EMPLOYEE MMLTH AND HOSPITALMILTION INSURANCE: Dick Schi linger, Chairman of the City Insurance Advisory Committee, and Mr. Scherer of the Aetna Life Insurance Company were present at the Council Meeting, Dick Sch llinger explained that the City Insurance Advisory Committee spent the past three and one half months stud.►;ng plans of various insurance companies for health and hospitalization coverage for the,City employees. He explained that the present plan is under contract to the Western Life Insurance Company. The insurance committee investigated five representative firms of the life insurance industry; The Aetna Life Insurance Company, The Hartford Life Insurance Company, Travelers Insurance Company, Western Insurance Company, and the Conne,eticut General Insurance Company. The Insurance Advisory Committee Page 2 considered three factors in choosing among the various plans of -!'eyed by these insurance ccatpanies. The most important consideration was that of the cost of the pre ium to the City. The second consideration was the organization and staff cf the company in this locality for the processing of claims. The third cons deration was obtaining quotes on the same basis from all companies.. 1"he Insura cue Advisory Committee found there were some small differences among the plans of all five of the insurance companies. The recommendation of the Ins4r.ance advisory Committee was that the City enter into an agreement with the Aeltna Life Insurance Company for health and hospitalization insurance benefits f r City employees The City ? The $100,00 deductible charge is accumulated for each person covered by the insurance during the period of one. calendar year., Dick Schil finger stated that the experience of the Western Life Insurance Company, underwriter of health and hospitalization insurance for City employees during the ',past year, had been payment of $44 ►000 in claims, and the collection of $42,000 in premiums for a net loss to the insurance company. Western Life Insurance, npany tied therefore increased the premiums for health and hospitalization insurance to the City. Dick Sch£llinger stated that Aetna Life Insur nce Company would not have to raise the rates on health and hospitaliz ti.on insurance this year, The City �Un.ager noted that the plan proposed by the City Insurance Advisory Committee Included an increase of $1.18 per month in the dependent cost of insurance, lie asked Mr,. Mr. Barrow asked whether t City could take action to improve conditions at the intersection of East R r Road and T.H. #100. Councilman Wright staged that if the Minnesota Highway Department will not take action to correct the conditions at the intersection, the City M4;a.ger should ask the State Highway Department to allow the City to do so. The City Manager stated that the City now has an agreement with the property owners and the contractor for the construction of a water lime to provide service to Skywood',Mall. The City Engineer stated that the City checked three possible alternatives for the construction of the water line to Skywood Mall, Each of these alter atives required approval by the Contractor. The Contractor would not approve. any of the alternatives. The ^contractor Aid agree to a charge of $5,200 for the installation of the water main crossing the right- of -Tray of T.H. X65. The City 6' sneer stated further that in accordance with the inst),-~uctions of the Council, the City Administration had written letters to the property owners affected b the construction of the water line to inform them of the results of the investigation. Mayor Nee asked Mr. Comstock whether it would be possible to build the proposed water line through the parking lot of the Spartan Department Store. Mr. Comstock answered t at the !! ontractor would not permit constructi.ora of the water line beyond the parking lot of the Spartan Department Store. Gr -rry Herr nger, speaking on behalf of one of the property owners, said that the property o mer realms that it is necessary to construct the water main at this time, that construction of the main is expensive and this property owner would bear all tie expense for the construction of the main along (ventral Avenue and that, whereas, the property owner did not oppose the construction of the main, he did not'like to bear the expense of the construction of the main. The City Manager stated that the cost of constructing the main across the T.H. 165 right - of=way would. be assessed, and that an assessment hearing will be held to decide the allocation of costs of construction of the main. The Mayor asked whether assessing tl* hand for the construction of this main would foreclose the possibility of the City assessing costs of further improvements against the same property.. ITe City Attorney stated that the City would be able to assess the costs of further improve cents to the property owners. The Mayor stated that charges foMr the construction will be determined at an assessment hearing to be held in the fut re. The windows in the basement, which had been cant mplated by the Architoct for installation on one wall of the Library, would ha to be eliminated, and the design would be changed to provide for construct on of a 12 inch reinforced concrete wall above grade. Councilman Kirkham a ked why the design of the emergency fallout shelter was as heavy as Jerry Mun t was describing it since this was planned to be a fallout shelter, Jerry Mundt answered that plans were contemplated making the fallout shelter strong enough tolwithslt.and a shock wave of 5 PSI. Councilman Wright asked if temporary walls could be installed in part of the basement for contemplated future expansion in the basement. Jerry Mundt answered that this would be feasible. Jerry Mun t stated that separate plumbing systems would be required for the basement o be''in use at all times. This would include construction of a separate 11 and separate water system for the basement. The waste system in the basement would be connected to the regular sanitary waste system of the City, except that a sump pump would have to be installed to provide for flushing of the sa iiaryh waste