I. Univexsity Avenue East Service Road: The bid construction cost of this street was $57,074.02 (see page �) as compared to $40,SOO.DO construction cost (4�,600.00 improvement cost) figures given at the Notice of H�aring. 2. 69th Avenue Crossaver: There wers twa plans (shown on pages 5 and 6) presented t�a '�ho Council in regard to the access to Ice Arenet #rom Una.ve�csity Avenue. The City Council indicated that they �.�ked P1an #2 and reauested us to approach County and State Highway Department in regard to the cost participation. To date the response we have from these two bodies is that state is not willing to participate in the cost at all and the Gounty is willing to participate in the amount oi �S,OOQ.00 construction cost ($6,250.00 improvement cost) leaving $15,000.00 construction cost ($18,750.00 improvement cost) which City would have to pay if the Council wishes to follow this plan. ' Under this plan, we would have to put in the West connector road and the cost of which is $3,054.00 construction cost ($3,817.00 improvement cost), � � A. Under Plan #2, we would like to know how City Council wishes to pay for this. Is it going to be assossed or taken out of some other fund. C. Under Plan #1 we have to get approval from the Highway Department for re-locating the legal access to University Avenue and they indicate that this is going to take a long time by the legal department before it can be com- pleted. If this is so, it will mean that we could not complete all this revamping of 69th in this constructipn season and as the Arena is going to be opened in early part of spring and to provide access from 69th would mean that we would have to put some kind of temporary road in the meantime before the permanent construction is completed. This would be additional to the cost indicated above. 71st Avenue: We have met with the County twice in regard to this road and their feeling is that they do not wish to discuss participation until the acquisition of the property from Minnesota Txansfer Railway is completed. Our problem is that this is part of the contract let and the contractor is anxious to work in this area because some of the excess materials from other streets was planned to be used up by this street. The contractor definitely wan'�s an answer from the City in regard to this street by Tuesday, July 30, 1968 so that he can know whether this street is going to be improved under this contract so that he can schedule his work accordingly, or if it is going to be eliminated from the contract. If the construction of 71st Avenue is going to be deleted, the construction cost of the street in future probable would increase. 'There have been discussions that maybe the City could use the Arena's parking lot and provide access to their garage. There are two ways of hooking up Minco property sewer Ca the North Suburban Sanitary Sewer District; one is an inaide drop to the �nanhole and the other is an outside drop. NSSSD insists that if there is any chance oi' this line becoming a pernianent connection, that an outside drop be put in. The City Counci�. Aesolution #76-1968, sent to the Ai.stxict in regard to Minco property, noted that City request a tem- porazy connection at this time and when the Sears property develope eund, �.t is feasible to disconnect this Minco connection and hookup to �'he liae serving sears, then the City would do so, otherwiBe the Miaeo connection would be requested to be a permanent connection. Karl Schurr of Minco feela that they can put in ett► aataide drop to the NSSSD manhole at this ti� as there might be 1� chat�ce of this being a permanent connection. It will be considet'ably moxe expensive to put in an outside manhole at a later date and tbey ehould not be assessed for any lateral charge in the future.
