BY MINNESOTA HIGHWAY DEPARTMENT OF THAT PORTION OF
THE FRONTAGE ROAD WEST OF T.H. 47 BETWEEN 57TH AVENUE
AND 57TH PLACE NORTHEAST UPON COMPLETION OF THE 3RA
STREET EXTENSION
W�IEREAS, the City Council of the City of Fridley is making
px'ovi61on8 Fo�' zhe extension of 3rd Street between 57th Avenue Nor[h-
easC and 57th Pl�ce Northeast and at preaent has easements for such
QxCenaian; and
WHEREAS, upon completion of the extension of 3rd Street, the
necesaity for the frontage road west o� T.H. 47 (University Avenue)
between S7th Avenue Northeast and 57th Place Northeast will no longer
exist; and
WI�REAS, it is the desire of the City Council thst the frontage
road �est of T.H. 47 between 57th Avenue Northeast and 57th Place North-
east be vacated and released for sale and released upon completion of
the 3rd Street extension.
NO'f+l THEREFORE, BE IT RESOLVED, by the City Council of the
CiCy of Fridley that the Highway Department is hereby request�d and
onjoined to vacate and offer for sale that porti.on of the frontage

There are certain items which should be brought to the
atte�tion of Council and get their reaction so that we can
acx accordingly.
I. Univexsity Avenue East Service Road:
The bid construction cost of this street was $57,074.02
(see page �) as compared to $40,SOO.DO construction cost
(4�,600.00 improvement cost) figures given at the Notice of
H�aring.
2. 69th Avenue Crossaver:
There wers twa plans (shown on pages 5 and 6) presented
t�a '�ho Council in regard to the access to Ice Arenet #rom
Una.ve�csity Avenue. The City Council indicated that they
�.�ked P1an #2 and reauested us to approach County and
State Highway Department in regard to the cost participation.
To date the response we have from these two bodies is that
state is not willing to participate in the cost at all and
the Gounty is willing to participate in the amount oi �S,OOQ.00
construction cost ($6,250.00 improvement cost) leaving
$15,000.00 construction cost ($18,750.00 improvement cost)
which City would have to pay if the Council wishes to follow
this plan.
' Under this plan, we would have to put in the West connector
road and the cost of which is $3,054.00 construction cost
($3,817.00 improvement cost),

A. The net cost difference between plan �il and p1an #�2 to
the City will be $22,567.00 18,750.00 + 3817) in the
ia►provement cost unless the �ounty and State increase
their participation,

B. Under Plan #2, we would like to know how City Council
wishes to pay for this. Is it going to be assossed or
taken out of some other fund.
C. Under Plan #1 we have to get approval from the Highway
Department for re-locating the legal access to University
Avenue and they indicate that this is going to take a
long time by the legal department before it can be com-
pleted. If this is so, it will mean that we could not
complete all this revamping of 69th in this constructipn
season and as the Arena is going to be opened in early
part of spring and to provide access from 69th would
mean that we would have to put some kind of temporary
road in the meantime before the permanent construction
is completed. This would be additional to the cost
indicated above.
71st Avenue:
We have met with the County twice in regard to this road
and their feeling is that they do not wish to discuss
participation until the acquisition of the property from
Minnesota Txansfer Railway is completed.
Our problem is that this is part of the contract let and
the contractor is anxious to work in this area because
some of the excess materials from other streets was planned
to be used up by this street. The contractor definitely wan'�s
an answer from the City in regard to this street by Tuesday,
July 30, 1968 so that he can know whether this street is going
to be improved under this contract so that he can schedule
his work accordingly, or if it is going to be eliminated
from the contract.
If the construction of 71st Avenue is going to be deleted,
the construction cost of the street in future probable would
increase.
'There have been discussions that maybe the City could use
the Arena's parking lot and provide access to their garage.
I would appreciate if these items can be discussed and settled
by the City Council as soon as possible because the constructibn
period is running short and it is imperative that the decisions
should be made as soon as possible.

�'his letter is in confirmation of our telephone conversation of
July 24, 1968 in which I related to you the postion which had been
take� by the County Board with respect to construction of streets in
the ice arena area.
`�e Cqunty Board has agreed to participate on the basis of cost
�igures pxepared by your office for an estimated $21,170.00 plus
��ap����'�.ate engineering and related costs; an additional $3,389.00
fax di.xe�t costs related to the area as its share in the 36� wide
sezvi.ce road parallel to University Ave. on the h►Est edge of the arena,
�rop�rty, In addition, the county agrees to pay $5,000.60 toward the
re-design and re-location of the cross-over of 69th. 8t. at Highway #47.
The board requests that the construction of 71st. Ave. on the North
edge of the ice arena property be postponed until negotiations with
Minne�ota Railway Transfer Co. for the property are completed or until
such i:im e a satisfactory agreement can be reached between all parties
conce��ned regarding the distribution of costs for the construction
af 71:st. Ave.

The City Council received your plan revision request on the
Ceorgetowa Apartments at their Council Meeting of July 1, 1968.
The xsquest received and the plan submitted and consideXed at the
sboVe �eited Council Meeting involved an encroachment along a stxetch of
Cottnty Aid Highway No. 1(East River Road), and as such requixed Couaty
�ppxvval. The request was forwarded to the County for their activn.
A,ttached is a letter from the Anoka County Highway Department
i.rtdicating they feel that the encroachment is not necessary and that
th� ,Anoka County Highway Department position is in oppositfon to the
euggested encroachment.
Since the County Highway Department is in opposition to the encroachy
u�nt' Che City Council of the City of Fridley has no alternative but to
deny your request for that part of your plan revision that involves
encroachment on County Highway 1(East River Road).

RE: Sanitarv Sewer Service for Minco Products, Inc.
There are two ways of hooking up Minco property sewer
Ca the North Suburban Sanitary Sewer District; one is an inaide drop
to the �nanhole and the other is an outside drop. NSSSD insists that
if there is any chance oi' this line becoming a pernianent connection,
that an outside drop be put in.
The City Counci�. Aesolution #76-1968, sent to the
Ai.stxict in regard to Minco property, noted that City request a tem-
porazy connection at this time and when the Sears property develope
eund, �.t is feasible to disconnect this Minco connection and hookup to
�'he liae serving sears, then the City would do so, otherwiBe the
Miaeo connection would be requested to be a permanent connection.
Karl Schurr of Minco feela that they can put in ett►
aataide drop to the NSSSD manhole at this ti� as there might be 1�
chat�ce of this being a permanent connection. It will be considet'ably
moxe expensive to put in an outside manhole at a later date and tbey
ehould not be assessed for any lateral charge in the future.
I feel that this is a reasonable request ae they irould
actually be spending more money than what would have beea their
no�nal lateral as shown on the attached sheet.

S(JBURBAN SANITARY SEWER DISTRICT SEWER USE AGREEMENT
WH�REAS, the City of Fridley and the North Suburban
Sa�li�axy Sewer District entered into a general sewer use
a�x�em���, conditioned, modified and limited by a supplementary
�g�'��m�nt dated the 8th day of January, 1964 and
WHEREAS, there is an industrial building under
cp��txuetion by Minco Products, Incorporated on Lot S,
�lock 4, Commerce Park and they are in immediate need of
�anitary sewer outlet,
WHEREAS, the City at this time does not know the
�ype o� development and buildings which will be constructed
on Pa7reel 5400 and Parcel 6000 South of 73rd Avenue Northeast

WHEREAS, it might be advisable to connect Minco
Prtaciucts, Incorporated properties and Sears Roebuck and
Company� properties by a lateral and make a permanent connection
