RES 1962-176 - 00012569fl RESOLUTION NO 176 -1962 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS AND ESTIMATES OF COSTS TH REOF: St. 1962 -4 (M.S.A. Street No. 307), 73rd Avenue N.E. T.H. =47 to T.H. x:'65. BE IT RESOLVED By the Council of the City of Fridley, as follows: 1. That it appears in the interest of the City of Fridley and of the property owners affected that there be constructed certain improvements, to -wit: a. Street improvement, including grading, established base, bituminous surfacing, curb, and appurtenant facilities, located as follows: (1) 73rd Avenue N.E. from T.H. #47 (University Avenue) to T.H. #65. b. That petitions relative to said improvements have been received and filed with the City as follows: (1) None. City Council minutes of May 7, May 21, June 4, June 18, 1962 relate to Right -of -Way approval. Resolution No. 105 -1960 establish this street as part of Municipal State Aid System. 2. That City Engineer, Calvin G. Brown, P.E., is hereby authorized and directed to draw preliminary plans and snecifications and to tabulate the results of his estimates of the costs of said improvements, incl -ding every i.te: of cost from intention to completion and all fees and expenses incurred (or to be incurred) in connection therewith, or the financing thereof, and to make a preliminary report of his findings, stating therein whether said improvements are feasible and whether they can best be made as proposed, or in connection with some other improvements (and the estimated cost as recommended), including also a description of the lands or area as may receive benefits therefrom and as may be pro - posed to be assessed. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of ] -and directly affected or within the area of lands as may be proposed to be assessed for said improvements (and each of them)y and, u ^on receipt from said Engineer of the said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. 4. That said preliminary report of the Engineer and estimates of assessments of the Clerk, shall be furnished to the Council and made available for inspection to the owner of any parcel of land as may be affected thereby at any Public Hearing held relative thereto, as well as at any prior time reasonable and convenient. 5. That the policy of the City Council in respect to this State Aid Street improvement within the Right -o£- -Way limits, not reirbursible from State Aid Funds credited to the City, shall be assessed equally against the abutting property owners on a ner foot basis, with residential properties assessed on the basis of standard residential street design and industrual properties assessed on the basis of standard industrial street design.
