RES 1960-22 - 00012661RESOLUTION NO. 21 - 1960 RESOLUTION ORDERING IMPROVE21 -NT AND FINAL PLAN,'; AND SPEOIFICATIONS SW -26 WHEREAS, Resolution No. 17 -1960 of the City Council adopted the 1st day of March, 1960, set the date for hearing on the pro- posed improvements, as specifically noted in the Notice of Hear- ing attached hereto for reference as Exhibit "A ", and WHEREAS, All the property owners whose property is liable to be assessed with the making of these improvements (as noted in said notice) were given ten (10) days published notice of the Council Hearing through two (2) weekly Publications of the re- quired notice, and the hearing was held and the property owners heard thereon at the Hearing, as noted in said notice. NOW, THEREFORE, BE IT RESOLVED, By the Council of the City of Fridley, Anoka County, Minnesota, as follows: 1. That the following improvements proposed by Council Resolution No. 17 -1960 are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: a. All of the improvements, as noted in the notice of nearing on the same as are noted (in Exhi- bit "A") in said notice. That the work above may be consolidated with other areas as one improvement. 2. The work to be performed under this project may be performed under one or more contracts as may be deemed advisable upon receipt of bids. 3. Comstock & Davis Consulting Engineers, are hereby designated as the Engineer for this Improvement. They shall prepare plans and specifications for the making of such Improvement. Brunse 1 RESOLUTION NO. 22 -.1960 A RESOLUTION CALLING A PUBLIC HEARING ON THE MATTER OF THE CONSTRUCTION OF CERTAIN IMPROVEMENTS: (JACKSON STREET) WHEREAS, the construction of certain improvements is deemed to be in the.interest of-the City of Fridley and the property own- ers affected thereby. BE IT RESOLVED by the City Council of the City of Fridley, as follows: 1. That this Council will meet on the 5th day of April 1960, at 7:30 o'clock P.M. at the City Hall in the City of Fridley for the purpose of holding a Public Hearing on the improvements noted in the Notice attached 'hereto and made a part hereof by reference, Exhibit "A ". 2. That the area proposed to be assessed for said improve - ments and each of them as noted in said notice are all the lands and areas as noted in said notice: all of ' the same to be assessed proportionately according to the benefits received. 3. That the City Manager is authorized and directed to give notice of such public hearing by publishing a notice thereof in the official newspaper of the City of Fridley according to law, such notice to be sub - stantially in the form and substance of the notice attached hereto as Exhibit "A ", each of the improve- ments to be treated separately as the Council shall otherwise hereinafter designate. Greig ATTEST: CITY CLERK - Marvin Co Brunsell RESOLUTION NO. 23 - 196o A RESOLUTION DIRECTING THE ISSUANCE OF TEMPORARY IMPROVE - ;IENT BONDS IPQ ACCORDANCE WITH LA`-,'S OF 1957, CHAPTER 385. BE IT RESOLVED, By the Council of the City of Fridley, Anoka County, Minnesota, as follows: SECTION 1. The total estimated cost of Sewer and 4dater Improvement Project #23 -1959 has been esti- mated at 1510.000 SECTION 2. It is now estimated that the sum of ?103000.00 is currently necessary to provide financing of the projects above noted, and it is hereby determined to be neces- sary to borrow said amount for the payment of obligations now in- curred and for expenses necessarily incurred in connection with the construction of said improvement projects. SECTION 3. There is hereby created Sewer and ?dater Improve- ment #23 -1959 Fund (temporarjjwhich shall con- tain a construction account as a part thereof into which shall be *paid all proceeds of temporary bonds issued pursuant to this reso- lution and a similar subsequent resolution, and out of which shall be paid all amounts due and payable as costs or expenses incident to or incurred in connection with the making of said improvements. SECTION 4. There is also hereby created in Sewer and Giater Fund Account which account in said Fund may and shall be termed as the Sinking Fund, into which fund shall be paid the proceeds of all special assessments levied against benefited property by reason of the making of said improvements as well as all other monies therein to be paid as provided by law and out of which shall be paid the nrincipal and interest on all temporary improvement bonds issued to finance said project. RESOLUTION #22 E%i"IBIT "A" Project No. $WA CITY OF FRIDLEY NOTICE OF HEARING ON IMPROVEMENTS WHEREAS, the City Council of the City of Fridley, Anoka County, Minnesota, has deemed it necessary and expedient that the improvements hereinafter described be made. NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 5th day of April, 19600 at 7:30 o'clock P.M., the City Council will meet at the City Hall in said City, and will at said time, and place hear all parties interested in said improvements in whole or in part. The general nature of the improvements is the construction (in the lands and streets noted below) of the following improve- ments to wit: CONSTRUCTION ITEMS A. Sanitary Sewer lateral and Service Connections located in all of the streets and serving all of the area described as follows: 1. Jackson Street from Bennett Drive to Mississippi Street. ESTIMATED COST ........ ..............................$ 22670.25 B. Water mains and Service Connections in the following lands and along the following streets: Same area as Item A. Subdivision 1, above. ESTIMATEDCOST ........ ..............................t 2,217.60 THAT THE TOTAL ESTIMATED COST OF SAID IMPROVEMENT IS .... $ 4,887.85 ' THAT THE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENTS (AM:D EACH OF THEM) IS AS FOLLOWS - FOR CONSTRUCTION ITEM A. - AND CONSTRUCTION ITEM B. ABOVE All of the lands abutting upon said streets named above or loc- ated in Lots 20 through 30, inclusive, Block 4, Aiorence Park, Lot 11, Block 1, Christie Addition, East 150 Feet of North 300 Feet of N.W. _4' of N.E. J of S.E.J, Section 14, Township 30, Range 24. All of said lands to be assessed proportionately according to the benefits received by such improvements. That the Council proposes to proceed with each of said improve- ments as separate improvements, except as hereafter otherwise provided by the Council, all under the followinE authority, to wit: Minnesota Laws 1953, Chapter 398 and laws amendatory thereof, and in conformity with the City Charter.
