Strite-Anderson Corporatioa, and expZaiaed that this coaapany would.like to
locate in Fridley :ln Che Viron buildf�g. He expiaiaed that the companq
employs approxi�oately 130 �eo�sle, the largeat part ehat they maaufacture
weighs about a pound, and tliat �hey would like to locate ia Fridley after
having been burned out at their pYevious Ioca�ione He said t6at the building
owner in Bed£ord, 1►Z�ssacbusetts would like aro�e inforoaation on the zoaiag,
as there se�ms to i� san� di�crepancy on whe�th�r they caa locate in the
Viroti building.

the City of Fridley (Calendar Year 1966).

Currently and in the past we have conducted auditing engagements for
municipalities and other governmental units and are familiar with auditing,
reporting and accounting requirements prescribed by Minnesota statutea (MSA
Sec. 215. 32), "
An audit of a city the size of Fridley would probably be handled by a senior
and semi-senior staff of three individuals who are experienced in governmental
accounting concepts. In addition, at least one junior accountant would be employed
on a near full-time basis. At present it is anticipated that the following personnel

Mr. Penttila has supervised the Brooklyn Center audit since
1957. In addition to auditing he has performed various servicea of
a consulting nature concerning original systems installation, deprecia-
tion policies, aspects of revenue bond issues, accounting review of �bond
covenants and maintenance and operation agreements, problema of
cycle billing, and internal control extensione.
B. Mr. W. Sweigert (5enior staff capacity 15 years)
Mr. Sweigert's experience, in addition to his senior capacity on
Village of Brooklyn Center audits, City of Blaine audits, and Metro-
politan Sports Area Commission audits, includes audits of quasi-govern-
mental organizations employing concepts of governmental accounting
such as cemeteries, relief association�, and police and court operations.
Also, Mr. Sweigert during recent years has been employed on an interim
� consulting basis for the City of Blaine and provides assistance to the
City Manager on problems relating to budgeting, reporting and systems
work.

2, Estimated Cost of an Audit
Compensation for our services is determined in accordance with the time
and the class of staff required to properly conduct an engagement.
It is our policy, whenever practical and proper, and within the wishes of
the client, to utilize available client personnel for the preparation of e�rhibits and
schedules. The time required for an engagement is accumulated by category and
the hourly rates applied are as follows:

An estimate is difficult, because it is not possible to accurately foretell
the reliability of records and data, the extent to which internal controls function
and whether special problems may arise.
We have reviewed some of the previous audit reports of the City and com-
pared them with reports of municipal audits we have performed. Based on this
review and assuming well-defined and accurate records, we estimate that the
cost of an audit of all funds would approximate an amount of $6, 500. 00.
The Council should recognize that this figure is only an estimate .. �Pro-
fessional ethics prevent us from submitting a bid for the performance of audit
services. The actual cost is determinable after the work is completed and may be
' higher or lower than the figure quoted.

audit .
We are enclosing a copy of 'the Village of Brooklyn Center audit report for
1.964 as an example of our audit report. The report for Fridley would, of course,
be different in context and tailored to your requirements.

As co-chairman of the Governmental Affairs Committee of the Chamber of
Commerce, we have been asked to express our appreciation to you and
the City Council for your democratic approach in the use of an advisory
baliot for the location of the proposed city hall. As you know, the
Chamber recommended the location of the city hall in its present
approximate position, but we think the use of the advisory ballot was a
timely move and we would have extended our congratulations on its use

On October 6, 1966 the Fridley Ministerial Association
adopted this motion;
That the City of Fridley establish a Sunday closing
law.that would be of benefit to the community and
that the Fridley Ministerial Association encourage
the City Council to set up a study committee of a
type that would develop specific legislation similar
to Bloomington and Richfield and bring a later propo-
sal to the City Council and on which cammiCtee the
clergy would be represented,
We would sincerely appreciate the attention that the
City Council would give to this resolution and offer our
full cooperation in its implementation.

