1. REIIIEW-OF� �985'I�OI��fi�tG'PL'AN:
Mr. Robinson stated the Housing Plan for the City of Fridley, September 1985,
was prepared as an update to the Nousing Plan which was presented and approv�d
by the Metropolitan Council in 1982. Because tFie last plan was done in i982,
they have been using obsolete census data. Thf� plan proyides data and data
analysis of existing housing conditions and population characteristics within
Fridley and identifies housing goals, objectives and policies which serve as
the basis of current and future actions dedfcated to the eventual expansion
and enhancement of the residential environment of the City.
Mr. Robinson stated no action was required from the Planning Commission, but
they thought the Planning Commission should review the plan before it goes to
City Council on October 7.
Mr. Robinson reviewed the 1985 Houst"ng plan Hri;th the Commi�ssioners.
Mr. Minton stated the policies looked very nice on paper, but there was no
"teeth" in them, and they are not quantitative at all. For any plan, someone
should be able to tell afterwards whether it has all been done, and this could
not be done with this type of plan.
Mr. Oquist stated he agreed, but he stated that was somewhat typ�cal of these
kinds of plan�. It �.s a plan to satisfy a requirement, and it tends to be

Mr. Minton stated he would be happier i'f the plan was called "Housing Policies"
rather than the "Housing Plan" since it is really a series of policies.
Mr. Robinson stated that was true; hou�ever, this plan is also an extension of
the City's Comprehensive Plan. The plan also designates several parcels of land
for possible infill housing and rezoning for residential purposes.
Mr. Saba asked if the Housing Plan had been sent to the Communfty Deve7opment
Commisslon for its review. He felt it would be beneficial for the Communfty
Development Commission to review i�t.
Mr. Oquist stated %t had not been sent to tfie Community Development Comm�ssion,
and tlaere was not another meeting before the City Counci�l meeting on Oct. 7.
He stated �t might be a good idea for the Commission to review it anyway, and
he asked Staff to provide a copy for the next Cormnunity Development Commission
meeting.
Mr. Minton stated it might be nice if the Community Development Commission would
set a goal of revising the Nousing Plan every three years, possibly spending a
year prior to that discussing and reviewfing some of the 1'3st�es t'7� the Housing

Mr. Oquist stated he appreciated t�he suggestion as tfie Communi.ty Development
Commissi_on rea�ly should be looking at the Housing Plan and thE Comprehensive

2, REVIEW�OF SATEL'LITE�DISH ORDINANCE:
Mr. Robinson stated a few changes had been made to �he ordinance since the
last time the Planninq Commission had revi�ewed it. He again reviewed the
ordinance with the Commission. He stated the Commission also had received a
copy of a]etter from EartFi..Star Communicatians Inc, c.�mmenting on the city's
ordinance.
Mr. Minton stated that Section 205.04.4..A stated that "Dish antennas sh�ll not
be located on the roof of any structure. If in commercial or industrial zones,
circumstances require roof mountings, the Appeals Comm�ssion may grant a
variance, See Section 2Q8.05.
M�^. Minton stated ii r�as not speci:�t'�.d under Section 20�. 05 APpEALS that tCu s
appeals process applies only to commercia] and i,ndustrial. If it doesn�t, there
is going to be a lot of confusion.
Mr. Robinson asked if there needed to be a specific statement that no variances
will be heard or granted for roof mountings in residential.
Mr. Minton stated, yes,.there should 6e.

�'�'� Mr. Minton stated that looking into tFie City�s commission structure was a very
i.mportant issue and a very big issue. He felt what the Community Development
Commission needed was some kind of plan for studyi'1�g that issue--a systematic
way of looking at tfie commfssions. The Commisst'bn almost needed someone
outside tFie Commissifln who could develop tFiat type o� p7an, and mayhe a city
staff person would be a61e to do tfiat. The Commi�sfon needed something to
react to and follow as a guideline.
Mr. Minton stated the firs.t thing the Commi�sior� n.eeds to do is define
what the problem really is with t�ie comm�;ssion st�^ucture as it i,s now.
Mr. Oquist agreed and thanked Mr. Mfnton for this suggestion. He stated the
Commission is definitely going to need staff finput.
Mr. Saba stated he thougFit the Cominunity Deyelo�ment Commis.sion should relook
at the bikeway/walkway plan f.n light of the fact tf�� thers is more bike �raffic
today, especially in light o�f the cfian in school s tems,
