RES 1962-53 - 00012391EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF FRIDLEY, OF A REGULAR MEETING HELD JUNE 18, 1962, AT 8:00 P.M., AT THE CITY HALL, CITY OF FRIDLEY, ANOKA COUNTY, MINNESOTA. The Matter of the construction of certain improvements, and the hearings held heretofore on the same were discussed, and Council being fully advised in the matter, Councilman Johanson introduced the following resolution and moved its adoption. ' RESOLUTION NO. 53 -1962 A RESOLUTION ORDERING IMPROVEMENTS, APPROVAL OF PLANS; AND ORDERING ADVERTISEMENT FOR BIDS (PROJECT NO. 55). WHEREAS, the resolution of the City Council adopted the 16th day of April, 1962, set the date for hearing on the proposed improvements, as specifically noted in the notice of hearing attached hereto for reference as EXHIBIT "A ", and, WHEREAS, all the property owners whose property is liable to be assessed with the making of these improvements (as noted in said notice) were given ten (10) days published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Minnesota, as follows: 1. That the following improvements heretofore proposed by Council resolution are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: (a) All of the improvements as noted in the notice of hearing on the same as are noted in (Exhibit "A" in said notice) except (none); that the work involved in said improvements as listed above shall hereafter be designated as: WATER AND SEWER IMPROVEMENT PROJECT NO. 55 -1962 2. The plans and specifications prepared by Comstock and Davis, Inc., Consulting Engineers, for such improvements and each of them, pursuant to the Council resolutions heretofore adopted, a copy of which plans and specifications are hereto - attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 3. The work to be performed under WATER AND SEWER IMPROVEMENT PROJECT NO. 55 -1962, shall be performed under one contract. _ The City Manager shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for 3 weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 12 :00 Noon, on the 2nd day of July, 1962, in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City ' Clerk, and accompanied by a cash deposit, bid bond, or certified check pay- able to the City for five percent (5 %) of the amount of such bid. That the advertisement for bids for WATER AND SEWER IMPROVEMENT PROJECT NO. 55 -1962 shall be substantially in form as that noted in Exhibit "B" attached hereto for reference and made a part hereof. The work to be performed under STORM SEWER, SANITARY SEWER AND WATER IMPROVEMENT PROJECT NUMBER 58 shall be performed under one contract. R'E'SOLUTION NO. 53 EXHIBIT "A" S&64 #55 CITY OF FRIDLEY NOTICE OF HEARING ON IMPROVEMENTS WHEREAS, the City Council of the City of Fridley, Anoka County, Minnesota, has deemed it necessary and expedient that the improvements hereinafter described be made. NOW, THEREFORE, NOTICEIS HEREBY GIVEN THAT on the 7th day of May, 1962, at 8:00 o'clock P.M., the City Council will meet at the City Hall in said City, and will at said time, and place hear all parties interested in said improvementsin whole or in part. The generd nature of the improvements is the construction (in the lands and streets noted below) of the following improvements, to -wit: CONSTRUCTION ITEM A. Watermain & Sanitary Sever Lateral and Service Connections located in all of the streets and serving all of the area described as follows: 1. 64th Ave. from alley E. of Central to Arthur Street. 2. Plat of Moore Lake Hills, 2nd Addn., Gardena Meloland Gardens and part of Meloland Gardens Addn. 3. 22 St. from 572 Ave. to 58th Ave. (Sewer Only). 4. Taylor Street - In Mairan Hills 2nd Addn., (Water Only). ESTIMATEDCOST . ..............................$ 59,360.00 THAT THE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENT IS AS FOLLOWS: FOR CONSTRUCTION ITEM A, ABOVE: All of the land abutting upon said streets named above and all lands adjacent and abutting thereto. All of said land to be assessed proportionately according to the benefits received by such improvements. That the Council proposes to proceed with each of said im- provements as separate improvements, except as hereafter otherwise provided by the Co:.ncil all under the following authority, to -wit: Minnesota Laws 1953, Chapter 398 and laws amendatory thereof and in conformity with the City Charter. GREIG MAYOR RESOLUTION NO. 53 EXUIBIT "B" NOTICE TO CONTRACTORS Sealed bids will be received, publicly opened, and considered by the City Council of the City of Fridley, Anoka County, Minnesota, at the office of the City Manager in seal City on the 2nd day of July, 1962, at 12:00 o'clock Noon for the furr_ishing of work and materials for the installation of Sewer and Water Improvement Project Number 55. The project consists of the following approximate quantities: 5,300 Lin. Ft. 8" and 6" Sanitary Sewer lines with appurtenances. 4,500 Lin. Ft. 6" and 1" Water lines with appurtenances. All in accordance with plans and specifications prepared for the City of Fridley, Minnesota, by Comstock and Davis, Inc., Consulting Engineers, 1446 County Road "J ", Minneapolis 21, Minnesota, Telephone: SUnset 4 -9346. Plans and specifications may be examined at the office-of the City Manager, and copies may be obtained for the Contractor's indi- vidual use by applying to the Engineers and depositing with the Eng- ineers $25.00 For each set. The deposit will be refunded to each bider submitting a bonafide bid upon return of the documents in good Condit -on within ten -(10) days from the date of opening bids. Bids must be made on the basis of cash payment for the work, and accompanied by a cash deposit, certified check ( on a responsible bank in the State of Minnesota), or a bidder's bond and made payable without condition to the City of Fridley, Minnesota, in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without expla- nation. No bid may be withdrawn for a period of thirty (30) days.
