Mr. Pikul replied that at the time his company took on the assiqn- ment, they had no idea how long it would take, althouqh h. said that he had had experience in related facets, he had never done this type of job specifically. Pikul said that he felt that the phrase "replacem�ent income" was unfortunate and that the meaning he was try ing to shaw would be "replacement money". If there was no other avenue to take and if everything pointed to private enterprise, the City would need all the revenue it could get. He said he felt that these invest- ments once converted into cash would be available to be used under these circumstances. He said that the sales tax revenues may have been on the optimistic side. He said that he had had ex- perience in Maryland and the District of Columbia and it did shvw a lag between the sales tax rebates and subsequent reduction of personal property tax revenues and he felt this lag was of such substance that the City would benefit immediately from the sales tax revenue. He said that he took the iigures from the State Auditor as a starting poini. He said that in retrospect, it seems, people are wiser. ��#4. on page 45 you state ' a single 100 unit hotel would provide openings for 65 to 75 persons, and a payroll of $275,000 to $300,000. A single fine restaurant would pro- vide about half this payroll and numb�r of jobs'. If my calculations are correct - this figures out to about $100 per month for 75 employees. Can you explain this?" Mr. Pikul said that on Page 61 he shaws an estimated house profit for several different operations. He said that it was his understanding at i:he time, although there is a discrepancy, that this was a net change apparently where there was an offsetting figure, He said that apparently this is not the case and he said that he regretted it. He said it seemed that the trend was for munici- palities departing from this type of operation. "#6. On promotional discounts, what percentage of the total net profit should this be? For instance, in 1967 our Mun- icipal operation netted $18C�,000, and I would like to kna,u, on a private and municipal basis, what percentage would be a good percentage of total net: profit." Mr. Pikul said that he ciid not understand what Councilman Liebl meant by promotional discount, and that he did not knaw. He said that the City's operation is so completely different from private operations as there is an entirely different ratio between food and beverage. He said that atf sale seemed to be better operated by municipal operations and on sale better operated by private parties. Councilman Liebl pointed out that in 1967 the City was making � 22;/, for a total of $40,652.00 promotional discount from the $180,000� and this is net profit. � Mr. Pikul said that he had talked t,o the i�ayor of Richfield and it seemed to him that one of the problems Fridley has is in- adequate storage and that perhaps more could be made by the City with more storage room and a l�rger inventory. He said that he did not go deeply into the operation of our municipal liquor stores. Councilman Liebl said thank you to Mr. Pikul for coming to the Meeting, and that he bore no personal animosity tavard him, but that he just wanted some answers. Councilman Harris asked what the out oi pocket expenses entailed. Mr. Pikul said that it was for the extra copies, extra typing, and collating of the report. Councilman Sheridan said tha he was the da.ssenting member of the Council i,xi going into t,his contract and has perhaps been harsh in demanding that the consultant appear before the Council. He said that �e felt very strongly that any consultant should be available to present his case and answer questions. He asked if it was not the practice of the firm to correspond in letter form with the other party involved. Mr. , Pikul said that he had talked w ith Mayor Kirkham several times, but he did not knaw what was happening here. As far as meetinq with the Council, he said that he did meet with the Mayor's ' Evaluation Committee and assumed that they wauld forward the in- formation on to the Council. Councilman Liebl asked if the Com�tr ittee had asked him to be present. Mr. Pikul said yes and that , usually payment is made at the time of submission of a report. He said that there was no bitterness nor hard feelings. Council- mari Liebl asked Mr. Pikul if he had met with any member of the � Council. Mr. Pikul said that he had met with Mayor Kirkham at the time the original contract was made. Mayor Kirkham commentod that th is was done with the authorization of the C ouncil. ' ' Mr. Pikul appologized for the delay with the comment that he did not want to present less than the best report he could, but that he did contact Mayor Kirkham telling him it would be late. Councilman Sheridan said customarily the consultant appears in , person. He said that there were some glaring errors in the report which he felt should be talked about in person. Because of this, he said that he lost faiti-: in the value of the report. ' Mr. Pikul said that he was asked about the errors in the Mayor's Evaluation Committee Meeting, and that they were mathematical errors, which had been checked, but still slipped by. He said � that he was sorry that this happened, but they do happen and should not cast a shadaa on the total report. ORDINANCE #405 - AN ORDINANCE RELATING TO LICENSING AND REGUI�ATING THE USE AND SALE OF INTOXICATING LIQUOR� 8':: CON.