WHEREAS, it appears possible that the spring of'1966 will�
repeat the flooding of Riverview Heights along the! Mississippi �

WHEREAS, present flood indicators indicate that the C ity
of Fridley will have a record flood in the spring of 1966.
NOW, THEREFORE BE IT RESOLVED, that the CiCy Council of
the City of Fridley request the U. S. C orps of En�ineers for an
immediate feasibility report on a dyke for the RiVerview Heights
Flood Plain or any other remedy they may suggest �o protect the
area from flooding. '

WHEREAS, it is proposed to improve Mississippi Street between :
Trunk Highway No. 47 and Trunk Highway No. 65, by the',construction of a �
50 foot wide driving surface and the construction of �ement curba and the '
installation of sidewalks and doing the necessary storm drainage to permit _. '
such construction, and to assess the benefited properry for all or a portion • �
of the cost of the improvement, pursuant to Minnesota'Statutes, Section j

WH�REAS, under"date of December 29, 1965, thie City Engineer by � ` '
Memo No. 65-88 has submitted a feasibility report as to the estimated cosC �
of construction of the concrete curb and guttier and of the sidewalks alang
said street, and
WHEREAS, at a regular meeting of the City Co�uncil held on the 4th `.
day of 3anuary, 1966, the City Engineer, Nasim Qureshi', together with Mr. �
Comstock of the consulting engineer firm of Comstock � Davis, Inc. presented
orally to the C ity C ouncil alternate methods of provid�ng storm drainage for
drainage areas effected by the portion of Mississippi Street lying between
Highway 47 and Highway 65, and �
WHEREAS, at the meeting of January 4, 1966, it was apparent to
members of the Council that the Council should consider the improvement o£
such street in accordance with the report and the assessment of the abutting �
property for all or a portion of the costs of the improvement pursuant to the f
Minnesota Statutes, Section 429.011 to 429e111, at an esti.mated total cost
of the improvement of dollars. ;
NOW, THEREF�tE BE IT RES�LVED, that a public'hearing shall be held�. �

. AN EMERGENCY ORDINANCE AUTHORIZING THE EXPENDITURE OF
PUBLIC FUNDS TO RESTORE AND REPAIR STORM SEWER LINE5
AS AN AFTERMATH OF THE TORNADO AND FLOOD DISA5TER
The Council of the City of Fridley do ordain as follows: :• ' '

Section 1. That the Council finds that it is necessary to expend� �
stans of public funda to clean atorm sewers within the City of Fridley; that '`�� i
pursuant to the Emergency Ordinance No. 301, the Coimcil has heretofore made i
some repairs and have completed an inspection and survey of existing storm j
sewer lines and have submitted said study to the United S tates Corps of
Engineers, so that the C ity would have reimbursement for such expense under
U. S. Public Law 875 Emergency Program; that said report is naw on file with
the C ity and indicates that the said lines have been disrupted by the disasters j
of spring floods in 1965, and the series of tornadoes occurring on the 6th day �
of Maq, 1965, and that some of the storm sewer structures within the City need.� �
cleaning, have breaks and defects that require immediate attention. i
Section 2. That under existing law the repairing, cleaning and ,
restoration of said storm sewers must be completed by Apri1 10, 1966.
. Section 3. That the City of,Fri@ley has no available local funds
to do the necessary work and that it is to the best interests of the C ity to; . �
have the work performed on an hourly basis by the contractors naw doing the ��i

. work on the sanitary sewer lines within the City. i
Section 4. That the work may best be performed under the supervision ,'� �
of the consulting engineers of .the City of Fridley, name ly Comstoc k & Dav is, Inc.,
and that the total estimated cost of the work will not exceed,the sum of ,�
$30,000.00. ;
Section 5 That it is deemed necessar therefore that the City �

contract with Soil Solidifiers, Inc.and with American Pipe Cleaning Company , -
to perform the services and work and to provide the necessary equipment on a' +
confirmed price based on hourly charges for the use of equipment and man powex'�� (
all under the supervision of Comstock & Davis, Inc. a�sd within the-standards E
required for reimbursement from the Federal Government under"Public Law 875 �
and for a total sum not to<•exceed $30,000.00 including engineering feee. �
