Mr. Jerry Young, Director of the Anoka County Library, was present, Mr. Young said the Library Board and the County Board of Commissioners have been concerned for some time about the inadequacy of library facili���� in.vaxious parts of Anoka County. About three years agv we did adopt soml� 14ng ra�nge plans for a new building in Fridley and two other communities. Since last year, we have been searching for a site in Fxidley. We hava npw sele�ted a site at the corner of Mississippi Street and 5th Street. We ara �eeking to acquire appraximately lz acres from two ownexs, the Wall Coxpora- ��pn and nr, Trezona. for the purpose of constructing a new branch libxary a� this locat�.o� to r��lacq th� ��c��}ty in City Hall which we have outgrowrl, ^ Planning Co;nmission Meeting - JulY 13, 1973 � Page 2 Mr. Young cczntinued that tliey t�oped to add a full lin� of library services which we �annot provide naw because of limited space. We do not have an architect hix ed and have �io building plans to present as this was not our purpose in comi.ng to this meeting. Our purpose is to seek approval of the concept af a library located in ti�i.s location. Our studies indicate this is an excellent �ocation, but w-e want <ipproval of the F'lanning Commission ar�d other officials of the City E�efore we proceed further. M�r. Young said we have drafted a preliminary working paper which we� would like to leave with the Planning Commission members, which describes th� site and sketches out what we hope to accomplish with this library �ocation. This library would be approximately 10,000 square feet in size with adequate �arking. It will be an architect designed building and house appraximately ?_5,000 volumes. It will have an apen schedule, much expanded over the present lihrary facitity. It will have an increased staff. It wi11 include stich facilities as a meeting room ana many of= the services provided by the Headquarter Library in Blaine. We conceive that�this woulc� se�'ve the Central part of Fridley, 'I'he North end of Fz•idle}� wiil be sery��, by the library i.n �laine, the South end by Columbia Heigtits, and the oute� edg�s by Bookmobile. As far as the time schedule is concerned, we would hope tv have t}iis in operation by the end of 1974. ' Mz, Lindblad asked what hours the proposed library would be open. Mr. i� Xotm� said he thought it would be open approximately 60 hours a week. It - NQUId be open 6 days a week and in the evenings Monday through Thursday, Mx. Fitzpatrick said that in selecting this site, they must have bee�y awar�e of the traffic problems in this area. Mx. Yaung said we haven't actually made any drawings of the site, but we have tried to acquire enough land to have the square footage we need for th� building and have a parking lot for 50 cars. Included in this study, w� have determined that the access will have to be off Sth Street, not Mississippi, and keep the parking away from Mississippi Street. The pedestriari acces� wil], be at Mississippi. The main library in Blaine has 9? acres. At pr�sent we are only using about 22 acres. We have outgrown it and will be expand�.ng. We havo parking for 50 cars at the present time at this site. " Mx. Harris said that in the paper presented, it says the setb�.cks wi1l, he 25 feet. Mr. Clark said the building would have to be set back 35 feet and the parking 20 feet, and 5 feet on the other lot lines, for parking. Mr. Xoung said the estimate of SO caxs using the lot was a high estimate fpT peak library hours which would be after 7 o'clock P,M. on Monday and Tuesday nights. Mr. Young said he had made a sketch of his own, and it does fit. Another problem for the architect is to provide a noise separation and a buffex between the proposed library and the development of the Wall.� Cotporation. ^ Mr. Clark asked how they felt about being next to the Wall Corporation Complex. Mr. Young said he thought it was delightful. Elarris said they wouldn't have any room t� expand at the pro- pOSed location, Mr. Young said they are not planning to need any expansion. Hecaus� the area within 3 miles of this proposed library is so developed at the present time, the population is more predictable that it would be if tho library was further out in Fridley. Mr, Harxis asked how this library would be paid for. Mr. Young said �t Will be a County wide tax, but because Fridley made up a large part of the tax base, we would be paying £or a lot of it, but most of the money is already budgeted. MIr. Clark asked if the property they want to use for the library could ba fnCluded with the Wall Corporation property, so it could have a lot and b�ock number in an addition, instead of a metes and bounds descriptipq� Mx. Young said he would check into this with the