RES 1964-116 - 00011723163 RESOLUTION NO. 116-1964 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS, AND ESTIMATES OF THE COSTS THEREOF: (ST:Rbt SEWER - PROJECT NO. 5 - NORTH OF HIGHWAY NO. 100 AND EAST OF UNIVERSITY AVENUE) BE IT RESOLVED, by the Council of the City of Fridley as follows: 1. That it appears in the interest of the City and of the property owners affected that there be constructed certain improvements, ' to -wit: a. Storm Sewer and appurtenances in and serving the follow- ing lands: (1) Commencing at the intersection of the westerly right - of -way of State Trunk Highway #47 and Trunk Highway #694 (formerly Highway #100); thence east along Trunk Highway #694 to its intersection with Trunk Highway #65; thence north along Trunk Highway #65 to its intersection with the south entrance of West Moore Lake Drive; thence along West Moore Lake Drive and Quincy Street to 61st Avenue Northeast; thence westerly along 61st Avenue N.E. to its intersection with 6th Street N.E.; thence North on 6th Street N.E. to 63rd Avenue N.E.; thence west on 63rd .?venue N.E. to 5th Street N.E. extended; thence north on 5th Street extended and 5th Street to its inter- section with Mississippi Street; thence west on Mississip- pi Street to the west right -of -way line of State Trunk Highway #47; thence southerly along said right -of -way line of said Highway to the point of beginning. 2. That Comstock and Davis, Incorporated, Consulting Engineers, are hereby authorized and directed to draw preliminary plans and specifications and to tabulate the results of their estimates of ' the costs of said improvements, including every item of cost from inception to completion and all fees and expenses incurred (or to be incurred) in connection therewith, or the financing thereof, and to make a preliminary report of their findings, stating therein whether said improvements are feasible and whether they can best be made as proposed, or in connection with some other improvements (and the estimated cost as recommended), including also a descrip- tion of the lands or area as may receive benefits therefrom, and as may be proposed to be assessed. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or within the area of lands as may be proposed to be assessed for said improvements (and each of them); and, upon receipt from said Engineers of the said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. !,. That said preliminary report of the Engineers and estimates of assessments of the Clerk, shall be furnished to the Council, and made available for inspection to the owner of any parcel of land as may be affected thereby at any public hearing held relative thereto, as well as at any prior time reasonable and convenient.
