RES 1964-106 - 00011704144 RESOLUTION NO. 106 -1964 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS, AND ORDERING ADVERTISEMENT FOR BIDS WHEREAS, the Resolution of the City Council adopted on.the 4th day of May, 1964, set the date for hearing on the proposed improvements, as specifically noted in the notice of hearing attached hereto for reference as EXHIBIT "A ", and WHEREAS, all property - owners whose property is liable to be assessed with the making of the improvements (as noted in said notice) were given ten (10) days of published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Minnesota, as follows: 1. That the following improvements heretofore proposed by Council. resolution are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: (a) All of the improvements as noted in the notice of hearing on the same as are noted (in Exhibit "A" in said notice) except (none); that the work involved in said improvements as listed.above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1964 -1 2. The plans and specifications prepared by the City Engineer for such improvements and each of them, pursuant to the Council resolutions heretofore adopted, a copy of which plans and speci- fications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 3. The work to be performed under STREET IMPROVEMENT PROJECT ST. 1964 -1 shall be performed under one contract. The City Manager shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertise- ment shall be published for two (2) weeks (at least 14 days), and shall specify the work to be done and will state that bids will be opened and considered at.12:00.o'clock (noon),-on the 15th day of June, 1964 in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with.the City Clerk, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five per cent (5%?' of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST. 1964 -1 shall be substantially in form as that noted in Exhibit - "B" attached hereto for reference and made a part hereof. Nee J F RESOLUTION NO. 106 -1964 (Continued) - 14 5 OFFICIAL PUBLICATION CITY OF FRIDLEY (Exhibit A) NOTICE OF HEARING ON IMPROVEMENTS WHEREAS, the City Council of the City of Fridley, Anoka County, Minnesota, has deemed it necessary and expedient that the improvements hereinafter described be made. ' NOW, THERFORE, NOTICE IS HEREBY GIVEN that on the 18th day of May, 1964, at 8:00 o'clock P.M. the City Council will meet at the City Hall in said City, and will at said time and place hear all parties interested in said improvements in whole or in part. The general nature of the improvements in the construction (in the lands and streets noted below) of the following improvements, to -wit: CONSTRUCTION ITEM A. Street improvements, including grading, stablized base, bituminous surfacing, concrete curb and gutter and appurtenant facilities, located as follows: (1) 77th Way or Avenue from East River Road to Railroad tracks. (2) Anna Avenue from Charles Street to 59k Way. (3) 2' Street from 57� Avenue to 58th Avenue. (4) 7th Street from Mississippi Street to 67th Avenue (Resurface). (5) 75th Avenue from Bacon Drive to McKinley Street. (6) 68th Avenue from Channel Road to Highway #65. (7) Brookview Drive (East -West portion from Highway #65 West to end. (8) 66th Avenue from Lucia Lane to Channel Road. (9) Woody Lane South from present surfacing to cul de sac (Meloland Lakeview Add., (10) 52nd Avenue from Taylor Street to Highway X665. (11) Ironton Street from East River Road to Railroad tracks. ESTIMATED COST: (with asphalt curb) . . . . . . . . . . . . . . . .$104,564.40 ESTIMATED COST: (with concrete curb and gutter) . . . . . . . $127,742.24 THAT THE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENT IS AS FOLLOWS: For Construction Item A, Above All of the land abutting upon said streets named above and all lands within, adjacent and abutting thereto. All of said land to be assessed proportionately according to the benefits received by such improvements. That the Council proposes to proceed with each of said improvements as separate improvements, except as hereafter otherwise provided by the Council all under the following authority, to -wit: Minnesota Statutes 1961, Chapter 429 and laws amendatory thereof, and in conformity with the City Charter. Brunsell Publish: May 6th and 13th, 1964 14 6 RESOLUTION NO, 106 -1964 (Continued) (EMBIT 1) NOTICE TO BIDDERS Sealed bids will be received and publicly opened by the City of Fridley, Anoka County, Minnesota, at -the office of the City Manager, on the 15th day of June, 1964, at 12:00 Noon, and will be considered by the City Council of the City of Fridley, at a regular Council Meeting, at 8:00 P.N. on the 15th day of June, 1964, for furnishing of work and materials for the ; "Street Improvement Project St. 1964 -1 ". The project consists of the following items of work and approximate quantities: 15,426 Sq. Yds. Bituminous Surfacing 658 Lin. Ft. Bituminous Curbing -- "9i646 Lin. Ft. Concrete Curb & Gutter 15,426 Sq. Yda. Soil Stabilized Base with alternate of 11,181 Sq. Yds. Bituminous Stabilized Bass. All in accordance with plans and specifications prepared by Nasim Qureshi, P.E., City Engineer, Fridley City Ball, 6431 University Avenue Northeast, Fridley, Minnesota, 55421. Telephone: 560 -3450 Plans and specifications may be examined at the Office of the City Manager, and copies may be obtained for the Contractor's individual use by applying to the City Engineer and depositing with the City Engineer $15.00 for each sat. The deposit will be refunded to each bidder submitting a bonifide bid upon return of the documents in good condition within ten (10) days from the bid opening date. Bids must be made on the basis of cash payment for work, and accompanied by a cash deposit, certified check (on a responsible bank in the State of Minnesota), or a bidder's bond and made payable without condition to the City of Fridley, Minnesota, in an amount of not less then 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
