OPENING CEREMONY AND INVOCATION; Mayor Kirkham asked the audience to stand and join in saying the Pledge of � Allegiance to the Flag. Mayor Kirkham introduced Reverend Brayshaw, representing the Fridley Ministerial Association, who gave the Invocation. CONSIDERATION OF HULLABAL00 TEENAGE DANCE CLUB: The City Manager said that it would be the Administration's recommendation to the Council that the teenage club be allowed to operate in Fridiey. He said that an off-duty Policeman should be on the premises, paid by the proprietor, and if additional personnel is needed, as determined by the Police Chief and proprietor, they could be from a detective agency or from the Anoka County Sher.iff's Deputy 1ist. He presented a letter he had prepared for the Mayor's signature to Mrs. R. K. Kratoska. Mayor Kirkham read the letter, granting approval, to the Council. MOTION by Councilman Samuelson to concur with the contents of the letter to Mrs. R. K. Kratoska granting approval for a teenage dance club in Fridley. Seconded by Councilman Sheridan. Upon a voice vote, there being no nays, Mayor Kirkham declared the motion carried. The letter was given to Mrs. Kratoska who was present at the Council Meeting, and she was wished well in the endeavor. POLICY FOR COMMUNITY ROOM: Mayor Kirkham said that the policy as drawn up by the City Manager contained everything as it had been discussed at the workshop discussion after the last Council Meeting. For the benefit of the audience, May or Kirkham read the fees that wi11 be charged for the use of the Communi:ty Room, Kitchen and Council Chambers. Mr. Carl Paulson., a visitor to the Council Meeting, asked if there were restrictions making it possible to refuse the use of the rooms to any groups that may c�•�;.ate disturbances. Mayor Kirkham said that the City Manager had drafted the policy after consulting with the Council, and a number of controls had been built in. He pointed out a1so, that the applicatiens for the use of the Community Roor.i will be coming in through the City Manager's office. ' � � � � � � � ' ' REGULAR COUNCIL MEETING, NOVEMBER 20, 1967 PAGE 3 MOTION by Councilman Samuelson to adopt the proposed draft as the Policy for the use of the Community Room and Council Chambers. He said that this was the first time that there has been something written on the use of the City's facilities, and he wholeheartedly agreed with the usage as outlined. The Motion was seconded by Councilman Sheridan. Councilman Sheridan asked if a larger room would be available in the lower level of the City Hall for larger groups to meet. The Council felt that by using both the Community Room and Council Chambers together, large groups could be taken care of. The vote upon the motion was a voice vote, there being no nays, Mayor Kirkham declared the motion carried. EMERGENCY REPORTING SYSTEM - N.S.S.S.D: The City Attorney said he had consulted with Chief Aldrich in regard to this request, and after checking with Northwestern Bell Telephone Company and the Railroad and Warehouse Commission, their recommendation would be that the lines be made available to NSSSD at no charge to the District from the City. He said that one objection to a charge was that the City could not collect any money for the use of the Board, or they would have had to handle all the billing. He said that on a pro-rated share, it would amount to about $13.00 a month, and the cost of handling.the billing would amount to more than that. He said that the District would make arrangements directly with the Telephone Company for the lines they would need. The City Attorney said that if the additional capacity is needed by the City in the future, the NSSSD will be given 30 days notice to make other arrangements. He said that he has such an agreement prepared. Councilman Sheridan said he had related the Council's view to the District and they were fully in accord with the Council's thinking on this. He said this arrangement would be temporary as far as the NSSSD was concerned, and when they have personnel on 24 hours a day, they will put on their own emergency board, or make some other arrangement with the City. 1 MOTION by Councilman Sheridan to authorize the City Manager to sign the agreement for use of the Emergency Reporting System by the North Suburban Sanitary Sewer District on c�ehalf of the City of Fridley. HA.RRIS 6210 RIVERVIEW TERRACE FRIDLEY MINNESOTA 55421 ; The City Engineer said that at the last Council Meeting, Mr. Harris had been requested to move the building back to the property line, but that Mr. Harris would like to leave the same setback, and put the