RESOLUTION NO. 84 -1962
A RESOLUTION ORDERING PREIIYINARY PLANS, SPECIFICATIONS, AND ESTIMATES OF
COSTS THEREOF: (STREETS - PROJECT ST. 1962 -3)
BE IT RESOLVED, by the Council of the City of Fridley as follows:
1. That it appears in the interest of the City and of the
property owners affected that there be constructed
certain improvements, to -wit:
a. Street improvements, including grading, stabilized
base, blacktop, curb and gutter and appurtenant
facilities, located as follows:
(1) 75th Avenue N.E. from University Avenue N.E.
to 4th Street N.E.
(2) 4th Street N.E. from 75th Avenue N.E. to 76th
Avenue N.E.
(3) 76th Avenue N.E. from 4th Street N.E. to 5th
Street N.E.
(4) 75th Avenue N.E. from 4th Street N.E. to 5th
Street N.E.
(5) 5th Street N.E. from 75th Avenue N.E. to
Osborne Road
(6) Service Drive (East side T.H. #47) from 75th
Avenue N.E. to Osborne Road.
b. That petitlors relative to said improvements have
been received and filed with the City as follows:
(1) Letter from Comstock and Davis Consulting Engineers
relating to S & SS #24 and W & S #48A construction
projects.
2. That Comstock and Davis Consulting Engineers and /or the City
Engineer is hereby authorized and directed to draw preliminary
plans and specifications and to tabulate the results of his
estimates of the costs of said improvements, including every
item of cost from inception to completion and all fees and
expenses incurred (or to be incurred) in connection therewith,
of the financing thereof, and to make a preliminary report
of his findings, stating therein whether said improvements
are feasible and whether they can best be made as proposed,
or in connection with some other improvements ( and the
estimated cost as recommended ), including also a description
of the lands or area as may receive benefits therefrom and
as may be proposed to be assessed.
3. That the City Clerk shall act to ascertain the name
and address of the owner of each parcel of land directly
affected or within the area of lands as may be proposed
to be assessed for said improvements (and each of them);
and, upon receipt from the said Engineer or Engineers of the
said preliminary report, calculate estimates of assessments
as may be proposed relative thereto against each of said
lands.
4. That said preliminary report of the Engineer or Engineers
and estimates of assessments of the Clerk, shall be fur-
nished to the Council, and made available _'or inspection
to the owner of any parcel. of land as may be affected there-
by at any public hearing held relative thereto, as well as
at any prior time reasonable and convenient.
