A RESOLUTION ORDERING IMPROVEMENTS,
APPROVAL OF PLANS, AND ORDERING
ADVERTISING FOR BIDS ( SEWER, WATER
AND STORM DRAINAGE IMPROVEMENTS AS
NOTED IN NOTICE OF HEARING DATED,
JUNE 30, 1959 )
WHEREAS, the resolution of the City Council
adopted the 30th day of June, 1959, set the date for hearing
on the proposed improvements, as specifically noted in the
Notice of Hearing attached hereto for reference as Exhibit
"A ", and
WHEREAS, all the property owners whose property
is liable to be assessed with the making of these irrprovements
(as noted in said notice) were given ten (10) days published
notice of the Council Hearing through two (2) weekly publica-
tions of the required notice, and the hearing was held and
the property owners heard thereon at the hearing, as noted
in said notice.
NOW, THEREFORE, BE IT RESOLVED, By the Council
of "the City of Fridley, Anoka County, Minnesota, as follows:
A+
` 1. That the following improvements proposed by
Council resolution are hereby ordered to be
effected and completed as soon as resonably
possible, to wit:
a. All of the improvements as noted in the
notice of hearing on the same as are
noted (in Exhibit "A ") in said notice,
except Construction Items A, Subdivision
Items C, Items D. Item E, Item F. Item
G.
That the work involved in said improvements
as listed above shall be consolidated as one
improvement and shall hereafter be designated
as Sewer and Water Improvement Project # 21.
2. The plans and specifications prepared by
Comstock & Davis, Consulting Engineers, for
such improvements and each of them, pursuant
to the Council resolutions heretofore adopted,
a copy of which plans and specifications are
hereto attached and made a part hereof, are
hereby approved and shall be filed with the
City Clerk.
3. The work to be performed under Sewer & Water
Project # 21 shall be performed under one
or more contracts as may be deemed advisable
upon receipt of bids.

The City Manager shall accordingly prepare and
cause to be inserted in the official newspaper advertisements
for bids upon the making of such improvements under such
approved plans and specifications. The advertisement shall
be published for twenty - one (21) days, and shall specify
the work to be done and will state that bids will be opened
and tabulated at 10:00 o'clock A.M. and considered at 7:30
o'clock P.M., on the 27th day of August, 1959, in the Council
Chambers of the City Hall, and that no bids will be considered
unless sealed and filed with the City Clerk, and accompanied
by a cash deposit, bid bond, or certified check payable to
the City for five per cent (5%) of the amount of such bid.
That the advertisement for bids for Sewer & water Improvement
Project # 21 shall be in substance as that in Exhibt "B"
attached hereto for reference and made a part hereof.

The area proposed to be assessed for said improvements and each of them is
all that land benefited by said improvements or each of them and lying
within the area bounded by the following lines:
All the area lying East of the Mississippi River, South of the
North Fridley City Limits, West of the G.N. RR tracks and North
of the extension of 78th Ave. NE.
Said improvements will be assessed against the properties within the above
noted areas in whole or in part proportionately to each of the lands therein
contained according to the benefits received.

'EXHIBIT "B"
NOTICE TO CONTRACTORS
Sealed bids will be received publicly opened, and considered by the City
Council of the City of Fridley, Anoka County, Minnesota, at the office of
the City Manager in said City on the 27th day of August, 1959, at 10:00
o'clock A.M., for the furnishing of work and materials for the installation
of Sewer and Water Improvement Project Number 21.
The project consists of the following approximate quantities:
SCHEDULE A
31,000 lin. ft. 8119 611, and 1" Water lines with appurtenances.
30,000 lin. ft. 8" and 6" Sanitary Sewer lines with appurtenances.
SCHEDULE B
17,000 lin, ft. 8" and 6" Sanitary Sewer lines with appurtenances.
19,000 lin, ft. 811, 6119 and 1" Water lines with appurtenances.
SCHEDULE C
Schedules A and B combined.
All in accordance with plans and specifications prepared for the
City of Fridley, Minnesota, by Comstock & Davis, Inc., Consulting Eng-
ineers, R.F.D. No.2, Rosemount Minnesota, Telephone St. Paul GLenview
4 -2557 and 1601 37th Ave. NE, Minneapolis 21, Minnesota, Telephone
STerling 9 -8641.
Plans and specifications may be examined at the office of the City
Manager, and copies may be obtained for the Contractor's individual
use by applying to the Engineers and depositing with the Engineers
$25.00 for each set. The deposit will be refunded to each bidder sub-
mitting a bona fide bid upon return of the documents in good condition
within ten (10) days from the date of opening bids.
Bids must be made on the basis of cash payment for the work, and accom-
panied by a cash deposit, certified check (on a responsible bank in the
State of Minnesota), or a bidder's bond and made payable without condition
tot he City of Fridley, Minnesota, in an amount of not less than 5% of
the total amount of the bid.
The City Council reserves the right to reject any and all bids and to
waive any informalities in any bids received without explanation.
No bids may be withdrawn for a period of thirty (30) days.