parking behind the building. The City Engineer said he feels that this would be a better arrangement than had been decided at the last meeting. MOTION by Councilman Sheridan to concur with the recommendations of the City Engineer and approve the Building Permit as requested. Seconded by Councilman Lieb1. He said he felt the Council should appeal for the crossing at 61st Avenue. Councilman Samuelson said that the 61st crossing should be appealed because of the new school program. The City Attorney said he had discussed this with the School Superintendent and they wish to discuss it with the Council at their scheduled joint meeting. The City Attorney said that unless there is more evidence for the two northerly crossings, he would recommend that an appeal not be taken on these, but that the City wait until there is a more pressing need. The City Attorney said he would be prepared to discuss this at the joint meeting with the School Board. Councilman Liebl said that many of the people that live in the 61st Avenue area have objected to this crossing, and if it is granted, they are interested in the type of crossing, and safety measures will have to be taken. that some people have suggested the possibility of asking for a crossHngsatd 57th Avenue also for better bargaining. Mayor Kirkham said that strategy does not do much good with the railroad, and real facts are needed to back up the City's position. Councilman Samuelson felt the City Attorney should prepare an appeal for the 61st crossing right away because of the 20 day limit, Councilman Sheridan said that the appeal can be filed, and the Council can discuss it with the School Board at their meeting next week. MOTION by Councilman Samuelson to direct the City Attorney to pursue the 61st Avenue railroad cx•ossing on an appea's basis prior to the determination date, deleting the three crossings previously requested, and that the Administration direct a letter to School District ��14 informing them of the action taken.. REPORT FROM CITY ENGINEER O1�T THE PLANNED DEVELOPMENT OF SPRINGEROOK PARK: The City Engineer said that Mr. Schroeder, the developer of Springbrook Park had agreed to most of the items on the report as recommended by the Subcommittee and the Planning Commission, and required by the Engineering Department. He said tie had discussed this with him again this afternoon, and he had further agreed to comply with some additional requests. He said he had agreed with the landscaping itecas, except that he felt that a landscaped area along the north side of the prope?•ty would be better than a red�000d fence which would disturb the beauty of the area, and this item would be up to the Council. It was the consensus of the Council that a fence would not be necessary with the landscaped area. The City Engineer said t hat under the recreational r r ' , ' REGULAR COUNCIL MEETING, NOVEMBER 20, 1967 PAGE 5 facilities, the developer planned a minimum area of one acre for children's facilities and play apparatus.ar.d will have a plan ready when it comes before the Council again. He said that he has agreed to an uncovered swimming pool with a small covered recreational area for adult games and a party room, He said he did not want to be specific, but would incorporate something of this nature in the plans. The City Engineer said that under the general plat plan, he felt a covered walkway from the garages to the apartment buildings was unnecessary because of the terrain of the area. The Council felt this was a personal choice for the contractor to make. The City Engineer said the contractor had agreed to having only one sign designating the commercial area, and that the type and location of access wi11 be resolved at a later date. ' Councilman Samuelson said he did not agree with the existing utilities either being rerouted around the proposed buildings or encased, because the street for the commercial center is going to be a"U" shaped street, ' and it wbuld make no difference if one was cut. The City Engineer said that they recommend encasing only for the live utilities, and that the contractor is agreeable. ' � MOTION by Councilman Samuelson to concur with the recom�endations and suggested changes noted by the City Engineer on the Springbrook Park Planned Development District. Seconded by Councilman Liebl. Upon a voice vote, there being no nays, Mayor Kirkham declared the motion carried. GREAT NORTHERN RAILWAY REQUEST TO BUILD CONNECTING LINE BETWEEN THEIR LINE AND M A& C. RAILWAY The City Attorney said that this had been discussed at the last Council ' Meeting, and he had prepared a deed in the form of