RES 1964-27 - 0001159131 RESOLUTION NO. 27 -1964 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS, AND ORDERING ADVERTISEMENT FOR BIDS WHEREAS, the resolution of the City Council adopted on the 6th day of January, 1964, set the date for hearing on the proposed improve- ments, as specifically noted in the notice of hearing attached hereto for reference as EXHIBIT "A ", and WHEREAS, all the property-owners whose property is liable to be assessed with the making of these improvements (as noted in said notice) were given ten (10) days published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Minnesota, as follows: 1. That the following improvements heretofore proposed by Council- resolution are hereby ordered to be effected and completed as soon as reasonabaly possible, to -wit (a) 'Ail 'of the improvements as tinted 'irt the notice of hearing on the same as are noted (in Exhibit "A" in said notice) except (none); that the work involved in said improvements as listed above shall hereafter be designated as: SEWER AND WATER IMPROVEMENT PROJECT NO. 66 -1964 2. The plans and specifications prepared by Comstock and Davis, Inc., Consulting Engineers, for such improvements and each of them, pursuant to the Council resolutions heretofore adopted, a copy of which plans and specifications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 3. The work to be performed under SEWER AND WATER IMPROVEMENT PROJECT NO. 66 -1964, shall be performed under one contract. The City Manager shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improve- ments under such approved plans and specifications. The advertisement shall be published for three (3) weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 12:00 o'clock (noon), on the 2nd day of March, 1964, in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Clerk, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five percent (5 %y of the amount of such bid. That the advertisement for bids for SEWER AND WATER IMPROVEMENT PROJECT NO. 66 -1964 shall be substantially in form as that noted in Exhibit "B" attached hereto for reference and made a part hereof. Brunsell 32 RESOLUTION NO. 27 -1964 - EXHIBIT "A" EXHIBIT "A" NOTICE OF HEARING ON IMPROVEMENTS WHEREAS, the City Council of the City of Fridley, Anoka County, Minnesota, has deemed it necessary and expedient that the improvements hereafter described be made. NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 20th day of January, 1964, at 8:00 o'clock P.M., the City Council will meet at the City Hall in said City, and will at said time, and place, hear all parties interested in said improvements in whole or in part. The general nature of the improvements is the construction (in the lands and streets noted below) of the following improvements, to -wit: CONSTRUCTION ITEM: A. Water Lateral and Service Connections and Sanitary Sewer Lateral and Service Connections located in all of the streets and serving all of the area described as lying adjacent to the East right of way line of University Avenue and between 61st Avenue and 63rd Avenue Northeast. ESTIMATED COST . . . . . . . . $14,960.00 THAT THE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENT IS AS FOLLOWS: For Construction Item A, above ----------------------------- - - - - -- All of the land abutting upon said streets named above and all lands adjacent and abutting thereto. All of said land to be assessed proportionately according to the I benefits received by such improvements. That the Council proposes to proceed with each of said improvements as separate improvements, except as hereafter otherwise provided by the Council all under the following authority, to -wit: Minnesota Laws 1953; Chapter 398, and laws amendatory thereof, and in conformity with the City Charter. Brunsell Publish: Fridley Section of The Record January 8, 1964 January 15, 1964 RESOLUTION NO. 27 -1964 - EXHIBIT "B" EXHIBIT."B" NOTICE TO CONTRACTORS Sealed bids will be received and publicly opened by the City of Fridley, Anoka County, Minnesota at the office of the City Manager, on the 2nd day March, 1964 at 12:00 Noon, and will be considered by the City Council of the City of Fridley, at a regular Council Meeting,at 8:00 P.M. on the ' 2nd day of March for the furnishing of work and materials for the in- stallation of Sewer and Water Improvement Project No. 66. The project.consists of the following approximate quantities: - 170 Lin. Ft. 8" Sanitary Sewer Lines with Appurtenances 1,400 Lin. Ft. 6" Water Lines with Appurtenances All in accordance with plans and specifications prepared for the City of Fridley, Minnesota, by Comstock and Davis, Inc., Consulting Engineers, 1446 County Road "J ", Minneapolis, 32, Minnesota, Telephone: SUnset 4 -9346. Plans and specifications may be examined at the office of the City Manager, and copies may be obtained for the Contractor's individual use by applying to the Engineers and depositing with,the Engineers $10.00 for each set. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the date of opening bids and to non- bidders upon return of the documents in good condition prior to the bid opening. Bids must be made on the basis of cash payment for the work, and accompanied by a cash deposit, certified check (on a responsible bank in the State of Minnesota), or a bidder's bond and made payable without condition to the 1 City of Fridley, Minnesota, in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
