EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF
FRIDLEY, OF A REGULAR MEETING HELD NOVEMBER 1st, 1960, AT
' 7:30 O'CLOCK F.M., AT THE CITY HALL, CITY OF FRIDLEY, ANOKA COUNTY,
MINivESCTA
The matter of the construction of certain improvements, and
the hearings held heretofore on the same were discussed, and Council
being fully advised in the matter, Councilman Wolke introduced the
following resolution and moved its adoption.
RESOLUTION NO..151 - 1960
A RESOLUTICN ORDERING IMPROVEMENTS, APPROVAL OF PLANS,
AND ORDERING ADVERTISING FOR BIDS.
WHEREAS, the resolution of the City Council adopted the 18th
day of October, 1960, set the date for hearing on the proposed
improvements, as specifically noted in the notice of hearing attached
hereto for reference as EXHIBIT "A ", and
WHEREAS, all the property owners whose property is liable to
be assessed with the making of these improvements (as noted in said
notice) were given ten (1C) days published notice of the Council
hearing through two (2) weekly publications of the required notice,
and the hearing was held and the property owners heard thereon at
the hearing, as noted in said notice.
' NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
Fridley, Minnesota, as follows:
1. That the following improvements heretofore proposed by Council
resolution are hereby ordered to be effected and completed as
soot: as re- sonably possible, to -wit:
(a) All of the improvements as noted in the notice of hearing
on the same as are noted in (Exhibit "A" in said notice)
except (none); that the work involved in said improvements
as listed above shall hereafter be designated as:
WATER AND SEWER IMPROVEMENT PROJECT NO. 44 - 1960
2. The plans and specific= .tions prepared by Comstock and Davis,
Inc., Consulting Engineers, for such improvements and each
of them, pursuant to the council resolutions heretofore adopted,
n copy of which plans and specifications are hereto attached,
and made a part hereof, -re hereby approved nd shall be filed
with the City Clerk.
3. The work to be performed under WATER ATD SEWER IMPROVEMENT
PROJECT NO. 44 - 1960 shall be performed under one contract.
The City Manager shall accordingly prepare and cause to be
inserted in the official newspaper advertisements for bids
upon the making of such improvements under such approved
plans and specifications. The advertisement shall be published
for 3 weeks (at least 21 days), and shall specify the work to
be done and will state that bids will be opened and considered
at 12:00 o'clock, Noon, on the 22nd day of November, 1960,
in the council chambers of the City Hall, and that no bids
will be considered unless sealed and filed with the City Clerk,
and accomp <anied by a cash deposit, bid bond, or certified
check payable to the City for five per cent (5 %) of the amount
of such bid. That the advertisement for bids for WkThR AND
SEWER IMPROVEMENT PROJECT NO. 44 - 1960 shall be substantially
in form as that noted in Exhibit "B" attached hereto for
reference and made a part hereof.

NOTICE OF HEARING ON IMP!
WHEREAS, the City Council of the City of Fridley, Anoka
County, Minnesota, has deemed it necessary and expedient that the
improvements hereinafter described be made.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 18th day
' of October, 1960, at 7:30 o1clock P.M., the City Council willmeet
at the City Hall in said City, and will at said time, and place
hear all parties interested in said improvements in whole or in part.
The general nature of the improvements is the construction
( in the lands and streets noted below ) of the following improve-

THAT THE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENTS ( AND
EACH OF THEM) IS AS FOLLOWS:
All of the lands abutting all those streets lying within the
following described lines: Bordered on the east by the East
River Road, on the north by the east one - quarter corner section
line of Section 15, on the west by Lots 25, 13, and 14, and on
the South by Lot 15; the same being located in the South one -
half (4) of Section 15, T -30, R -24, Anoka County Minnesota.
All of said lands to be assessed proportionately according to the
benefits received by such improvements.
That the Council proposes to proceed with each of said improve -
ments as separate improvements, except as hereafter otherwise provided by
the Council all under the following authority, to -wit: Minnesota Laws
1953, Chapter 398, and laws amendatory thereof, and in conformity with
the City Charter.

NOTICE TO CONTRACTORS
Sealed bids will be received, publicly opened, and considered
bythe City Council of the City of Fridley, Anoka County, Minnesota,
at the office of the City Manager in said City on the 22nd day of Nov-
ember, 1960, at 12:00 Noon for the furnishing of work and materials
for the installation of Sewer and Water Improvement Project Number 44.
The project consists of the following approximate quantities:
545 Lin. Ft. 8" and 6" Sanitary Sewer Lines with appurtenances.
675 Lin. Ft. 6" and 1" Water lines with appurtenances.
All in accordance with plans and specifications prepared for the
City of Fridley, Minnesota, by Comstock & Davis Inc., Consulting Engineers
1446 County Road "J ", Minneapolis 21, Minnesota, Telephone Sunset 4 -9346.
Plans and specifications may be examined at the office of the City
Manager, and copies may be obtained for the Contractor's individual use
by applying to the Engineers and depositing with the Engineers $25.00 .
for each set. The deposit will be refunded bonafide bid upon return of
the documents in good condit'on within ten (10) days from the date of
opening bids.
Rid a must be made on the basis of Cash payment for the work,
and accompanied by a cash deposit, certified check ( on a responsible
bank in the State of Minnesota), or a bidder's bond and made payable
without condition tothe City of Fridley, Minnesota, in an amount of not
leas than 5% of the total amount of the bid.
The City Council reserves the right to reject any and all bids
and to waive any informalities in any bids received without explanation.
No bid may be withdrawn for a period of thirty (30) days.