a Quit Claim Easement granting the easement on the corner of a platted, but unbuilt, street. MOTION by Councilman Sheridan to approve the requested easement and ' authorize the execution of the Deed. Seconded by Counci_lman Liebl. Upon a voice vote, there being no nays, Mayor Kirkham declared the motion carried. ' � � MELODY MANOR BURGLARIES: The City Manager handed out copies of the report on the Melody Manor burglaries to the Council and the Press. He read the report aloud to the audience. The City Manager said that this report wi11 be followed up. The City Manager said that the Administration is going to continue the study on the street light requirements in all areas, and if additional lights are warranted, increased budget for lighting will be requested in 1969. Days Dec. 27, 1967 The recommendation from the Public Works Department was that the bid of Minnesota Toro Inc., 850 Florida Avenue South, Minneapolis, Minnesota, for a Snowline F-48 be accepted. The City Engineer said he wanted to stress that they were going into the program reluctantly. He explained that Alternate ��1 is a snowblower type attachment. . Councilman Samuelson asked how the price corresponded to the 1968 Budget. The City Engineer said that there was $4,000 budgeted for the machine. Councilman Samueison asked about the horsepower and was told the machine �•aas self powered and was 35 horsepower, and the blower attachment was over 9 horsepower. Councilman Samuelson said he felt there was no sense overspending the budget before they even get there, and with the blower the price would be $6,090. He felt the bids should be rejected and new specifications drawn. The City Engineer said that the� had investigated this thoroughly and had tried to come up with a happy medium. He said that the machine would have a straight plow and a"V" p1ow, and said that the blower could be put off for a year. There was a long discussion on the necessity of getting the siow off the side- walks, the additional sidewalks we have constructed since last year, and the capabilities of the present equipment. Councilman Liebl said he concurred with Councilman Samuelson on rejecting the bids. " MOTION by Councilman Liebl to reject the sidewalk tractor and snow plow bids and request that the Administration prepare new specifications for new bids. The City Engineer said that this machine would do a good job, and they felt that if the City has the money, they could buy the blower, other�ai.se they could let the blower go. He said they felt that if they had the blower, the Parks Department would be able to use it also, but they do not feel it is absolutely necessary. He said that they would like to get this tractor that would do the job. He said that if they ca11 for bids again, the snow season will be here long before the delivery date of the equipment. Mayor Kirkham said he understood that the machine would not be satisfactory without the blower. The City Engineer showed the Council pictures of the tractor and plows, and said the attachment could be bought later on. Councilman Liebl asked if the present snow plow could be traded in. The City Engineer said that there was still use for the sma11 plow. The Superintendent of the Public Works Department said he felt this was the only piece of equipment which would do the work his department wanted it to do. He said that the V plow would be enough for the present time under normal conditions. He said that the City should not have as much trouble with snow this year because the County ha.s bought special equipment. Councilman Liebl said he would like to see the equipment, if there is money available, because the City needs it. The VOTE upon the motion to reject the bids and request new specifications was a voice vote, Samuelson and Liebl voting aye, Kirkham and Sheridan voting nay, Mayor Kirkham declared a stalemate and the motion failed. MOTION by Councilman Sheridan to receive the bids as presented and upon the recommendation of the City Engineer and Superintendent of Public Works award the bid to Minnesota Toro'Inc., for a Snowline F-48 in the amount of $4540. Councilman Liebl asked what this would include. The City Engineer said it would be for a tractor and two plows. Mayor Kirkham asked if they had the money elsewhere. The City Engineer said that two plows had been budgeted for the regular trucks, and they could probably let one go this year and get by. Councilman Samuelson asked if the Park Department would be able to use the equipment in the summer. The City Engineer said they could if they gave the money, Mr. Paulson suggested the Park Department could