The City Manager stated that the resolut3on approves the sanitary
district. The North Suburban Sewerage Comsittee feels that the
resolution should be axproved� but qualified. The Mayor stateci he did
not agree with the fourth item in the resolution concerning boundaries,
po��ers� and duties of the Sanitary District, Councilman F;olke noved
that although tihe Council of the City of Fridley has anproved the ?ore-
going resolution in principle� it finds that there 3s yet no real evidence
that the sewage needs of the North Suburban Comnunities will be met in
a tir:ely �anner by the b4inneapolis-St, Paul Gani_tary District� and
acccrdingly the Council finds it desirable� and ne�essary� that the City
continue its efiorts for adequate sewerage disposal through the work of
the North Suburbzn Sewerage Committee. Motion secc�nded by Nee. Lipon

and specifications for the proposed service station, He stated they
would rather not put the fence in at this tine� as it is possible there
may be a shoFping center to the rear of this service station at some
date in tr�e future� and then the area should be open, Mr. W'olke s�ated

CONSIDERATI0;1 OF DOG OfiDIN[�NCE:
Mr, Kohlan stated the only real com�laint has been that dogs are picked
up sometimes rrior to the hunting season� and when the reople go tv �
claim 1,he dogs� they are not at the dog pound� and suggested so�e
identification� such as a picture or some other record be kept of all
dogs disposed of� and this be f31ed with the City Clerk. Mr, Nagel
stated th��t peorle had cone to his farm and stated that their dogs had
been picked up� and within 12 hours had gone to the dog pound and the
dogs were already gone. NIr. Kohlan stated that the confir_ement neriod�
after a dog bite� should probab7_y be 1� days rather than 10 days. Mr.
Nee stated he had ta]ked to �he Anisal Rescue Leaguea and they have
sevsral different m�del ordinances to cover different poFulation deasi-
ties� and thcught it rcight be a good idea to review some of these ord-
inances. The Mayor said the reason this ordinance is brought uZ� is to
cornt.ly with the other surrounding co munities. The City Manager stated
thut hE would check out some of thesE model ordinances. Motion by
Sheridan to table this rnatter until the next meeting� when soIIe of these
m�del ordinances can be reviewed beforehand. Seconded by Nee. Upon

The Mana�er stated that the School District had proposed a three ineh
Iine in the street but the engineers recos�nended a six inch line,
Mr, Les Knutson oi' Comstock and �'avis, Inc.� stated there were about
340 feet of pipe invclved in all� but he did not have a�reakdok7n as
to how much of this pine would be installed 3n the street. Mr. �
�heridan asked if six inch line is not the mimimum in the street� and
Nir, Knutson stated that it was. Mat�ion by Johanson i,o handle this
like any other lateral irprovesent, and to set a�-ublic hearing on

STREET SFECIrICATIONS:
Zhe City Nanager explained the background onthis matter� which was
that street specifieatians *n�ere changed during the year of 1;58� and
sone plats were in the process, and some of the builders i'elt that they
should be entitled to a ccmpromise on these specificaticns for street
surfacing. Mr. Nagel stated that a motion was passed in April or P�Iay
of 1958 that where more than 50°� of lots were sold� or had homes on
them at the time t;hese specifications went into effect� the developer
could use the old specifications� but when less than 50� of the lots
contained hores which had been sold at the time this change in speci-
fications was nut intoeffect� the developer would have to follow the
new snecifications. Mation by �heridan that from this time on� all
streets �nust follow the new specifications with the exception,nS°�hca`�se
sireat� �ahi�h 1i�d more than 50� of the lots sold and built on at the
time the specifications were changed in 1958. Seconded by i+Tee. Upon
a vozce vote, there being no nays� the motion carried unanimously.
DRNER'S LICENSE FE�S: �
The City P�lanager announced that the Clerk of Court couZd no longer
allow the City tp keep a portion of the fP,BS for drioer's licenses,
and inquired v�hether or not the Council �,�ished to continue this
service. Motion by Wolke to continue to issue driver's licenses� at
no charge. Seconded by Johanson, Unon a voice vote� there being no
nays� the n�otion carried unanimously.
PENDING CLAIA4�
The Mayor read a letter from the attorney representing Mr, and Mrs.
Bundy, stating that on I�ecember 23� 1�50� the Bundy's son was killed
by someone who had purchased liquor at the Shorewood Launge� and this
letter �,�as notifications of a pending claim against the City's Bond
and Liquor Liability Insurance.