�RESSIONALLY CHART�EtED VETERANS ORGANIZATIONS AND TO PROVIDE PENALTIES FOR V�OLATIONS : MOTION by Councilman Liebl to adopt Ordinance #405 on second reading, waive the reading and order publication. REGULAR COUNCIL MEETING OF NOVEMBER 4, 1968 PAGE 6 BFSQS�UTION #169-1968 - A RESOLUTION RATIFYING EXISTING STOP S�GNS AND DELEGATIlJG AUTHORITY TQ LOCATE ADDITIONAL STOP SIGNS: Councilman Harris asked if this is adding or delating any sic�s. T�he City Engineer said no. Councilman Sheridan commented then this Resolution would give the authority to the City Enqineer and the Chief of Police to place new stop signs, as necessary. MOTION by Councilman Harris to ad�pt Resolution #169-1968. Seconded by Councilman Samuelson. Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried unani.mously. Mr. Richard Harris asked about the County Road and Bridge Comm�aittee Meeting, concerning East RiveX Road. Zrhe City Engineer said that they have no set nights for meeting, just on call. The City has sent the Resolution to the County and the Com�aissioners and given them the list of requests. There had been no meeting set up as yet. All the City can do is request, and we have indicated to them that it was urgent. Councilman Sheridan said that he had heard some comments about the Holiday area and felt that there should be some stop signs there. Coming out of Holiday, he has seen people pull onto the street without stopping. Councilman Harris pointed out that that should be Holiday's responsib ility, and that this should be called to their attention. The City Engineer added that there was one stop sign on the list which could come dawn on Mercury Drive, as it was no longer needed. RESOLUTION #170-1968 - A RESOLUTION TO ADVERTISE FOR BIDS: PARK GARAGE (METAL BUILDING) INSULATION: A�OTION by Councilman Sheridan to adopt Resolution #170-1968. Seconded by Councilman Harris. Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried unanimously. APPROVAL OF REGISTERED LAND SURVEY, COVENA,rT'1' AND AGREEME�TT WITH GREAT NORTHERN RAILWAY (R.L.S. #68-04): The City Enqineer said that the City Manager, City Attorney, Finance Director and a rnember from the Gre�t Northern Railway, and himself had had two meetings. He said that he would suggest the Council authorizing the City Manager and Mayor Kirkham submitting the agreement and covenant to Great Northern Railway, if the Council approves in essence, for approval by the Railway Company. � RE ULAR COUNCIL MEETING OF NOVEMBER 4 1968 7 G , PAGE � ' Councilman Liebl asked about the test wells. 'Irhe City Engineer said that the blanket agreement covers giving the City permission to drill for wells. Councilman Liebl asked if all the points � brought up before had been taken care of, and are they satis- factory. The Finance Director said they were considered and there were some changes made. There is to be a credit return or money � held i� escrow if future developqAents are made using some of the C3reat Northern Railway utilities. He said that this is covered in Section 3 Paragraph G. He said that it is better naw than it was written before, but not still really to his liking. , Councilman Liebl said that it was brought up before, about what was to be done, if there are future developments on the west � side of East River Road. He said that he felt that this would i.mpede future developments. � Mr. Gibbs, representing the City Attorney, said that the City Attorney had recommended approval of the covenant and agreement. Councilman Liebl asked if this adequately covers protection for � the City and also for the Great Northern Industrial Park. Mr. Robert Brokopp said that he felt that it covers everyth ing. Mr. Glenn Shaw said that the City Attorney felt that if in the event � of future developments, the money could be held in escra�r, but this would benefit the land being developed, rather than Great Northern Railway. , Couneilman Sheridan said that inasmuch as the� are not dedicated streets, what is to be done about egress and ingress. Mr. Shaw � said that there will be no bu�.lding without egress and ingress onto City dedicated streets. This will take place in an orderly manner. The co�enants spells this out well. Councilman Sheridan � said that the City will not go onto private property to put in water, se�wer, or streets until it is dedicated right of way. He felt that it would be simpler to plat the land. Mr. Shaw said ' yes, but then they would lose the fiexi.bility. With this Regi- stered i,and Survey, the land can be divided �nto any size a buyer may desire, and it would not require coming back to the , City requesting vacations of streets, or any other proceedings. Councilman Sheridan asked if they are proposing to put in all the sanitary sewer, water and storm sewer and streets at the � same time. Mr. Shaw said no, only ?.