RES 1965-82 - 00011369114 RESOLUTION NO 82 -1965 A RESOLUTION DECLARING THE NEED FOR A HOUSING AND REDEVELOPMENT AUTHORITY TO FUNCTION IN THE CITY OF FRIDLEY, PURSUANT TO THE MUNICIPAL HOUSING AND REDEVELOPMENT ACT, AS PROVIDED IN THE LAWS OF 1947, CHAPTER 487, AS AMENDED, OF THE STATE OF MINNESOTA WHEREAS, the City-of Fridley, Minnesota, has been subjected in the months of March, April, and May, 1965, to a series of natural calamities, including unprecedented flood disaster, and a series of devastating tor- nadoes, and WHEREAS, the extensive damage and destruction caused by these natural calamities has produced conditions of severe deterioration of public and private property, buildings, equipment, and facilities and conditions that place in jeopardy the public health, safety and welfare of the people of Fridley, and - WHEREAS, portions of the City are in need of redevelopment or re- habilitation, as a result of catastrophies which the President of the United States has determined to be major disasters, pursuant to Public Law 875, 81st Congress, and WHEREAS, there exists in the City of Fridley, sub- standard and blighted areas which cannot be redeveloped without governmental assis- tance; and WHEREAS, there is a shortage of decent, safe and sanitary dwelling accomodations available to persons of low incomes and their families, at rentals they can afford; NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Fridley: That it, being fully advised in the premises, by reason of the foregoing, declares that there is need for a Housing and Redevelopment Authority to function in said City in accordance with the provisions of laws of 1947, Chapter 487, also known as the Municipal Housing Redeve- lopment Act, Section 462.411, et seq. BE IT FURTHER RESOLVED that a public hearing on the above resolu- tion is hereby set for the 1st day of June, 1965, at 8:00 o'clock in the evening of said day, at the Riverwood School, 71st and East River Road, Fridley, Minnesota 55432, at which time opportunity to be heard shall be granted to all residents of the City and its environs, and to all interested persons, a copy of this resolution and notice to be pub- lished in the Fridley edition of the Record, the official newspaper for the City of Fridley and a newspaper of general circulation..
