Second accessory buildings over 240 square feet are a permitted special use in the R-1 zoning district, provided the total square footage of all accessory building doesn't exceed 1,400 square feet. The current two stall garage is 425 square feet and the proposed accessory structure is 672 square feet. The total of all accessory buildings, existing and proposed is 1,097 square feet. The building will be used storage of seasonal equipment, such as boats, trailers and lawn equipment. ANALYSIS The property is located on 64`h Avenue, with the home being "squared up" to and fronting on 64'h Avenue. The dimensions of the lot are 125 ft. by 300 ft. and it is rectangularly shaped. The existing home and garage were built in 1973. Existing home and attached garage Accessory structures over 240 square feet are a permitted special use in the R-1 zoning district. The existing garage is 425 square feet and the proposed accessory structure is 672 square feet. The existing garage and the proposed accessory structure are a total of 1,097 square feet, which is 303 square feet less than the total allowed by Code. The proposed garage location meets all setbacks requirements. The petitioner is requesting that the hard surface driveway requirements be waived for the proposed second accessory structure. If a hard surface driveway was required to be installed 4he total length would be 109 feet. Since the primary use of this structure is for storage o� �� seasonal equipment, such as boats, trailers and lawn equipment, City staff would be in support of the petitioner's request. However, if at anytime, a trail simulating a driveway � is formed, a hard surface driveway will be required. City staff has received no comments from neighboring property owners. � Proposed Garage Location in Rear Yard of the Property RECOMMENDATIONS Ci�y Staff recommends approval as second accessory structures are permitted under special use permit in the R-1 Single Family Disfrict. STIPULATIONS Staff recommends that if the special use permit is granted, the following stipulations be attached. 1. Staff shall conduct regular inspections of the site. If, at any time, a trail simulating a driveway is present, a hard surface driveway as approved by the City will need to be installed within 90 days. 2. Petitioner shall obtain all necessary building permits prior to construction. 3. The structure shall not be used for a home occupation or living area. 4. The building will have about 109 foot north running setback from 64th Ave. NE and located about 6 fest form the west lot line. There are no buildings on the adjacent property within 10 feet of the proposed site. The buiiding is to be construded on a concrete slab with proper footings and of materials conforming to presertt city building codes, with a 9 ft ceiling. it will have a 8 ft by ZO ft overhead door on the south exposure, and lap siding exterior. One (2.8) service door on the east side, by the south corner. Two 4 ft square vinyl clad sliding windows on the east side with one or two awning windows (approximately 2 ft by 4 ft) on the north and west sides. A gable style roof with 2 ft eve ovefiang and 1 ft gable end ovefiang, 25 year shingles. The primary use of this building is storage of seasonal equipment and toys i.e. non professional lawn care equipmerrt / tools, two boats with trailers, arrtique motor scooter, tools, and bikes. Since the primary use is for storage, I am also requesting that the requir�ed hard drivev�ray be waved. The occasional access for boats and arrtique scooter will have minimal adverse effed on the existing landscape and not result in erosion. The approximate length of this driveway would be 109 feet. This would have the potentiai to add significant rain run off to the storm sewer system. Without the driveway rain water would be able to soak irito the ground, as it does today. Introduction �'� City staff is requesting consideration of a text amendment to the City Zoning code that will allow barbed wire fencing in certain zoning districts. This change will apply to Chapter 213, titled "Prohibition." Background The use of barbed wire fencing within the City of Fridley has been illegal since 1961. The ordinance has remained unchanged for the past 40 years. However, public facilities and businesses within the city have been using barbed wire fencing for a number of years as a means of securing items stored outdoors. Public facilities and businesses currently using barbed wire include the city garage, Minneapolis Waterworks, St. Paul Water works, FMC/United Defense, Hilltop Trailer, etc. Through investigation of the sites currently using barbed wire fencing, City Staff concluded that certain public facilities and businesses have legitimate safety concerns of items stored outdoors and the use of barbed wire fencing would act as a means of protecting these items. This amendment is not intended to proliferate the use of barbed wire fencing, rather it will allow existing facilities to maintain their barbed wire. Why the Changes? '"'1 The change to Chapter 213 will allow the use of barbed wire fencing in protection of public utilities and zoning districts with approved outdoor storage areas that meet city code requirements. Recommendations Staff recommends the approval of the proposed zoning text amendment to allow the use of barbed wire fencing in certain zoning districts. We find two major reasons for the limited use of barbed wire for City property. �' The first reason being that as a water provider to the residents and businesses of Fridley, we must protect the water supply from possible terroristic activity. The use of barbed wire on top of the fence is a deterent to the potential terrorist. The damages lies in the contamination to the water supply using biological or chemical materials. It would take weeks to assess the situation, flush and test the City's water distribution system. Flushing of all homes and businesses would also be required, resulting in a burden upon Fridley's economic climate due to the water supply shut down. Secondly, the Public Works Municipal Garage area is susceptible to theft and vandalism. The City currendy has a barbed wire on top of the perimeter fence. It has proven effective since there has been no reports of vandalism or theft since the fence with barbed wire was installed approximately 10 years ago. The area is located such that adjacent properties cannot observe any after hour activity. The PW Municipal Garage area is also located next to a County park which recendy has been vandalized. Deconstruction involves dismantling a structure in parts, salvaging reusable items instead of bulldozing the structure down and landfilling the resulting rubble. Items of value to salvage can include: wood flooring, cabinets, plumbing fixtures, appliances, wood framing components, windows, and doors. Attached is a copy of the draft deconstruction policy developed by the Environmental Quality and Energy Commission over the past year. Chair, Barbara Johns, led the � commission in developing this policy, because she saw an opportunity for the City of Fridley to be a leader in this means of community sustainability. We are fortunate in the Minneapolis metro area in that a non-profit business already exists that provides professional deconstruction services. This company is Deconstruction Services, which has warehouse space and a retait outlet in Minneapolis. The Fridley HRA hired them to conduct a test deconstruction project on a house on East River Road a few months ago. The test project proved to be a lesson in the benefits and the difficulties of deconstruction. The Fridley HRA has reviewed the attached draft policy and is comfortable with the language. Because there are usually extra costs and time constraints associated with deconstruction, we wanted the HRA to have an opportunity to consider the details of the policy before it was passed by the City Council. The purpose of the policy will be to have the City and HRA consider deconstruction in projects where it makes sense to salvage materials. Recommendation I encourage the Planning Commission to support this policy as a step in promoting sustainable building practices in our community, and to forward it on for the City �^� Council's consideration. 8/21/01 Draft Fridley Deconstruction Policy In support of szrstainable community efforts in the Minneapolis/St. Paul Metro azea, the City of Fridley promotes the recovery of marketable building materials within the City through the following initiatives: 1. HRA-Owned Property Whenever the Fridley Housing and Redevelopment Authority acquires a building for redevelopment, consideration should be given to salvaging building materials from the building. Possible salvageable materials may include, but not be limited to: wood framing, metal beams and framing, wood flooring, windows, doors, light fixtures, plumbing fixtures, cabinetry, appliances, hardware, furniture, ductwork, and insulation. Unless health and safety issues require immediate demolition of a property, a qualified deconstruction company should be consulted to provide an estimate of costs and total recoverable materials. If the quantity or quality of recoverable materials is insufficient to justify the added costs of deconstruction, according to the opinion of the HRA staff, deconstruction does not need to occur. However, when deconstruction is feasible, it should be pursued as a waste reduction -- option prior to demolition of unusable materials. A report of recovered materials should be obtained on all HRA deconstruction projects for the City's records. 2.