County, Mr. Clark asked Mr, Young if he needed a resolution f�om the Flanning Commiss�atl. Mr. Young said he would need one alqng the same lines as ths ^ one passed by the City Council. Chairman Fitzpatrick asked how soon they 1+OU]d need this resolution. Clark if he could fursee any problems with the site. M�. Clark,said he wasn't familiar with this site in particular but there were sQme prablems in the area and *_here would have to be some soil borings, Mr. Hari�is said as the Planning Commission was being asked to approvp Lhe location fox the library, he thought the traffic problems in the area �hould be part of the consideration now before any plans were made. He was also concerned because there wouldn't be any room for expansion at this locata�on, He said it has been his exper.ience that every one was optimisti� abot�t the availahle space when a building was constructed, but in a short tim�, everyone needs a larger building and more space, Mr. Yau�lg said the peak traffic periods for the library were fro� aftex school until about 5:00 P.hi. and then between 7:00 to 9:00 P.M,, so these periods would generally not be at the same time that traffic was generated by people going to and from work, The Planning Commission Ioaked at the plan o£ the Wall Corporation and thought a common driveway a�lta 5th Street wauld help some of the problems. Other routes were di.�cussed with no conclusions drawn. . Mr. Harris asked what size vehicle was used to transport books £xom ona 1i.bxary to another. Mr, Young said it was an econoline type truck. ^ Any deliueries made by large trucks are made at the main libxary in �j���,�� He said we would have a school bus coming in once in awhile but they • gen�rally came about 10 o'clock in the morning. � Mr, Young said that another thing that will generate traffic is the me�ting xoqm. Mx. Young said they would have preferred a larger site in Fxidley but they wanted it located in the general area of the proposed location and thexe isn't a larger site �vailable. Mr. Young said he was aware af this but �he popul,ation was 20,000 in the area the libxay was to serve, and it was being built for a population of 25,000 to 30,000. As the area betwe�� RiCe Cr�ek and South to 694 was already so well developed, they felt tj�p� wouldn't need expansion space. Mr. Harris asked if they had cansidered the problem of snow removal. Mr� Young said he didn't think they had but he would bring this to the L1b�azy Board's attention. Mr. Harris said he was in favar of the library but thought the drawbacks of this site should be brought out, r Mr. prigans said he was in favor qf the location. Some Councils have let the Baards and Gomm�ssions make the final decision on some ulicontroversial items and some Councils want every item to be decided by the Council. (REQUEST BY DESIGNIVARE IvDUSTRIES, 6536 MAIN STREET N.�:., FRIDLEY, MINNESOTA 554321. — /� �� Mr. Dick Knoll was present for Designware. • Mr. Knoll said that the new addition was 68' x 295', and that it will be used for manufacturing and material storage. He said that the reason they are extending the addition to the north is because of the County proposals for Mississippi Street. He said that any exterior layout south of the building was still up in the air, because the County and the City are not sure of the right-of-way they need.. He said that the new addition will be 2 feet higher so that the line of the building will be broken. Both the old and the new section will be painted. Mrs. Cariolano asked if Designware would treat the face of the office area differently and add brick into the design. Mr. Knoll said that they will be using different textures in this building, such as burnished block or break-off block, in order to give the building a different character. He said that the front area facing Main St. is strictly office. Mr. Lindblad asked about additional evergreen planting to screen the loading dock from Main Street as shown on the plan. Mr. Knoll agreed to the planting. He said that they were trying to save as many of the existing trees as possible. ^ �� Mr. Boardman said that the codes call for 81 parking stalls and that the plan only provides for 38. Mr: Knoll said that they will probably have to � provide the additional parking required on the north but it would have to be temporary for the purpose of future expansion. P�r. Boardman said that the way the City usually handles temporary lots is on a time table so that after a period of time and no future expansion is proposed, then the lot would be brought up to code. � /'1 � /� BUILDING STANDARDS-DESIGN CONTROL SUBCOMMITTEE MEETING OF JULY 26 1973-Pa e 2 rir. Tonco said that what the Board should do, since the parking is up in the air, because of road