� needed. Councilman Sheri- dan said that they cauld sell a parcel of land of 40 acres or one for 3 acres, and that he did not see that this means anythi�. � Mr. Shaw expl�ined that this would allaw their company to quote exact prices �o prospective buyers on specific pieces of land, and would eliminate coming back to the City for other requests for � approval of plats. Councilman Sheridan said he could not see any problems with platting, and when additions were required, they would be Addition #1, Addition #2, Addition #3 as is done with other platting. Mr. Brokopp said that they preferred the Registered Land Survey. Councilman Sheridan said that he did not agree with this procedure, as it did not give the City the knaaledge it should have. Mr. Brokopp pointed out that their company could have sold a portion of their land with- out any Registered Land Survey, but that this is the way Great Northern Railway Company wanted to do it. He said that th is is an attempt to get everything done once, to prevent coming back again and again to the Council with requests as things develop in the future. Councilman Harris pointed out that a meets and bounds description would be difficult, but the description under the Registered Land Survey would be much easier. Mr. Robert Bartholick, of Great Northern Railway Company said that the City Attorney had said that the property could not be described by a meets and bounds description. Mr. Gibbs said that he fel� that the City had protection either way. MOTION by Councilman Harris for approval of the covenant and agreement with the Great N�Cthern Railway Company. Seconded by Councilman Samuelson for discussion. Councilman Samuelson question page 4 of the covenant concerning signs, and said that he assumed that the signs would be non- flashing nor rotating. Mr. Shaw said that he did not attempt to regulate this as the City Ordinance would enforce this. He then explained the meaning of the paragraph. He said that he would prefer to leave the covenant as written, as it has . been approved by their Company. Councilman Harris asked about Section E, subsection b regarding opague hedges, and wondered haw 75/ opaqueness could be determined, as this would r�quire a judgment determination, and thought it should be 100%. He also referred to Section D regarding loading docks and maneuvering areas, and felt that that should read 100°,6 opague year around. Mr. Shaw said that th is would be primarily an industrial area rather than a commercial development and he felt that 10096 opaqueness would be excessive. He said that he intended to make this a good heavy industrial area. Councilman Harria said that unless the covenant were to read 100%, it might as well be left out as 50°� did not mean anything, and �here would be the judgment factor. He quoted that the emission of smoke shall not be of a density greater than No. 2 on the Ringelmann Chart. Councilman Samuelson asked what if in the future another new and better standard is used. He said that he felt that there should be added "No. 2 on the Ringelmann Chart or it's equiva- lent." Councilman Samuelson brought up Section 2, building sites, and asked if there was no provision for mawing or maintenance of long narraw strips of right of way land. Mr. Shaw said that this is covered in the agreement, where it says that the Railway Company shall maintain 40' strips adjacent to building sites. He said that this is in Section 2, Paragraph A of the agreement. CONSIDERATION OF A SIGN PERMIT FOR MINNIE P�ARL CHICKEN ON UNIVERSITY AVENUE N.E: The Council studied the plans for the requested sign. Councilman Sheridan suggested that the top section of the sign be removed. Councilman Sheridan questioned whether the bottom section should be removed also, so that there would be 14' underneath for visibility at the corner, but this was just a small inset on the sign. The Council discussed Item 56 on the sign plans and stated that this would have to be eliminated also as it was the control for all the flashers around the sign, and there can be no flashers as there is a residential area behind the drive-in. MOTION by Harris, seconded by Samuelson, to approve the �fgn permit for Minnie Pearl with the stipulations that the top section of the sign, which is a portrait of Minnie Pearl, be removed; that Item 56, which is a four point flasher on the plan submitted be eliminated; and that anything else that would be rotating or flashing be removed. The total height of the sign shall be no higher than 22� feet to the top of the sign. Upon a voice vote, there being no nays, the motion carried unanimously. BRUNSELL ' First Reading: Novenwer 18, 1968 Second Reading: �ublish: PUBLIC WORKS DEPARTMENT CITY OF FRIDLEY November 15, 1968 RE: STORM SEti�TER ON 75TH BETWEEN CENTRAL AVENUE AND STINSON BOULEVARD On 75th Avenue between Central Avenue and Stinson Boulevard, we have a 36 inch storm sewer that was put in, in 1961. This line has been a very costly storm line. I believe the City has spent the better part of $10,000.00 in repairs on the line and repair of the street. This is an open-joint lay, and I believe we will have to caulk�and use water plug cement in every joint all the way from Stinson Boulevard to Central Avenue. There are about 2,500 feet to be repaired and it will cost approximately $11,000.00 to $12,000.00, plus the cost of street repairs which will run approximately $1,500.00. Z'he work will take about 60 days to complete. We will need an emergency appropria- tion for this work. All the work we have done is for naught, as the leaks keep moving and showing up someplace else in the line. We could make a seal from the outside by soil solidification methad. This could cost $30,000.00 or more; and in some spots, we may have to go to this