RES 1964-239 - 00011904M RESOLUTION NO. 239 -1964 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICI.TIONS AI4D ESTIMATES of THE COSTS THEREOF: STORM SEWER PROJECT NO. 73 BE IT RESOLVED, by the City Council of the City of Fridley, as follows: 1. That it appears in the interest of the City and of the property owners affected that there be constructed certain improvements, to -wit: Storm Sewer and Appurtenances,in and serving the area bounded as: Commencing at the intersection of 53rd Avenue N.E. and University Avenue N.E. (T.H. #47), thence east on 53rd Avenue N.E. to Madi- son Street as platted in Oak Hill Addition, thence north on Madi- son Street and Madison Street extended to Madison Street as plat- ted in Temple Terrace 2nd Addition, thence north on Madison Street and Madison Street extended to T.H. §694 (T.H. #100), thence west on T.H. ;;694 (T.H. ;;100) to its intersection. with University Avenue N.E. (T.H. k47), thence south on University Ave- nue N.3. (T.H. 7`47) to its intersection with 53rd Avenue 1'.E.-the place of beginning. pursuant to M.S.A. Sections 429.011 to 429.111. 2. That Comstock & Davis, Inc., Consulting Engineers are hereby author- ized and directed to draw preliminary plans and specifications and to tabulate the results of their estimates of the costs of said im- provements, including every item of cost from inception to comple- tion and all fees and expenses incurred (or to be incurred) in con- nection therewith, or the financing thereof, and to make a prelimi- n�ry report of their findings, stating therein whether said improve- ments are feasible and whether they can best be made as proposed, or in connection with some other improvements (and the estimated cost as recommended), including also a description of the lands or area as may receive benefits therefrom. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or within the area of lands as may be proposed to be assessed for said improve- ments (and each of them); and, upon receipt from said Engineer of the said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. 4. That said preliminary report of the Engineer and estimates of assess- ments of the Clerk, shall be furnished to the Council, and made avail- able for inspection to the owner of any parcel of land as may be af- fected thereby at any-public hearing held relative thereto, as well as at any prior time reasonable and cenver_ient.
