PL 09/29/1982 - 30583� CITY OF FRIDLEY PLANN�NG COMMISSION MEETING, SEPTEMBER 29, 1982 CALL TO ORDER: Chairwoman Schnabel called the September 29, 1982, Planning Cortonission meeting ib -order at 7:37 p.m'. ROLL CALL: Members Present: Msi. Schnabel, Mr. Oquist, Ms. Gabel, Mr. Svanda, Mr. Kondrick, Members Absent: Ms�. van Dan, Mr. Saba Others Present: Jeirrold Boardman, City Planner APPROVAL OF SEPTEMBqR 1_5, 1982, PLANNING COMMISSION MINUTES: MOTION BY MR. KONDRICK, SECONDED BY MR. OQUIST� TO APPROVE TXE SEPTEMBER Z5� 1982� PLANNING COMMISSIONIMINUTES. Ms. Gabel made the following change to the minutes on page 8, first paragraph, � second line: Chang� the words "are at" to "would be" and delete the word, "now". so the sentence reads, "Ms. Gabel stated that the traffic study showed that at peak hours, the traf�fic conditions would be at "D" condition. and she did not find that acceptable�." UPON A VOT�E VOTE� ALL VOTING AYE� CHAIRWOMAN SCANABEL DECLARED TXE MINUTES APPROVED AS AMENDED1 Ms. Schnabel stated�the Planning Commission members had received a letter from Nancy Hendrickson, �resident of the Fridley Chamber of Commerce,regarding the request by Cub Foods. In the final paragraph, Ms. Hendrickson is requesting the City Co uuil to con�ider carefully the importance of losing a significant business and the impact it w uld have on Fridley and to consider voting in favor of the rezoning so that Cu� Foods can remain in Fridley. MOTIDN BY MS. GABEL, SECONDED BY 1�IIt. SVANDA� TO RECEIVE THIS LETTER. Ms. Gabe] stated th�re are names on the side of the letter of the Chamber of Conunerce Board of Dhrectors. Marcia Schaaf is one of the Board members listed. -Ms. Gabel stated sh�e has talked to Ms. Schaaf, and Ms. Schaaf is not in agree- - ment with that lett�,e r. Ms.Schaaf felt the ]etter was not written with the agreement of the Bo�ard of Directors whose names are listed, and that the letter was not representatlive of the entire Chamber of Commerce. Ms. Gabel stated Ms. Schaaf does plain to write a letter responding to that. RECEIVE SEPTEMBER 21 1982 APPEALS COMMISSION MINUTES: MOTION BY MS. GABEL, SECONDED BY �IIt. KONDRICK, TO RECEIVE T$E SEPTEMBER 21, 1982, APPEALS COMMISSION MINUTES. Ms. Schnabe] stated she wanted to commend Ms. Gabel for the time and effort she -P��d {�ut'into the first item (variance request to reduce lot size, front yard setback, side yard setbacks, and rear yard setback to allow the construction of a 4-plex at 6471 Riverview Terrace N.E.). Ms. Gabel stated she has discussed this with Mr, Boardman. She stated she felt very bad about this, because she was recently informed by the neighbors that the building permit was issued prior to City Council approval. She stated this really surprised her, and she would like to find out how this happened. All the members of the Appeals Commission worked very hard to establish a lot of credability in that neighborhood, and when the building permit was issued prior to City Council approval, it destroyed what credability the City of Fridley had for those people. Ms. Schnabel stated she also appreciated Ms. Gabel's vote against the construction of a billboard at 73rd & University (page 7-9 of the minutes--variance request was approved by the Appeals Commission by a vote of 3-1). �"'� Mr. Oquist and Mr. Kondrick stated they would like to go on record opposing a billboard in the City of Fridley. Mr. Oquist stated he could not believe the Appeals Commission would vote in favor of a billboard. UPON A VOICE VOTE, ALL VOTING AYE� CXAIRWOMAN SCXNABEL DECLARED TXE APPEALS COMMISSION MINUTES RECEIVED. MOTION BY MR. OQUIST, SECONDED BY MI2. KONDRICK� TXAT THE PLANNING COMMI3SION OPPOSES THE CONSTRUCTION OF A BILLBOARD AT 73rd & UNIVERSITY AS REQUESTED BY FARVIEW SIGN COMPANY. UPON A VOICE VOTE� ALL VOTING AYE, CHAIRWOMAN SCHNABEL DECLARED THE MOTION CARRIED UNANIMOUSLY. 2. OTHER BUSINESS: Mr. Boardman stated that since there were no agenda items for the Oct. 6 meeting, -it had been cancelled. The next Planning Comnission meeting will be Oct. 27. ADJOURNMENT: MOTION BY MR. OQUIST, SECONDED BY MR. KONDRICIC, TO ADJOURN TXE MEETING.
