It is apparent from thia that aloughing eand roc�C fram softer areas abave the ead cf the casing has filled ths well to a point where no open hole exista belox the casing and ia fact is approximately 8-1/2 feet up into Che casiug. In addition to repairing Che p P At the present time the pwnp has been remavsd and is disassembled in Bergerson- Casiaell's ehop. Estimated costs for removal (not qet paid), repair, snd re- inatallation of the pump are $2,1$8.50 per Berg�rsoa�Caswell's letter cf Julq 29, 1966. These meetings were as follows: November 16, 1966 - Fridley City Hall. November 30, Ig66 - St. Anthony City Hall. December �, 1966 - Fridley City Hall. Decembe r 8, I 966 - C i ty of Anoka . The first meeting was called at the request of Mayor Kirkham. (nvitations were sent to those nearby communities within the Rice Creek drainage area. Represented at this meeting were New Brighton, St. Anthony, Roseville and Fridley. Also present was a member of the Anoka County Board of Commissioners and some land oWners from Fridley and other Anoka communities. Discussion revolved around the problem of disposing of surface water run-off and the flood danger to:New Srighton and Fridley. It aas generally agreed that a Water Shed District provided the most feasible way of dealing With these problems in an area that included a large number of municipalities. Nowever, it was pointed out that there were weaknesses in the Water Shed Act and that the efficiency of the Act depended a great deal upon the initial overall plan and the type of approach used by the mana9ers to so(ve the Water Shed problem. ' At the conclusion of the first meeting, the City Attorneys of St: Anthony and Fridley were directed to hold a second meeting and invite the attorneys from the various municipelities to diacuss probable ' amendments to the Water Shed Act. This meeting t+as held et the S�. Anthony Villoge Hall on Novemb�r 30, 1966. In attendance were the Anoka County Attorney, a Ramsey County Assistant Attorney, and ' municipal attorneys from Columbia Heights, Spring Leke Park, St. Anthony, Roseville, NeN Brighton, end Fridley. Suggested revisions ' � ' ' �� a ) �� I to the Water Shed Act were made at this meeting. In addition, the Anoka County Attorney agreed to have art additional meeting of attorneys representing the Ahoka County communities. This meeting was held in the City of Anoka on December 8, 1966. Present Nere the Anoka County Attorney, municipal ettorneys for Blaine, Lino�lakes, and Fridley. A meeting of Council representatives Was held in the Fridley City - . HaII on December �, 1966. It is my conclusion, based on these meetings, that the Ramsey County` ` Commissioners and the municipalities of Roseville, New Br'tghton and St. Anthony are ready to petition for the establishment of a Water Shed Uistrict. :They have al) indicated that, because Fridley is at the bottom of the W�ter Shed,that they Will support any reasonable request for amendment to the Water Shed Act in order to protect property in the City of Fridley. The position of the Anoke County Commissioners on this question is not clear at this time.- However, it is felt that, if the Anoka County municipalities Iying within the ��later Shed District, express en interest in es�ablishing the Water Shed District, and if certain amendments to the Water Slied Act are enacted by the Legislature, that the Anoka County Commissioners would agree to petition the 1�linnesota Water Resources Board to establish a t��later Shed D i str i ct . (t seems important that the City Council consider this matter and reach some conclusion in the near .future, as it will be neeessary to draft {egislation to be presented to the 1967 Legislative Session. lt is my understanding that Mayor Kirkham will work through the Anoka County League of h1unicipalities to reach �n understanding with th�e other Anoka County communities. We find that the work has been done according to the plans and specifications. The only part of this project that could not be completed was ' the laying of new sod where required. This was due to the time of year and should be done early next spring. In our final estimate, we recoimnend holding 5% of the total contract cost until this work has been completed. ' As the sod in no way affects the working of the sewer system, we feel that the one-year maintenance guarantee should start as of this date. Therefore, we recommend that the City accept this project and that the one-year maintenance bond start as of December 6, 1966. CM ��54-66 RE: Ro�h Preliminarv Cost Estimate for Pedestrian Bridges on Trunk Hiphway No. 47 and East River Road 1) Footbridge on Universitv Avenue (T.H. �47) at.Slst Street, 61st Street and Mississippi Street: I have discussed the ' feasibility of installing footbridges over the Highway with Mr. Ronald Chamberlin of Central Design Section of Minnesota Highway Department, St. Paul. He feels that the rough cost estimate for installing foot- bridges according to the Minnesota Highway Department specifications. would be about $50,000 at each location. This estimate is based.upon having the grade crossing at the service road and the overhead foot- bridge on North and Southbound lane of T.H: ��47 with 16 foot clearance and a pier in the median strip. � 2) Footbrid�e at East River Roaci and Hicko� Drive; Hi$ estimate for,the footbridge on this location is $40,000 and it is based on the assumption of spanning the whole width of East River Road without . any central pier and with a clearance of 16 feet. His feeling was that the cost is pretty much the same. whether ramps or stairs are used, but the ramps tend to take more space and also are more accident prone, due to misuse by children.