construction, is to just make sure that Designware provides 81 stalls both south and north making the north lot temporary over a period of time and the south lot permanent when the County submits its final plans. Mr. Tonco also said that any landscaping south of the loading area should also be subject to the County final plans and at that time be brought into the City staff for their review. Mr. Boardman said that the City wants the sanitary sewer easement on the private sanitary sewer line that Designware has put on that property, and alsa an agreement with Designware that they would repair any damage done to this sanitary sto�m.sewer to run off of their property. Mr. Knoll said he could not see where this is a problem for this Board and that it should be worked out with the Engineering Department. Mr. Lindblad said he was inclined to agree with Mr. Knoll and said that this is a problem that should be worked out with the Engineering Department. Mr. Tonco asked Mr. Knoll if Designware was going to have any exterior •storage, and if so, that it must be screened. P�r. Knoll said that all storage will be inside when the new addition is built. ^ MOTION BY Simoneau, seconded by Treuenfels to recommend to Council the �� approval for the addition with the following stipulations: '1. South park.ing lot be brought into code compliances when the County submits final plans for the road construction. 2. North parking be temporary over a period of time set by the City staff. r 3. He said that there is no plan proposal for a metal building with a brick facade and that he was thinking of possibly going to a concrete block building with the same type of brick facade treatment. Mr. Boardman said this would be left up to the Board and if they wanted to pass on their decision of process to the City staff as to the type of building that would be presented. Mr. Buzick also asked the Board if he could do the exterior develop�:ent of his building on a time table, since his funds are limited. Mr. Lindblad said this is possible and that the time table should be set up with the City staff. Mr. Tonco said there are certain things that would have to be done with the construction of the building. The fence as shown on the plan must be painted and be kept in good repair. Mr. Tonco said also that the parking lot should go in at the time of construction. Mr. Buzick said he would have special problems with the parking lot due to the sandy soil conditions out there and that 73� Avenue is currently a dirt road. He said that if he put in blacktop ' in the area he would be constantly repairing his blacktop surface because of break-off problems. Mr. Tonco made a suggestion that he put down Class V over a period of years so that it would compact enoug?�, where blacktop would be sufficient in strength and then could be worked in with the improved City street on 73� Avenue when this comes in. This sketch is provided only for the purpose of displaying how a typical medical office building may appear and in no manner represents the final plans for the building to be constructed . The definitive characteristics of the building such as exact size, configuration, exterior construction, number of floors, and location, are in the planning and discussion stages. At this point in time, no architectural drawings have been developed. It is anticipated that the size of the building will be three to four stories high containing between 25, 000 to 40, 000 square feet. He said the Board of Appeals acted on this and made a recommendation to Council. Their recommendation was to drop the density to 140 units. This recommenda- tion went to Council and the motion Council made was to allow the 155 units. The petitioner, Frank Reese, from Reese-Robe � Associates, came foriaard, He said he had several site illustrations and actual details of the building itself with him. He said that they have taken out some of the town houses in the middle and ad3ed a sizable recreation building recommended by Council. He said Council asked for an indoor swimming pool, recreation facilities for ping pong and pool, and a room for changing ice skates in the winter. There were no members in the audience for-this item. Mr. Reese displayed another drawing illus�rating the exterior walls that would be of prefinished wood. Some units will have fireplaces. The general characteristic of them would be gable roofs, as�halt shingles, and rough sawn boards for trim. He indicated that they wi�ll be using a nurnber of diffe�ent color stains so that they won't all be the same, He said it will be conibinations of tans, galds, greens, and browns. ^ Mr. Reese said these are designed for a rental market now and a sale market in three years. He said there is a double garage for