A RESOLUTION OF COUNCIL INTENT TO GRANT A FRANCHISE TO
THE FRIDLEY PONY EXPRESS, LIMITED
WHEREAS, the City of Fridley is a City of 26,000 people and
the largest city in population and commercial and industrial con -
centration in -!noka County, the 4th largest County in the State
of Minnesota, and
WHEREAS, the people, commerce and industry of Fridley have
urgent need of quick and convenient access to the United States
Mail, and
kT;EREAS, the City of Fridley does not have a post office, but
must rely on post offices either in Columbia Heights or in Coon
Rapids, many miles from the commercial center of the City, and
WHEREAS, there appears to be a need and a widespread demand
by the public and the business comminity for improved and consoli-
dated mail service to these distant outposts, and
WHEREAS, theL City of Fridley believes that private enterprise
should be allowed to perform those services which government can-
not do so well, or will not do at all, and
WHEREAS, a private enterprise has proposed to provide improved
mail service between central Fridley and the distant post office
outposts in Coon Rapids and Columbia Heights, end
WHEREAS, said entrepreneurs propose to save the cost of each
individual citizen driving to one of these outposts by providing
once a day Pony -Express Delivery of mail to the appropriate post
offices for the fAe of 10¢ per 1 oz, item, and
WHEREAS, the entrepreneurs lay claim that their service will
"SHAVE A DAY AWAY O.K.", and
WHEREAS, the City of Fridley is empowered to grant a "fran-
chise" to such a public service enterprise if the entrepreneur
finds the service to be feasible and requests such franchise.
NOW, THEREFORE, BE IT RESOLVED that the City Council agrees
to grant a franchise for continuing Pony Express operations in the
City of Fridley if the feasibility is demonstrated by market test-
ing now underway.
