RES 1959-82 - 00013099to RESOLUTION NO. 82 - 1959 A RESOLUTION RELATING.TO SANITARY SEWERS IN THE CITY OF FRIDLEY BE IT RESOLVED, By the Council of the City of Fridley, as follows:, 1. That the Council has heretofore considered the extension of municipal sanitary sewer into that area of the City commonly known as Riverview Heights, and has had plans and specifications prepared therefor, has held hearings thereon, and has received construction bids relative thereto and having considered all of the same, determines that said extensions are not only desirable but needed in said area in the interest of public health. 2. That the Council finds that plans and specifications relative to said extension have been submitted to the State Department of Health by the consulting engineers of the City, and that the State Department of Health, by letter communication dated August 26, 1959, has informed the City that said extensions were outside of the area contemplated to be served by the sewer system of the City of Fridley, as shown by a certain comprehensive sewer plan submitted to said State Health Department in the year 1954 by the City of Fridley, and that it appeared to said State Health Department that should tle sewage from said area be brought into and carried in the existing system of the City of Fridley that such addition would tend to and likely in- crease in a substantial manner the ultimate flow of sewage in ,certain of the existing interceptors; and, if the flow of sewage was so increased, said interceptors would be inadequate to carry sewage from other tributaries to said interceptors, as originally contemplated in the comprehensive sewage system noted and submitted in the year 1954; and that provisions therefore ought, in necessity, be made by the City of Fridley. 3. That to provide services to the area known as Riverview Heights, and to protect against the overburdening of said certain interceptors, the Council finds it is necessary to retard and restrict the flow of sewage as might come into said interceptors from other tributary sewers. It also finds that certain sewers tributary to the interceptors contained in the comprehen- sive system of 1954 have not yet been constructed, even though plans for part of the same have heretofore been made and their construction approved. That without further engineering study and advice from the consulting engineers, the Council is unable at present to determine how and at what points or places the City can best retard and restrict the flow of sewage into the said interceptors as would prevent the ultimate flowage therein from being substantially increased and said sewers being overburdened and in order that the Council have such information, it is necessary that the consulting engineers act immediately with respect to making a study of the comprehensive system of the City as a whole, and to advise the Council accordingly. That it is in the interests of the City and the public generally that said study be completed and available to the Council of the City of Fridley and the State Health Department on or about January 1, 1960, if completion thereby is at all reasonably possible; and, further, that it is in the interests of the City that the City have the results of such study and the advice of.its consulting engineers relative thereto available before the City considers making further extensions to its sanitary sewer system as would affect said same interceptors. That upon the receipt of such information the City shall act to delineate the areas, places and points at which the sewage might be retarded and restricted in the trib- utary systems of said same interceptors, and shall also determine the manner thereof. 5. That the Council finds it is in the interests of the City and the public generally that the Council give further and continued consideration to,the desirability and need of a study of sanitary sewer needs in the City of Fridley as a whole, and also as the same may be affected ultimately by planning relative thereto in the entire metropolitan area, whether the same be accomplished by the City of Fridley, the State Health Department, a metropolitan sewer district, or other appropriate body. 6. That having noted the contents of the communication of the State Health Department of August 26, 1959, and having given full consideration thereto, the Council makes the representa- tions hereinabove contained, and, accordingly, requests the,approval of the State Health Department of the construction of said sanitary sewer system into the said Riverview Heights area according to the plans and specifications previously submitted.