Gentlemen;
Durin� 1963 and 1964 the Fri�ley Lea7ue of Women Voters
conducted a detailed study of .;1 l.aspects of community plannin�,
particularly as it related to Fridley. The study included Fridley's
zonin� ordinance, zonin�; map and comprshensive plannin�.
On Ju1y 7, 1966, the Plannin�; Comm3.gsion approved the
701 comprehensive plannin�; pro-�r:�.m as specified by Hodne Assooiates
in the report dated July 7, 1966. They recommended approval by
the City Council.
Durin�; the Counci� T�Ieetin� on September 6, 1966, this
item was tabled indefinetely.
Mr. Hodne, in a repo.rt to the Lea,�ue of Women Voters of
Fridley on September 21, 1966, stated that if the Council ap plies
now it would take 9 to 15 months to obtain funds. A delay beyond �
three months would r,�ake the w�itin� period much lon�;er because
oi' the shorta�;e of Federal f%nds. "

We very much appreciate the opportunity to have reviewed your accounting
' records and to talk with you relative to the possibility of making an audit of
the financial affairs oi the City of Fridley. We wish to submit the following
proposal in answer to your request:

(1) We would perform a limited �eneral audit of the various City
funds as defined in The Minimum Audit Procedures for Minnesota,
published by the St�,te Public Examiner.
(2) Our audit would cover the financial affairs of the various City
funds for the fiscal year ending December 31, �966.
(3) We would inform you of any circumstances disclosed by our audit
which might call for a more detailed investigation than wnuld
be necessary under ordinary circumstances. Any such work
would be subject to special fee arrangement to be made at that
time.
' (4) We would propose to do some pre-year-end work in November or
December in order tc expedite completion of the work after the close
of the year. We uncierstand that you would be ready for us for final
� year-end work around February 15. We would plan to perform the
year-end field work �:L- approximately the end of February.

(5) Assuming that no unforeseen conditions are discovered during the audit,
we would propose to deliver the audit report about April 15, unless �
. an earlier date is necessary, in which case we would be happy to
discuss with you the possibilities of an earlier delivery date. �

(6) We would expect that trie City would have available for us a
general ledger trial balance at December 31, 1966 together with
appropriate detail lists and schedules in support of the general
ledger balances at tnat date.
(7) Unless you otherwise designate, we would normally furnish you with
15 copies of the coinplete printed report.
(8) We would address the report to the City Council and would be
responsible to it, u�less otherwise instructed by the Council.
(9� Our fee rates vary, according to the qualifications of the auditors
employed on the audit, from $8.00 to $20.00 an hour. We estimate
that the cost of the 1y66 audit would vary from about �4,500.00 to
$5,500.00. Possibly subsequent yeaxs' audits would require few�er
hours. As you know, the rules of the Minnesota State Board of
Accountancy forbid the quotation of a fixed or maximum fee on new
engagements. Payment is normally expected within 30 days after
delivery of the report.
(10) The aud.it would be conducted in accordance with the audit procedures
prescribed by the Public Examiner pursuant to the provisions of
MSA Sec. 215.32.
We have previousl,y outlined to you by letter and orally our qualifications
for auditing municipalities. If you desire further information, or if you want us
to attend an�y meetings with the Council or subcommittee, please let us know.

of Fridley, Minnesota would be made in accordance wi n generally
accepted auditing standards, and accordingly will in lude such
tests of the accounting records and such other audit'ng procedures
as we consider necessary in the circumstances.
We will submit a report on our examination of the
financial statements expressing`an opinion as to the fairness of
their presentation in conformity with generally acce ted principles
of municipal accounting.
The scope of our examination will include review of
the system of internal control and accounting proced res. Should
there be any suggested improvements in these or any eficiencies
in the execution of prescribed procedures, we will d'scuss them
with you and provide written reports. '
All of our work with respect to a client i under the
direct control of the partner assigned to that client. The partner
who would be in charge of the City of Fridley engage ent would
be Mr. John M. Diracles. H� will be available at all times to
