A RESOLUTION ORDERING AND RECEIVING PRELIMINARY PLANS
AND SPECIFICATIONS AND CALLING A PUBLIC HEARING ON THE
IMPROVEMENTS STORM SEW&H PROJECT #77
WHEREAS, the City Council directed the City Engineer to develop feasi-
bility study for drainage problem in the 500 Block of Rice Creek Terrace
on July 19, 1965
WHEREAS, preliminary plane and specifications and estimates of the costs of
the Storm Sewer Project #77 was submitted to the Council on August 2, 1965
BE IT RESOLVED, by the Council of the City of Fridley as follows-
1. That it appears in the interest of the City and of the property owners
affected that there be constructed certain improvements, to -wit-
Storm sewer and appurtenances in and serving the area bounded aas
Commencing at the intersection of Mississippi Street and Monroe St.,
N.E.; thence North on Monroe Street to the North Section line of Section
111, Township 30, Range 24; thence West along the North Section line of
said Section 14 to its intersection with Rice Creek; thence Southerly
and Westerly along the creek bed of Rice Creek to its intersection with
the Northerly property line of Lot 12, Block 1, Rice Creek Terrace, Plat
3; thence Easterly along the Northerly property line of said Lot 12 to
Rice Creek Terrace; thence Southerly along Rice Creek Terrace to 6th
St., N.E.; thence 6outh on 6th St., N.E. to 67th Ave., N.E.; thence East
on 67th Ave., N.E. to 7th St., N.F.; thence South on 7th St., N.E. to
Mississippi Street; thence East on Mississippi Street to Monroe Street,
N.E., to place of beginning.
pursuant to M.S.A. Sections 1129.011 to 1129.111.
2. That the City Engineer and Comstock and Davis, Inc., Consulting Engineers
are hereby authorized and directed to draw preliminary plans and specifi.ca-
'rtes and to tabulate the results of their estimates of the costs of
said improvements, including every item of cost from inception to comple-
tion and all fees and expenses incurred (or to be incurred) in connection
therewith, or the financing thereof, and to make a preliminary report of
their findings, stating therein whether said improvements are feasible
and whether they can best be made as proposed, or in connection with some
other improvements (and the estimated cost as recommended), including
also a description of the lands or area as may receive benefits therefrom.
3. That the City Clerk shall act to ascertain the name and address of the
owner of each parcel of land directly affected or within the area of -
lands as may be proposed to be assessed for said improvements '(and each
of them); and, upon receipt from said Engineer of the said preliminary
report, calculate estimates of assessments as may be proposed relative
thereto against each of said lands.
!s. That said preliminary report of the Engineer and estimates of assess-
ments of the Clerk, shall be furnished to the Council, and made avail-
able for inspection tothe owner of any parcel of land as may be affected
thereby at any public hearing held relative thereto, as well as at any
prior time reasonable and convenient.
5. That the preliminary report submitted by Comstock and Davis, Incor-
porated is hereby received and accepted.

6. That this Council will meet on the 7th day of September, 1965
at 8:00 otclock P.M. at the City Hall in the City of Fridley
for the purpose of holding a Public Hearing on the improve-
ment noted in the Notice attached hereto and made a part
thereof by reference Exhibit "A ".
7. That the area proposed to be assessed for said improvements and
each of them as noted in siad notice are all the lands and areas
as noted in said notice; all of the same to be assessed
proportionately according to the benefits received.
8. That the City Manager is authorized and directed to give notice-
of such Public Hearing by Publishing a notice thereof in the
official newspaper of the City of Fridley according to law, such
notice to :be subsRtgntially in the form and substance of the
notice attached hereto as Exhibit "A ".
ADOPTED BY THE CITY COUNCIL OF THE CITY OF FRIDLEY, THIS 2ND
DAY OF AUGUST 1965.