each unit and storage space for bicycles and other yard goods. He said 1/2 flight up will be the kitchen, living room, and dining area. Another 1/2 fli;ht up will be two bedrooms and a full bath. Another flight up will be master bedroom, shower-bath, and a walk in close�. This is floor tile, ceiling, sheet rock, and walls; but it won�t be carpeted or plush. The total garage space wi11 be 428 square feet. The total square feet will be 2200 per unit. They will be �tentatively marketed in the high $30,000 range. He did not have any figures on rentals. Mr. Reese said that the main concern in tr�e site itself was the proposal on surface development. The critical part of this project is the ability of the interior area to retain water during an unusually heavy rainstorm. One of the reQuirements in the contract bet�reen the City and the Wall Corporation is that it retain 12 acre feet. He said that tI�ey know that the water comes from the south and that it is 7 feet higher than the catch basin on 7th . and Bennett Drive, which is a low point. The ponding area will be below the catch basin area. He said tiahat they have proposed for� this project was a system of trails and club facilities. He said thi.s space would be about 4,000 square feet. About 1/2 of this would be the swimming pool area. The building will run about $80,000 and about $5,500 for equipping it. Over the pool there will be a flat deck, He said that the•recreation area would include a fireplace � and•a ki.tchen area for parties. He said he did not have shown, the .quality of the landscaping although he knew theywere interested in it. The budget set up now is approximately $100 per unit for plantings. � He said there is public se�rer, gas, and water adjacent to the site. Mr. Blair said that Mr. Clark mentioned that the drive-ways would handle 20�40 units. He asked whether that wasn�t a lot for one drive- way? Mr. C1ark said no because he has seen others with 10 times as many that are okay, . Mx. A right hand turn only sign could be put in. . Mr. Fitzpatrick said the Commission has heard the plan that is now approved and was before the Commission at great length and what it was about was in reducing density along 7th Street, and having the apartments built in the southwest corner. He said they have reduced the overall density, but increased the density greatly along 7th Street. Mr. Clark said the Board of Appeals discussed that and all must agree that it is one complex now. He said while some thought should be given to buffering along 7th Street, there is still one complex�there. The Board of Appeals, in their motion, took R-1 densities and applied them to R-3. Mr. Reese said yes and also some fountains. Mr. Harris asked what about the elevation of the Recreation building in regard to the filood stage. Mr, Reese said tfiat the contract said that all living areas be 3 feet above flood stage, that included the pool etc. Mr. Harris asked what the $100 per unit for plantings would include? Mr. Reese said this would include shade trees and individual plant- ings throughout each townhouse. The plantings do not include sod. He wasnFt sure if it included the trails. Mr. Harris said he didn't see how they could put in 3" trees in the proposed plan for that price. Mr. Reese said not every townhouse will have trees. • Mr. Drigans said that this is a preliminary plan and he would like to review with the architect whether these things have been fulfilled before they recommend approval or denial. One thing is the applica- tion that shall be filed when the building inspection has been done, 'and the application shall be submitted to tfie B�ilding Standards Design Control Subcommittee, so that they can review it and make a �"� recommendation. Mr. Clark said that would be done June 21, 1973. Mr. Drigans asked Mr. Reese if his firm was involved with the -Larsen Townhouses? Mr. Reese said they were. Mr. Reese said rough sawn prefinished plywood panels on th.e outside, The area around the eves would be redtaood stained, The trimming around the windows would be 1 x 6 rough sawn boards. Mr. Fitzpatrick asked how many units have exterior fireplaces? Mr. Reese said they all have interior fireplaces but they would have plywood panels coming up on the outside ones. Mr. Drigans asked what kind of material will be on the roof? Mr. Reese said asphalt shingles in three colors. Mr. Harr�s asked if there would be sidewalks? Mr. Reese said not really. Mr. Drigans asked if using brick in the 2 x 8 1/2 area would be more appealing? He asked if the cost would be much greater? Mr. Reese said brick is heavier looking and it would look good at the bottom of the building but not at the top. Mr. Harris asked if the chimneys are covered with brick. Mr. Reese said