RES 1966-35 - 00010986i el RESOLUTION No. 35 -1966 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS AND ESTIMATES OF THE COSTS THEREOF: (STORM SEWER - PROJECT N0. 5C- NORTH OF HIGHWAY NO. 100 AND WEST OF UNIVERSITY AVENUE). BE IT RESOLVED, by the Council of the City of Fridley as follows: 1. That it appears in the interest of the City and of the property owners affected that there be constructed certain improvements, to -wit: A. Storm sewer and appurtenances in serving the following lands: Commencing at the intersection at the westerly right -o£ -way of the Northern Pacific Railway and the Great Norther Railway and the northerly right -of -way of trunk highway #691 (formerly highway #100); thence east al ong the northerly right-of-way of trunk highway #694 to its intersection with the westerly right -of -way of state trunk highway #47; thence northerly along the westerly right- of --amy of state trunk highway #47 to its intersection with the southerly right- of -way of Mississippi Street thence westerly along said southerly right -of -way of Mississippi Street to its intersection with the westerly right -of -way of the Northern Pacific Railway and the Great Northern Raihray, thence southerly along said westerly right-of-way of said railways to the point of beginning. 2. That Comstock and Davis, Incorporated, Consulting Engineers, a are hereby authorized and directed to draw preliminary plans and specifications and to tabulate the results of their estimates of the costs of said improvements, including every item of cost from inception to completion and all fees and expenses incurred (or to be incurred) in connection therewith, or the financing thereof, and to make a preliminary report of their findings, stating therein whether said improvements are feasible and whether they can best be made as proposed, or in connection with some other improvements (and the estimated cost as recommended), including also a description of the lands or area as may receive benefits therefrom, and as may be proposed to be assessed. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or within the area of lands as may be proposed to be assessed for said improvements (and each of them); and, upon receipt from said Engineers of the said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. 4. That said preliminary report of the Engineers and estimates of assessments of the Clerk, shall be furnished to the Council, and made available for inspection to the owner of any parcel of land as may be affected thereby at any public hearing held relative thereto, as well as at any prior time reasonable and convenient.
