PLANNING COMMISSION AND CITY COUNCIL - AUGUST 29, 1966.
l. General Chairman - At large and member of combined Plats & Sub-
divisions and Streets & Utilities Committees.
2. Building Standards - Combined with Building Board
Chairman replaces General Chairman on Building Board.
Four permanent members of Building Board serve Building
Standards function on call.
Four permanent members plus three ward members serve
Building Boaxd function on two regular monthly meeting basis.
No discussion of disposition or funetion of other two members
of present Building Standards Sub-committee.
3. Parks & Recreation - Remains as is.
4. Plats & Subdivisions - combined with Streets & Utilities.
Streets & Utilities - combined with Plats & Subdivisions.
Chaixma.n of either Plats & Subdivisions or Streets & Utilities
would be chairman of this combined committee and the other
chairman would be a member at large and also a member of
this joint committee.
5. Member-at-Large - Serves on combined Plats and Subdivisions and

I have a few comments that I feel should be given to the public and the press and
also should be part of the record concerning the budget for 1967.
Considerable time and effort has been spent in joint council sessions
and individual eval,uation in arriving at a budget that will. provide the services
� required to allow Fridley to maintain an orderly growth pattern. It would have
been possible to prepare this budget within the same mill rate as the previous
year but with careful consideration given to the needs and wants of the public
it has been raised approx 2 mils.
Our operati�6ng mil rate has actually been reduced for the coming Yea�'
while still providing increased services to the public. This is reflected in � a .
number of items which in part include 3mproved police protection with the addition

parks dept, This budget brings it back to a realistic level after absorbing a 25�
reduction ���� in 1966 from the previous ye�'•
Monies from the budget this year will provide the city with addtional
equipment needed in the public works dept. � which will improve its effiency.
Also
a new p per for the rire dept.is in part carried by this budget. Additional costs

are reflected in the �udget covering 1�X.��� signalization of the intersections
which is a unalateral city paxticipation with the state.
Of the two mill increase in this budget one has been set�aside for
sidewalk construction, and one mill for a police pension fund which the city must
provide upon reaching the status of a second class city. These two items along with ,
