10/19/1999 - 00002338CITY OF FRIDLEY ENVIRONMENTAL QUALITY & ENERGY COMMISSION MEETING OCTOBER 19, 1999 CALL TO ORDER: Chairperson Sielaff called the October 19, 1999, meeting to order at 6:36 p.m. following a tour of the BFI Recyclery in Minneapolis. ROLL CALL: Members Present: Brad Sielaff, Rosie Landt, Barbara Johns, Jack Velin, Peter Panchyshyn Members Absent: Richard Svanda, Michelle Maher Others Present: Julie Jones, Recycling Coordinator While enjoying box lunches, the Commission members viewed the "Can a Wetland be too Wet?" video produced for the Springbrook CWP project. APPROVAL OF SEPTEMBER 21, 1999, ENVIRONMENTAL QUALITY & ENERGY COMMISSION MINUTES: MOTION by Mr. Panchyshyn, seconded by Ms. Johns, to approve the September 21, 1999, Environmental Quality & Energy Commission minutes as written. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON SIELAFF DECLARED THE MOTION CARRIED UNANIMOUSLY. 1. NEW BUSINESS: a. Discuss Tour of BFI Recyclery The Commission members thought the tour was very interesting and informative. Ms. Landt noted that BFI reported that their total discards were less than 2%. Mr. Velin stated that they even market some paper to Japan. Other markets for paper are in Washington State and Canada. The Commission members discussed the Resource Recyclinq article on curbside recycling in California. Mr. Sielaff suggested contacting the author of the study and obtaining a copy, if ENVIRONMENTAL QUALITY & ENERGY COMMISSION MINUTES October 19. 1998 PAGE 2 possible. 2. OLD BUSINESS a. Review Revised Curbside Recycling Spreadsheet Analysis and Continued Discussion of Fridley Waste Management Study Ms. Jones read the missing data for Carver County so Commission members could add it to their spreadsheets. Mr. Sielaff stated that same day recycling/garbage collection and weekly collection seems to positively impact recycling levels. Ms. Jones explained that the City of Blaine contradicts that assumption, but that may be due to their high amount of mobile home parks. The problem of low participation at Fridley Terrace and Park Plaza Estates mobile home parks was discussed. Ms. Landt suggested that the Commission conduct a survey at Fridley Terrace to find out why so many people are not recycling. The Commission members requested staff to research how the recycling fee is assessed to mobile home park residents in Fridley. The Commission members decided to first wait to analyze the results of the citizen survey and the utility billing system for the mobile home parks before deciding whether to conduct a survey at Fridley Terrace. They also wanted to look at their work plan before deciding how to pursue the problem. 3. OTHER BUSINESS a. Update on Springbrook CWP Project Ms. Jones reported on the October 15 and 16 open house events and the status of the project. She voiced concern over the aggressive deadlines ahead in the project. There was particular concern that the modeling would not be done in time to allow enough time to complete the final report. Mr. Sielaff stated he would attempt to talk to MPCA staff inembers involved with the project. b. Update on Wellhead Protection ENVIRONMENTAL QUALITY & ENERGY COMMISSION MINUTES October 19. 1998 PAGE 3 Ms. Jones reported that she had no new information. Mr. Sielaff reported that the cities are waiting for the County to characterize the aquifers. ADJOURNMENT MOTION by Mr. Velin, seconded by Mr. Panchyshyn, to adjourn the October 19, 1999, Environmental Quality & Energy Commission meeting.
