RES 1964-188 - 00011828268 RESOLUTION NO. 188 -1964 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS, AND ESTIMATES OF THE COSTS THEREOF: WATER AND SEta'ER PROJECT NO. 70 BE IT RESOLVED, by the Council of the City of Fridley as follows: 1. That it appears in the interest of the City and of the property owners affected that there be constructed certain improvements, to -wit: a. Sanitary Sewer and Water Mains and Laterals and Service Connections. (1) Lincoln Street, as proposed from Ironton to Ely Street. (2) 5th Street from Highway 100 south to existing utilities. (3) 77th Avenue from railroad tracks to Fir Street. (4) Fir Street, 77th Avenue to 78th Avenue. (5) Riverview Terrace - thru Lots 13, 14, 16, 31, Aud. Sub. #23 b. Sanitary Sewer (1) Ironton from east edge of Herwall Addition to railroad tracks c. Water Only (1) Stinson Blvd.-from Gardena south to south edge of Lot 44, Auditor's Subdivision p°92. d. That petitions relative to said improvements have been received and filed with the City as follows: (1) Petition No. (2) Petition No. (3) Petition No. (4) Petition No. (5) Petition No. (6) None relatin 26 -1964 relating to Item a (1) 30 -1964 relating to Item a (2) 23 -1964 relating to Item a (3 26 -1964 relating to Item b (1) 20 -1964 relating to Item e (1) Z to Item a (5) above. above. above. i 4) above, above. above. 2, That Comstock and Davis, Inc., Consulting Engineers, are hereby authorized and directed to draw preliminary plans and specifications and to tabulate the results of their estimates of the costs of said im- provements, including every item of cost from inception to completion and all fees and expenses incurred (or to be incurred) in connection therewith, or the financing thereof, and to make a preliminary report of their find- ings, stating therein whether said improvements are feasible and whether they can best be made as proposed, or in connection with some other im- provements (and the estimated cost as recommended), including also a des- cription of the lands or area as may receive benefits therefrom and as may be proposed to be assessed. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or within the area of lands as may be proposed to be assessed for said improvements (and each of them); and, upon receipt from said Engineer of said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. 4. That said preliminary report of the Engineer and estimates of assess- ments of the Clerk, shall be furnished to the Council, and made available for inspection to the owner of any parcel of land as may be affected there- by at any public hearinn held relative thereto, as well as at any prior time reasonable and convenient.
