RES 1965-186 - 00011511256 RESOLUTION N0. 186 -1965 A RESOLUTION DETERMINING THE NECE33ITY OF AND PROVIDING FOR A TAX LEVY IN EXCESS OF NORMAL CITY CHARTER TAX LIMITS. BE IT RESOLVED, by the Council of the City of Fridley as follows: SECTION It That the Council of the City of Fridley heretofore received from the City Manager a proposed budget of the City of Fridley for the year of 1966 which proposed budget when examined evidenced the necessity of an additional tax levy in excess of the City Charter limits and, accord- ingly, there was then adopted on the 16th: day of August, 1965, a resolution declaring the necessity for an additional tax levy and specifying the purpose for which such additional tax levy is required. FURTHER, theCouncil proceeded to hold public hearings pursuant to three (3) weeks published notice in the official newspaper of the City. That such public hearing was held on the 7th day of September, 1965, and all persons interested therein were afforded an opportunity to be heard and make objections, if any there be, to the budget as then proposed. That after such hearing and after full discussion of the contents of the budget and all objections thereto the Council further proceeded to correct and amend the budget in such way as was deemed necessary by the Council to be in the best interests of the City; and after such corrections and amendments the Council did pass and adopt by Ordinance on the 4th day of October, a budget for the City of Fridley for the operation of its business during the year 1966, a copy of which budget is attached hereto for reference purposes as EXHIBIT "A". SECTION 2: Further, upon the examination of such budget originally pro- posed, corrected and amended and adopted by the City of Fridley on the 4th day of October, 1965, it reasonably appears9 and the Council does now find that the tax levy necessary to provide monies for the operation of the business of the City of Fridley during the year of 1966 under said budget, is and will be, men computed in accordance with law, in excess of the normal City Charter limit of thirty (30) mills on each dollar of the assessed valuation of the property in the City, but that, nevertheless, it is reasonable and to the best interest of the City in order to provide for the proper operation of the business and functions of the City during the year of 1966, to exceed such normal City Charter tax levy limit, and to levy taxes thereof sufficient to provide the monies necessary to the operation of the business of the City in accordance with said budget. SECTION 3: That to provide money in accordance with the needs and purposes of the budget of the City for the year of 1966 taxes shall be levied in accordance with law sufficient to provide monies in the following amounts and for the following purposes, and no part or portion of any monies provided for any purpose herein shall be appropriated to and used for any other purpose, except as might otherwise be authorized by law, either under the general law of the State of Minnesota or the City Charter of Fridley. $497,356.00 For the General Fund $ 149735.00 or 1 Mill For Firemen's Relief $ 34,638.00 For Debt Service - Parks $ 19,820.00 For Contribution to Public Employees Retirement Fund $ 532235.00 For Debt Service Fund - Improvement Bonds $ 22,260.00 For Debt Service Fund - Civic Center Bonds $642,044.00 ADOPTED AND PASSED BY THE COUNCIL OF THE CITY OF FRIDLEY THIS 4TH DAY OF OCTOBER, 1965.
