RESOLUTION NO. 16 -1965
A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS,
AND ORDERING ADVERTISEMENT FOR BIDS
WHEREAS, the Resolution of the City Council adopted on the 2nd
day of November, 1964, set the date for hearing on the proposed improvements,
as specifically noted in the notice of hearing attached hereto for reference
as EXHIBIT "A ", and
The City Manager shall accordingly prepare and cause to be inserted
in the official newspaper advertisements for bids upon the making of such
improvements under such approved plans and specification =. The advertise-
ment shall be published for three (3) weeks (at least 21 days), and shall
specify the work to be done and 1• ±i11 s *-ate that bids will be opened and
considered at 12:00 o'clock (noon), on the 15th day of February, 1965, in the
Council Chambers of the City Hall, and that no bids will be considered
unless sealed and filed with the City Clerk,and accompanied by a cash
deposit, bid bond, or certified check payable to the City for five per
cent (5 %) of the amount of such bid. That the advertisement for bids for
Municipal State Aid Improvement Project St. 1965 -2 shall be substantially
in form as that noted in Exhibit 'B" attached hereto for.refe�ence'.and made
a part hereof. -

WHCREAS, all property owners whose property is liable to be,
assessed with the making of the improvements (as noted in said notice)
were given ten (1() days of published notice of the Council hearing
through two (2) weekly publications of the required notice, and the
hearing was held and the property owners heard thereon at the hearing,
as noted in said notice.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
Fridley, Minnesota, as folloT�,s:
1. That the following improvements heretofore proposed by
Council resolution are hereby ordered to be effected and
completed as soon as reasonably possible, to -wit:
(a) All of the improvements as noted in the notice of
hearing on the same as are noted (in Exhibit "A" in
said notice) except (none); that the work involved in
said improvements as listed above shall hereafter be
designated as:
MUNICIPAL STATE AID IMPROVEMENT PROJECT ST. 1965 -2
2. The plans and specifications prepared by the City Engineer
for such improv ^rents and each of them, pursuant to the

Council resolutions heretofore adopted, a copy of which
plans and specifications are hereto attached and made a
part hereof, are hereby approved and shall be filed with
with City Clerk.
3. The work to be performed under Municipal State Aid Improve -
ment Project St. 1965 -2 shall be performed under one contract.
The City Manager shall accordingly prepare and cause to be inserted

NOTICE OF HEARING ON IMPROVEMENTS
Street Improvement Project 1965 -2
WHEREAS, the City Council of the City of Fridley, Anoka
County, Minnesota, has deemed it necessary and expedient that the
improvements hereinafter described be made.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 7th day
of December, 1964, at 9:00 o'clock P.M. the City C ^itncil will meet
at the City Tall in sp;_d City, and will at said time and place hear
all parties intereste? in said improvements in whole or in part.
The general nature of the improvements is the construction
.(in the lands and streets noted below) of the following improvements,
to -wit:

A. Street improvements, including grading, stabilized base, hit_umincus
surfacing, concrete curb and gutter and appurtenant `acili.ti-r:3,
located as follows:
1) 73rd Avenue from Able Street to Highway R65 -

2) 7th Street from 53rd Avenue to Mississippi Street -

3) Main Street from 57th Avenue to 58th Avenue
MSAP 27- 311 -02
4) 57th Avenue from University Avenue to 7th Street -

THAT TPE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENTS IS AS FOLLOWS:

All of the land abutting upon said streets named above and all
lands within, adjacent and abutting thereto.
All cf said land to be assessed proportionately according to the
benefits received by such improvements.
That the Council proposes to proceed with each of said improvements
as separate improvements, except as hereafter otherwise provided by the
Council all under the following authority, to wit: Minnesota Statutes 1961,
Chapter 429 and laws amendatory thereof, and in conformity with the City
Charter.

NOTICE TO BIDDERS
Sealed bids will be received and publicly opened by the City of
Fridley, Anoka County, Minnesota, at the office of the City Manager,
6431 University ATmnue Northeast, Fridley, Minnesota 55421 (Tel. 560- 3450),
on the 1..5th day of February, 1965 at 12:00 Noon, and will be considered by
the City Council of the City of Fridley, at a regular Council Meeting, at
8:00 P.M. on the 15th day of February, 1965 for the furnishing of work and
materials for MTTTnFSOT1 STATE AID PROJECT ST. 1965 -2.
The street project is about two.(2) miles long and consists of the
following principal items of work and approximate quantities.
47,161 Sq. Yds. Bituminous Stabilized Base
5,186 Tors V -," Bituminous Surfacing
19,844 Lin. Ft. Concrete Curb and Gutter
All in accordance with plans and specifications prepared by Nasim
Qureshi, P.R. City ':nginoer, Frid1 --• City '-fall, 6431 University Avenue
Northeast, Fridley, Minnesota 55421. Telephone: 560 -3450.
Plans and specifications may be examined at the Office of the City
Manager, and copies may be obtained for the Contractor's individual use by
applying to the City Engineer and depositing with the City Engineer $15.00
for each set. The deposi.t will be ref +inded to each bidder submitting a
bonafide bid upon return of the documents in good condition within ten
(10) days from the bid opening date.

Bids must be made on the basis of cash payment for work, and accom-
panied by a cash deposit, certified check (on a responsible bank in the State
of Minnesota), or a bidder's bond and made payable without condition to the
City of Fridley, Minnesota, in an amount of not less than 5% of the total
amount of the bid.
The City Council reserves the right to reject any and all bids and
to waive any informalities in any bids received without explanation.
No bid may be withdrawn for a period of thirty (30) days.
