of Lot 7 and all of Lot 8.
He said nothing was developed yet, but he would try to put an office type of
building in there.
. Referring to the suggestion of legally binding N� of Lot 7 to Lot 8, Dar�cel
Clark said it would be difficult to do, as, if someone wanted to purchase Lot 8,
you would have a hard time to deny it. flowever, it should be mentioned in the
minutes.
Mr. Minish suggested that perhapa covenanta on Lot 8 to tie it together
with the N'� of Lot 7, could be drawn. Or the Couoma3.ssion could approve the lot
split subject to the petitioner presentin� some sort of document which would
tie the N'� of Lot 7 with Lot 8 and could request him to have hia attorney draw
up these papers.
MOTIDN by Minisb, seconded by Harris, that the Planning Commission recom-
mend approval to the Counc3l of the Lot 5plit request, L.5. �ii0-06, by George
L. Walquist of the 53� of Lot 7, B1ock 1, Erco's lst Addition subject to the
owner preparing a covenant or other recordable document that would tie the North
Na1f of Lot 7 to Lot 8 so that a good marketable title to Lot 8 could not be
conveyed without tying in the North Half of Lot 7. Upon a voice vote, all voting
aye, the motion carried unanimously.
3. CO1�Il�'IfJNICATION FROM CITY ATTORNEY TO CITY MANAGER:
The letter of Maq 18, 1970 from Leonard T. Juster, City Attorney, to the
City Manager regarding the letter of Oliver Erickson of April 17, 19i0 concern-
ing variances, was passed on to Oliver Erickson, Chairman of the Planning Com-
miesion. No action.
4. PLANTING OF EVERGREEDTS IN FRIDLEY: CONSULT YAUL BROWN, DIRECTOR OF PARKS
AND RECREATION:
MOTION by Schmedeke, seconded by Aarris, that the Planning Commission ask
the Director of Parks and Recreation to come before the Planning Commission with
a recoa�aendation of the species of evergreens and a list of the trees and shrubs
that wi11 do well in Fridley soil and suggest types for screening between com-
acercial and residentisZ areas. Upon a voice vote, a11 voting aye, the motion
carried unanimously.
5. SCHEDULE FOR PLANNING COMMISSION MEETINGS:
Acting Chairman Fitzpatrick stated he would be gone part of this sumnner.
The Connnission talked about a summer schedule and decided they would let
,..1 the requests and petitiona be the deciding factor when they would meet using
their regular days. The members present expressed a preference for meeting at
8:00 o'clock. However, if the Subcommittee did not meet at 7:00 o'clock on
the same evening, they would go back to 7:30 P.M.