they are covered with wood. Mr. Harris asked Mr. Clark who will maintain this area. Mr. Clark said, that while it is rental, the Wall Corporation will be maintain- ing it. . Mr. Lindblad asked about the tennis courts. Mr. Clark said that the /1 Council wanted them but the developer discouraged them. Mr. Fitzpatrick said that one of the commission� chief concerns is the exterior appearance. Mr. Drigans said his concern was that not all of the plans were available, the project has been going on for over a year, and the commission is asked to give a good preliminary approval for recommendation to the Council �ithout all of the plans available. He said he would like to see some work done on the project to enhance the w�ole project. Mr. Drigans said that the Building Standards Committee should look at the other townhouses that this architect has planned on 69th and Stinson Boulevard. Mr. Clark said the Commission could make a preliminary plan approval. He said the next meeting isn't until July 18, I973. Mr. Drigans said he wanted to reemphasize that this complex is in the heart of the City, it is adjacent to a residential area, the density is extremely high, and considerin� all of this he thinks the aesthetic appearance of the entire project is more important to the C•ity of Fridley; theref ore, the landscaping plan, the exter- ior appearance of these buildings should be scrutinized by Council very tightly. IZeese said it would probably be done as often as needed and by the development's maintenance man. This would be finalized in the association bylaws. � The elevation towards 63rd Avenue is 84G feet and the elevation at the opposite end is 840 feet. The ponds will have an elevation of 836 feet to keep the water in, but will also drain the area. In essonce it is a huge bathtub. r1r. Reese also went on to say that according to the Engineering Department's computations,•for the size of the area and density, 12 acre-feet is needed for water storage, and these three ponds should provide the needed storage area. These ponds will be about 4 feet in depth, vinyl lined and have a concrete or. similar edge (�ion-vinyl edge is needed to protect the pool in the winter from the ice and skaters). ReeSe said a footpath type light will be used throughout the area. He said they had looked into a 6 foot redwood pole lamp with approximately a 100 watt bulb, and be placed 50 feet on center. There would be a small dome over the bulb so as to direct the light down on to the path and not into someones' home. bir. Lindblad pointed out that these lights should be in remote areas, so as not to shine in someones }�ome. b4r. Lindblad asked what type of solution would be provided for the refuse. Mr. Reese. said this handled by each individual home owner with a common grouping. Mr. Reese said they had looked at an aluminum type with a lift up lid. I{e also said that the meters and air conditioning units would be grouped hopefully by twos on the outside of the building. r1t these areas they would li}:e to do some planting to hide the equipment. Mr. Boardman said there could someday be lights located at this intersection. Mr. Boardman said one of the stipUlations put on by the Board would be ta provide a sidewalk alon� 7th Street and 63rd Avenue. Another stipulation should be a right-of-k�ay right turn lane off of 7th Street onto bfississippi Street as agreed upon in the original agreement. S9 townhouse permits and permits for 3 apartment structures housing 108 ' units, making a total of 167 dwelling units. Since no construction had been started, th� City Staff recommended to the Council in April, 1973, to extend the building permits on this project to July 1, 1973. . A . It was at this time or shortly thereafter that the Wa11 Corporation requested a plan change from the 5� townhouses and 108 apartment units to a total townhouse complex consisting of 155 units. The process for reapproval has taken until now, and in fact, final approval is still pending and on �he agenda for the July 2,• 1973 Council meeting. The Wall Corporation obviously would like Co be able to apply their existing pennits to the new 155 townhouse permits, both in fee and more important for the SAC charges. In ety opinion if strict interpretation �aere to be used, we should reimburse the Wall Corporation, part of the permit fee, and they should then reapply for the new permits und pay as any new permit applicant would, that is with SAC charges. � My only �interest is in protecting the City and myself from possible ^ violation of State and Metro Sewer Board ru1es. If the City could abate or give a credit for any Qortion o£ the SAC or building.permit fees, I would wanr some written agreement protecting the City against possible un�aid fees.
