A RESOLUTION AUTHORIZING AND DIRECTING
AN APPLICATION TO THE HOUSING AND HOME
FINANCE AGENCY FOR AN ADVANCE FOR PUBLIC
'WORKS PLANNING
BE IT RESOLVED, By the Council of the City of
Fridley:
1. That the City of Fridley has received
communication from the State Department
of Highways of the State of Minnesota, and has been
advised that said Department of Highways contemplates
and intends to proceed In the immediate future with
the further improvements of those public highways
located in the City of Fridley, which are known as
Highway # 100, Highway # 65 (University Avenue) and
Highway # 65 (Central Avenue); and it appears desirable
and necessary that the City of Fridley cooperate and
act jointly with said State Department of Highways, in
order that the improvement of said public highways be
made in a manner as best fills not only the interests
of the City of Fridley but the public as a whole.
2. That it appears that the improvements of
said highways involve and affect in a great
measure certain problems of surface water and storm
sewer drainage in areas of land not only immediately
adjacent to said improvements and each of them, but also
in lands which are in a measure somewhat removed from
the place of immediate improvement of said highways,
and that in cr der that said improvements can be
successfully constructed and the problems of surface
water and storm sewer drainage be best answered, it
is necessary that the City of Fridley have and obtain,
as soon as reasonably possible, the results of an
overall engineering study of the problems involved and
appropriate plans and specifications in answer thereto.
3. That it appears that the City of Fridley will
be in need of certain financial assistance
in the way of an advance of monies as may be necessary
for such public work planning, and that such need can
best be met by making an application therefor to the
Housing and Home Finance Agency of the United States
of America.
4. That the City Manager of the City of Fridley
is, by this resolution, authorized and
directed to consult with the City Attorney and the
Consulting Engineers of the City of Fridley relative
to the amount of monies to be requested for said
planning, and to make his recommendation to this
Council; and the specific amount to be requested
shall be as hereafter determined and approved by the
Council. Further, the City Manager is authorized and
directed to make application to the Housing and Finance
Agency of the United State of America for an advance of
monies in the amount as determined by the Council for
public works planning and to do every act and thing
necessary to the full and complete filing and processing
of said application.

5, That the City Attorney and the Consulting
Engineers, Comstock & Davis, are authorized
and directed to consult with the City Manager relative
to the making of said application and to do all acts
' and things reasonable necessary to the proper filing of
said application and the successful processing of the
same, including the making of such surveys and studies
and preliminary plans as are necessary thereto._
6. The City Manager shall from time to time
- make report to the Council of the status
of such application, pending its fi.nal,zpproval.
