RES 1967-52 - 00010678I RESOLUTION NO. 52 -1967 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS, AND ESTIMATES OF THE COSTS THEREOF: STREET IMPROVEMENT PROJECT ST. 1967 -1 (ADDENDUM #2) BE IT RESOLVED, by the Council of the City of Fridley as follows: 1. That it appears in the interest of the City and of the property owners affected that there be constructed certain improvements, to -wit: a) Street improvements, including grading, stabilized base, hot -mix, ' bituminous mat, concrete curb and gutter, water and sewer service, incidental drainage and other facilities, located as follows: Ruth Street: Liberty to Existing Pavement Liberty Street: East River Road to Ruth Street b) Storm sewer and appurtenances in and serving the area bounded as: Commencing at the intersection of Pearson Way and East River Road, thence North along East River Road to a point on the westerly - extension of the South boundary of Bourdeaux's Spring Brook Addi- tion; thence East along said South boundary of Bourdeaux's Spring Brook Addition to the Southeast corner of said Bourdeaux's Spring Brook Addition; thence North along the East line of said Bourdeaux's Spring Brook Addition to the Northeast corner of said Bourdeaux's Spring Brook Addition; thence East along the easterly extension of the North line of Bourdeaux's Spring Brook Addition to the West boundary of the Great Northern Railway Right of Way; thence South along said West Right of Way line of the Great Northern Railroad to a point located 400 feet (400') as measured along the West Right of Way line, South of the centerline of 79th Avenue; thence West in a straight line to the point of begin ning, thence terminating. All lying in Section 3, T -30, R -24, County of Anoka, State of Minnesota. Z. That the City Engineer is hereby authorized and directed to draw the preliminary plans and specifications and to tabulate the results of his estimates of the costs of said improvements, including every item of cost from inception to completion and all fees and expenses incurred (or to be incurred) in connection therewith,'or the financing thereof, and to make a preliminary report of his findings, stating therein whether said improvements are feasible and whether they can best be made as pro- posed, or in connection with some other improvements (and the estimated cost as recommended), including also a description of the lands or area as may receive benefits therefrom and as may be proposed to be assessed. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or with the area of lands as may be proposed to be assessed for said improvements (and each of them; and upon receipt from said Engineer of the said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. 4. That said preliminary report of the Engineer and estimates of assessm of the Clerk, shall be furnished to the Council, and made available f� inspection to the owner of any parcel of land as may be affected there-y at any public hearing held relative thereto, as well as at any prior time reasonable and convenient.