system during the emergency operations. An emergency generator'arnd a separate electrical system to operate on a stand -by basis would also havelto be installed to serve. the Emergency Operating Center. The boilers providing!heat ' to the City Hall could be used both during ordinary times and . also duri�tg emergencies. However, construction would have to be planned so that if the ch m9ney were damaged, an induced draft fan could be used to provide draft for the b4ilers, Electrical conduit installed in the building would also have to be destgnectto withstand shock conditions, Jerzy Mundt concluded by saying that the design was quite feasible and could easil,f be included in the contemplated addition to City Hall, Mayor Nee asked of it would be necessary to provide special filtration For the ventillation system„ Jerry Mundt answered that it would and''that the basement, furthermore, would have to be totally air conditioned. The City Manager asked if it would be necessary to install baffles at the doorways, or special doorways in order to meet the requirements of the Emergency Operating Center design, Jerry Mundt answered that special designs of doorways were available which were designed to withstand the shock wave of 5 PSI, and special bafflW_t around the doorways was not necessary. Councilman Wright asked if it would be. necessary to install decontamination rooms far the Emergency Operating Center, Jar ry Mundt, answered ghat; it would be necessary to install showers for this purpose in the basement,, preferably near the entry to the basement., Jerry Mundt staged that the cost of the Emergency Operating Center could be determined as follows: The base id for the construction of the proposed City Hall is estimated to be $400,000 Zhoot an Emergency Operating Center, With an Emergency Operating Center the cost is estimated to be $500,000. The Federal Government requires separate bids for construction of a City Hall without a basement, and construction of a City Hall with. an Emergency Operating Center in order to determine the proper costs of the "mergency Operating Center. Members Presents Hughes, Sangster, Graeff, Dunphy, Mrs. Sampson, Mrs. Sward Others sent: Mark Aokenson, Two members of the Fridley League of Women Voters 23. 1964: The min#t0s of the meeting of November 23, 1964 were approved as mailed. The se n, *eams participating in the basketball league have caught up on their s hedule. The top four teams will meet in a sudden death tournament. The r will go to the Minnesota Recreation and Park Association Tourna nt in Mankato on March 19, 20, and 21. (There is a registration fee of 35.00.) Results of league play are printed each week in the Fridley Record. Two Trophies will be purchased, one for the team champion and one for the scoring champion. Perhaps it would be well to notify businesses and companies in Fridley about our Basketball League next year. The Commission should consider starting a Men's Volleyball League next year to either ollow or run simultaneously with the Basketball League. The Fou teen skating rinks are in pretty good shape and the warming houses are ope atting satisfactorily. Rinks are well used by Children and audlts. There i a need to keep children off immediately after flooding so have posted man at the rink after flooding and announce at schools. Speed acing at Laddie Lake, Sunday, January 24, 1965, by the American Legion s well run and well attended. This ye r�,there have been requests for hockey rinks. The Commons would lend it If to two rinks, one for hockey and one for general skating. At Moo Lake perhaps a hockey rink could be constructed with general skating astound Lt. Reviewed budget and will continue at the next mee John Swanson announced that he had not accepted his reappoin to the Park Committee. The Sc I $oard has been advised about the possibility of the merging of the R creation Commission and the Park Committee. They have been asked to consider this and give suggestions before March. At the present they ha been discussing teacher contracts and state aid formulas. The city has received 19 applications for a Full -Time Park and Recreation • Director, Of these 3 did not qualify, 4 met educational and experience requirements, 5 met educational but not experience requirements, 7 met experience but not educational requirements. The post will fuUy sup,,ort such a team buying uniforms, providing a coach, etc. • The post will hold a series of race :,days attewpting to uncover talent at a 11 age 18. Post 303 will build a suitable ice shaver and donate it to the city of Fridley if Fridley will undertake to provide and maintain a speed skating tract. Further, since the track should be illuminated they agreeio pay the cost of illumination. Mr. Larry Kamer hopes to be able to call his £ irst general race day Stour weeks from ndv. Ribbons and recognition will be awarded successful young racers. Weekly or bimonthly race days are planned to encourage and develop new talent. Experience shows as few as 5 out of 100 skaters have the natural ability to "make it" in competitive speed skating. Skaters should start racing training at about 9 years; both boys and girls can compete. Racing skates are an eventual must for the serious skater. Production cost reputed to'be about 4100.00 plus cost of blade. Blades used for ice shavers _re discarded blades From paper making machines. A shaver should be equipped with 2 blades. A blade should be sharpened after a month's use.* Use of 'an ice shaver would make unnecessary the flooding of ice rinks except • possibly on a monthly basis. Labor savings in this area would be substantial. Coon rapids would probably loan us their shaver in order that we ight get a jump on track construction. # Overall shaver dimensions are 31 high by 5® wide by 69 long. The shaver is constructed to be towed in operation. The bite of the blade can be easily adjusted. Initially a big bite of ice is Y.haved --the final pass needs a fine adjustment to provide a mirror glass finish. The towing vehicle should be selected with an eye for maximum traction. Coon Rapids expects to use a 2 wheel drive Jeep to pull their shaver.
