RES 1965-97 - 00011387132 RESOLUTION NO. 97 -1965 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS AND ESTIMATES OF THE COSTS THEREOF: STORM SEWER PROJECT NO. 12 BE IT RESOLVED, by the Council of the City of Fridley, as followss 1. That it appears in the interest of the City and of the property owners affected that there be constructed certain improvements, to -wit: Storm sewer and appurtenances in and serving the area bounded as: Beginning at the intersection of Horizon Drive (51st Avenue N.E.) and Trunk Highway #47 (University Avenue N.E.), thence West on Horizon Drive (51st Avenue N.E.) to 3rd Street N.E., thence South on 3rd Street N.E. to Panorama Avenue, thence West on Panorama Avenue and Panorama Avenue extended to centerline of main line track of Great Northern Railroad, thence South on the centerline of said main line track to its intersection with 40th Avenue N.E. extended, thence East on 40th Avenue N.E. extended to Main Street N.E., thence North on Main Street N.E. to 45th Avenue N.E., thence East on 45th Avenue N.E. to Trunk Highway #47 (University Avenue N.E.), thence North on Trunk Highway #47 (University Avenue) to Horizon Drive (51st Avenue N.E.) to place of beginning. pursuant to M.S.A. Sections 429.011 to 429.111. 2, That Comstock and Davis, Inc., Consulting Engineers are hereby authorized and directed to draw preliminary plans and specifica- tions and to tabulate the results of their estimates of the costs of said improvements, including every item of cost from inception to completion and all fees and expenses incurred (or to be incur - red) in connection therewith, or the financing thereof, and to make a preliminary report of their findings, stating therein whether said improvements are feasible and whether they can best be made as proposed, or in connection with some other improvements (and the estimated cost as recommended), including also a des- cription of the lands or area as may receive benefits therefrom. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or within the area of lands as may be proposed to be assessed for said improve- ments (and each of them); and, upon receipt from said Engineer of the said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. 4. That said preliminary report of the Engineer and estimates of assessments of the Clerk, shall be furnished to the Council, and made available for inspection to the owner of any parcel of land as may be affected thereby at any public hearing held relative thereto, as well as at any prior time reasonable and convenient.