possibly bug the blower for the use of the equipment. The City Engineer said that something could be worked out on the money problem. The MOTION to receive the bids and award the contract was seconded by Council- man Liebl. ' I ' I ' . . �� MINUTES OF THE PARKS AND RECREATIOI�' COI�Il�IISSION MEETING, NOVEMBER 27, 1967 PAGE 2 �� DIRECTOR'S REPORT Quarterly Budget Report ICode No. 471.30, Playground Materials, is over-budget due to many new ideas ' contrived of by the Playground Director and also the change in the operation of two playgrounds to a full-day basis rather than a half-day basis. , Park Equipment Inventory The Park Property Inventory Chart has been revised to include all park land ' owned by the City and also the number of pieces of apparatus and equipment located in these parks has been updated. ' ' � 1 Park Property Inventory The Park Property Inventory Chart has been also revised and brought up to date, although the recent purchase of the Fontaine Property is not shown. This newly purchase property which consists of approximately 9 acres will bring the total of all park land to approximately 219 acres. Parks and Recreation Memorandum The Ceco Building had been moved to Locke Park and will be used as a garage by the Park Department. A check has been received from the State Government to reimburse the funds used in the recent development of Madsen Park. A large number of participants have turned out for both the Mens and Womens Volleyball programs. Parks and Recreation Progress Report The amount of vandalism is remaining low. The Director feels that the posting of vandalism signs in all the parks has greatly helped. PLANNING COMMISSION REPORT - CHAIRMAN HUGHES � In his report, Chairman Hughes explained that the owners of the S.E. corner of Section 24, or Innsbruck North, have reauested that the zoning be changed from R-1, permitting only single family ctwellings, to PD, which would permit a plan- ned development of single family dwellings, multi.ple family dwellings and a small shopp ing center. MOTION by FitzpatrickZseconded by Cochran, that the Commission recommends to the Planning Commi.ssion and City Council that they consider providing an open s�ace fo-r_park �urposes in this area. The Motion Carried. PLAN FOR 1969 The Commisison agreed to provide the Director with an outline of their indivi- dual desires for 1969 while reviewing the 1967 and 1968 programs. OLD BUSINESS Reauest for Skating Rink The residents living near Riversedge Way between 63rd and 63z Ways N.E. have requested that a skating rink be provided in this area. MOTION by Fitzpatrick, seconded by Spence, that the Commission approve the addition of one rink between 63rd and 63z Ways N.E. to the winter schedule. The Motion Carried. Naming of Park MOTION by Fitzpatrick, seconded by Cochran, that the park located at 54th and 7th Street be named Oak Hil1 Park. The Motion Carried. Ordinance 348 The Commission agreed to take no action oii this item. 1968 Budget The Commission requested that copies of the revised 1968 Budget be sent to them. The Director is to revise the 1968 Parks and recreation Budget keeping in mind the great need for ne�a apparatus in the parks and also the importance of recreation sports and programs over competitive sports. Hockey Association of Fridley Agreement The agreement between the Parks and Recreation Commission and the Hockey Assocx- ation of Fridley was approved and signed by Chairman Hughes. Park Improvement Program The Commission felt that it was a very good idea to hold a meeting with the previous members of the Parks and Recreation Commissions for the purpose of promoting the Park Improvement Program. Mid-January was thought to be the best time to hold such a meeting. They felt it was most important to keep talking about this issue in order to keep it alive. NEW BUSINESS Meris Gym Night It was suggested to the Commission that a gym be reserved in one of the schools on one night a week for the purpose of a Mens Gym Ni.ght. On this night, men could participate in several different types of sports for exercise and on a recreational rather than a competitive basis. The Director will look into this possibility further. Mr. John Breher was representing the architect. Mr. Shaw brought with him 3 complete sets of working drawings and a scale model of the building and site. There was a discussion concerning the structure of the building and garages. Mr. Shaw stated that the garages would probably be revised to have individual stalls foX each apartment. It was pointed out that the storage under the stair- way would have to be eliminated and it