SUBJECT: Purchase of Electronic Voting Machines
I recommend the bid for 75 Electronic Voting Machines,
p1.us nine demonstration units be awarded to the IBM
Corporation.
Their's is the only bid received. (See the letter from
Datamedia Corporation.) The bid in my judgement is
within what the City could expect to pay for this type
. of machine.
The first payment of $2,876.90 would be due in the year
1968. It is my estimate that at least this much money
will be saved by shortening the hours the judges would
be required to work.

DEPTH OF ELECTION EXPEP.IENCE
1. Local - The Cities of Bloomington and Coon Rapids have used the
IBM VotinR System since 1965. Bloomington has had 7 electi�ns and
Coon Rapids has liad 6 elections and they have drawn extensively on our
experience and know-how for the successful completion of these
elections. As a result of their experiences in 1965 and 1966, we
proposed certain "house�eeping" legislative changes to the Election
Committees o� the Minnesota House of Representaiives and Senate
to clarify existing election lav�s and practices. New statutes were
. passed and enacted into law by the 19fi7 Legislature. ,�
2. National - Presently IBM has 5$ customers across the country and
our system has been used in 172 el.ections to date. Our oldest �
customers are De Kalb and Fulton Counties, Georgia, and da�e
back to 19 63 . Our customers ranqe in size from severa.l smaller
cities in Montana and Michigan to Los Angeles County, California . `

1. Resident Systems Engineer - who will modify and test the ballot
counting proqram prior to.the conduct of the election. This

for the election. This includes procedures for election

training, voter education, radio and newspaper educai:ion.

Manager and our Resident Systems Engineer. Also es-

4. Other personnel involved - In addition to the people mentioned above,
. there will be at least one other experienced IBM person to assist the
City Clerk starting the day before the election: This�person will
assist by verifying the corxectness of the computer progr�m, verify the
accuracy of•ancl proper rotation of ballot pages in the Vote Recorders
and verify ihe operation of tl�e Vote Re�orc�ers . On election day and
election night will assist th� City Clerk as is required.

We hava substantiAlly cvmp�eted our conCract with the C ity of
Fridley. All that remains to be done is ta make connectioas
between two manholes we installed and the N. S. S, S. D. maaholes.
The m,aaholes in yusstion are ae follows:
l. Manhole No. I just off the shoulder of OZd Central
, Avenue, 864 feet north from CounLy Road H or 69th
Avencae N. 8. Th�s manhole is b4 fee t away from the
N. S. S. S. �. manhole.
2. Manhole No. 11 which is 414 feet sauth from the end
of Nor ton �'�venue be trtreea OId Centr�l �lvenue and
Highway 65. This manhole is 40feet away from the
N. S. S. S. D. manhole.
Ta make these connections wfll be very difficult and so we wou2d
like a supplemeat to �he existing contract before we proceed. We
would like to make these connections on a cost plus 10% basi$.
�he reasons for requesting this addicion to the contract are as
follaws: �
1. Tbe men, mateziels and machinery have been removed�
from the area and so there ia �he additionsl cost
of transporting them back to the sites.
2. The.aecess�ry well-po3n�ing equip�ent wi21 have to .
be re-reated and since the rental is on a declining
basis according to the lengttt of renzal, the cost
wi11 be greater..

4. The earth around the manholes is a mixture of clay,

eompoaitioa of the earth, there is high danger of

Dear Mr. Savelkoul:
Your letter of May 28, includes correspondence from the City of Fridley to you
regarding fencing along T.H. 47. The letter from Fridley, dated May 13, specif-
ically refers to financin� and construction of fencing. The City's position is
that fencing should be constructed as soon as possible at no cost to local
government.
As a matter of policy, all freeways are legally access controlled and physically
access controlled by fencing. There should be no pedestrians at grade. In the
case of Conventional Highways such as T.H. 47, pedestrian - highway relationships
are changed by local actions and conditions related to the highway. It has been
determined that a pedestrian bridge is warranted near 51st Avenue N.E. Along
with tlzis, adequate fencing or other barriers must be provided to force use of
tne pedestrian facility, and if this cannot be done, our policy states that the
State should not participate in the cost of the pedestrian facility.
The State agrees that additional fencing will be required elsewhere on this `.�_
project to channelize pedestrian traffic to trafiic sign.al areas. Here again, �``��..
the State feels that the City should paxticipate in construction costs for this
fencing, since this is of mutual benefit to both local and State interests.
I appreciate your interest in public safety related to pedestrian - highway
problems in your area. If you have any further questions, please feel free to
