RES 1962-167 - 00012562476 RESOLUTION NO. 167 - 1962__ A RESOLUTION DETERMIT ING THE NECE.`;SITY OF AND PROVIDING FOR A TAX IEVY IN EXCESS OF NORMAL CITY CF;ARTER TAX LI? <ITS. BE IT RESOLVED, By the Council of the City of Fridley, as follows: SECTION 1. That the Council of the City of Fridley heretofore received from the City Manager a proposed budget of the City of Fridley for the year of 1963, which proposed budget when examined evidenced the necessity for an additional tax levy in excess of the City Charter limits and, accordingly, there was then adopted on the 10th day of September, a resolution declaring the necessity for an additional tax levy and specifying the purpose for which such a ^ditional tax levy is required. FURTHER, upon the receipt of such proposed budget and the adoption of the resolution dated the 10th day of September, the Council p roceeded to hold a public hearing pursuant to three (3) weeks published notice in the official newspaper of the City, setting forth the contents of the resolution noted herein. That such public hearing was held on the 8th day of October, and all persons interest =d therein were afforded an opportunity to be heard and make objections, if any there be, to the budget as then proposed. That after such hearing and after full discussion of the contents of the budget and all objections thereto the Council further proceeded to correct and amend the budget in such way as was deemed necessary by the Council to be in the best interests of the City: and after such corrections and amendments the Council did pass and adont by Ordinance on the 8th day of October, a budget for the City of Fridley for the operation of its business during the year 1963, a copy of which budget is attached hereto for reference purposes as EXHIBIT "A ". SECTION 2. Further, upon the examination of such budget originally pro, >osed, corrected and amended and adopted by the City of Fridley on the 8th day of October, it reasonably appears, and the Council does now so find that the tax levy necessary to provide monies for the operation of the business of the City of Fridley during the year of 1963 under said budget, is and will be, when computed in accordance with law, in excess of the normal C_.ty:harter limit of thirty (30) mills on each dollar of the assessed valuation of the property taxable in the City, but that, nevertheless, it is reason- able and to the best interest of the City in order to provide for the proper operation of the business and functions of the City during the year of 1963, to exceed such normal City Charter tax levy limit, and to levy taxes thereof sufficient to provide the monies necessary to the operation of the business of the City in accordance with said budget. SECTION 3. That to provide money in accordance with the needs and purposes of the budget of the City for the year of 1963 taxes shall be levied in accordance with law SUFFICI;NT to provide monies in the following amounts and for the following purposes, and no hart or partion of any monies provided for any purpose herein shall be appropriated to and used for any other purpose, except as might otherwise be authorized by law, either under the general law of the State of Minnesota or the City Charter of Fridley. Taxes in the following amount may and shall be levied for the following purposes: $ 365,589.00 For the General Fund 10,050.00 For Fireman's Relief 16,532.00 For debt Service 14,050.00 For Contribution to Public Employees Retirement Fund ADOPTED AND PASSED BY THE COUNCIL OF THE CITY OF FRIDLEY ON THE 8TH DAY OF OCTOSE, 1962.