was suggested that it could be included on the first floor. The building apparently would have adequate sound control facilities provided that all the party walls be of staggered stud construction anc� that all the bedrooms, living and dining rooms be carpeted. MO'CION by Hauge to recommend �pproval of plans subject to the following: (A) Storage lockers to be removed from under the stairways and included on the first floo�. RE�UESTED ILFCO�NDATION FROM THE COI�itITTEE CONCERNING A PROPOSED MORTUARY TO BE LOCATED AT 6210 HIGHG7AY 65 N.E. (LOT 3, HEFW�LS SECOND ADDITI0:1): Mr. Wahlquist and Mr. Gearhart were present at the meeting to request a recommenda- tion. Mr. Erickson lool:ed at this proposal before t�e meeting and asked� Mr. Gasterland to see that the parking lot and connecting driveway be included in the l.egal descripti_on for a building permit. Al1 the members, Mr. Wahlquist, and Mr. Gearhar.t concurred. BUILDING STANDARDS-DESIGN CONTROL MEETING, NOVEMBER 28, 1967 After a discussion on the virtues of various veneers, it was decided to recommend a11 bricic rather than brick and stucco or brick and redwood. Ankrum, City Manager and City Council FROM: Marvin Ca Brunsell, Finance Director 'SUBJECT: Transfer from Liquor Fund and General Fund to Disaster Fund In their letter of October 20, 1967, the Department of Military Affairs, �State of Minnesota is asking for a refund of $42,024.27 on the money advanced for the tornado disaster. The City has available in the disaster fund $23,060066. I would recommend that a transfer of $9,051.60 be made from the insurance account of the general fund to the disaster fund and a transfer of $9,712.01 be made from the liquor fund to the disaster fund. PARKS AND RECREATION M E M 0 R A N D U M I. Parks and Playgrounds: Phone: 560-3450 November 1967 a. Park Garage - Our department now has a park garage for vehicles and equip- ment. The building is located in Locke Park just behind the NSP Sub-Sta- tion on Highway #65. A road has been installed and we have access from Highway #65 via NSP's property. Electrical po�ver will be installed shortly. Two automatic protective lights will be installed to insure vandal protec- tion. b. Recreation Equipment - Until we can obtain a building to house our numerous pieces of recreation equipment, we will have to use a third of the garage � for this purpose. This department is in need of such a building. The old one was destroyed in the construction of City Hall. c. Park Garage Funds - Funds expended for movement and reconstruction of garage were not scheduled in this years budget. Costs to date include: 1. Move- ment -$1,600.00 2. Footings -$2,150.00 Total: �$3,750.00 Additional costs coming are: 1. Electrical 2. Repair to main doors 3. Heating 4. Insulation 5. Utilities - Phone 6. Installations shop, etc. In order to keep our budget in line for this year, I am recommending along with the Finance Director that we take these funds from the money available from the sale of granular material in Locke Park which amounts to $6,982.04. d. Melody Manor Park (Madsen Park) - Final application for the federal share of funds on Melody Manor have been mailed. The city received a check for $3,218.12 for their share of project. Success is ours in this project and I recommend we make further application in order to finish this park. Mens Volleyball - Over twenty men attended the first nights session of M�ns Volleyball, bVe have two capable leaders who have volunteered their time and efforts. Mens Basketball Meeting - An organizational meeting was held at Civic Center on Tuesday, November 21st. Both "A" and "AA" leagues were formed. Practice begins in December with schedule starting on the third week. Play will be at the Junior High on Mondays and Thursdays. c. Womens Volleyball - Over twenty women attended this years first session on Thuxsday, November 16th. Kathy Schmitz is our instructor. d. Hockey Association Registration - Hockey Association has scheduled this years registration period for two Saturdays, December 2nd and December 9th, 10:00 A.M, to 2:00 P.M. Boys, 8- 14 years of age, will be accepted. e. Mens Broomball - Broomball will have a meeting on Thursday, December 7, 1967 at the Civic Center. f. Arts and Crafts Classes Set - Our scheduled Arts and Crafts classes will be '. in the basement of Civic Center on Tuesday evenings beginning November 28th. Mrs. Gloria Bourassa will be in charge. g. Warming House Attendants Meeting - All warming house attendants will be meeting on Monday, December llth. h. Square Dancing Jamborees - Square Dance Jamborees have been fairly well � attended.