method of sealing. I do think that outside sealing would be a more sure way of sealing, but very costly. I think if we seal every joint, and there are 300 of them, our trouble will be over. This means that the design and purpose of this storm sewer which is to drain this area will be defeated, if and when all joints are sealed; but I believe this is the only way in which we can keep and save our street. Comstock and Davis, Consulting Engineers, made a study of this back in 1966, and did recommend and seal some spots with water plug -- from the inside. BUILDING STANDARDS - DESIGN CONTROL SUgCOMMITTEE MEETING MINUTES, JANUARY 16, 1968: � 1. CONSIDERATION OF MURPHY OIL STATION AT EAST RIVER ROAD AND MISSISSIPPI ST: The City Engineer explained that this property was on the southeast corner of Mississippi Street and East River Road, and showed the Council a plan of the property being purchased. He said that the City has been working with the Murphy Oil Corporation consider�.ttg the future plans for the intersection. He said they are willing to dedicate an area to the City for a right-of-way for the future improvement of the Mississippi Street and East River Road intersection. He said that in discussions that have been held, Murphy Oil Corporation has been advised that it may be advisable for them to acquire property on the south side of their property because of Limited space for parking. Mr. H. J. Lundberg, real estate representative for Murphy Oil Corpo=ation, said they had done nothing on this, as they were waiting to see what develops and what square footage will remain. The City Eng�iaeer said that the Murphy Oil Company wants to set up a station so double access can be provided, which will not leave enough parking spaces under the code. Mr. Lundberg said that they will have about 8 parking spaces, and the zoning only goes to the back portion of their property. Councilman Harris said that the Council could take into consideration that the land dedication is in lieu of parking, and the companp can acquire more land if they find more parking space is needed to run their business effectively. 1 REGULAR COUNCIL MEETING, FEBRUARY 5, 1968 r Councilman Liebl asked the representative if he had been present at the Sub- � committee's meeting and had agreed with the fence, and rear wall being painted. Mr. Lundberg said he had be.en present at the meeting and there would be no problem with any of the stipulations. � Councilman Samuelson read stipulation "G" which stated that the Certificate of Occupancy was to be subject to the approval of a landscaping plan, and � said that this should be changed, so that the landscaping plan is made a part of the building permit and the Certificate of Occupancy be subject to the completion of the landscaping. Councilman Harrfs said that the company has worked with the Council and he did not feel they should be asked to limit the size of their building. Councilman Samuelson said that there were residents on the east and south and he asked if they were in accord. Councilman Liebl said that the company has agreed to screening. There was a discussion about whether the residents next to the station would prefer an 8 foot fence at the corner in lieu of the 6 foot fence. Mr. Lundberg said that they would agree with this if the people preferred it. The Council agreed to change stipulation "B" in the Subcommittee Minutes to require a 15 foot setback rather than a 25 foot setback as stated, and requested that the Administration ask the neighboring property owners which size fence they preferred. MOTION by Councilman Liebl to change provision "B" to require a 15 foot set- back from the property lines; to change provision "G" to require that the landscaping-plan become part of the Building Permit, and the Certificate of Occupancy be bubject to the completion of the landscaping; to request the Administration ask the neighboring property owners which size fence they prefer; and to concur with the Building Standards-Design Control minutes and approve the Murphy Oil Station plans subject to the provisions listed in their minutes as revised. He said the purpose is to get the activity inside rather than to add more parking spaces, and suggested they be granted a waiver if , the ordinance calls for more parking spaces. The City Attorney said the Council can grant a waiver. �� PAGE 6 The City Engineer said that the City is putting in sidewalks up to 2nd � Street and the Murphy Oil Corporation is willing to put in sidewalks around their service station. He asked if the City was going to acquire the right- of-way from the company up to the sidewalks, or will the sidewalks be on � the right-of-way. He said that, for example, Target's sidewalks were on their own property and they had constructed them, and the City owns the sidewalks on Mississippi Street. Mayor Kirkham felt the sidewalks should � be on the right-of-way so that the City will control the sidewalks. The City Engineer said they would work under the premise that the City will acquire the right-bf-way up to the station's proposed cuXb line, and - Murphy Oil Corporation will install the sidewalk, but it will be on 1 City property. Lunc�erg, representative of the I�Durphy oil Corp. said that the question relative to this piece of property really lies in the fa�t that at the time the option was taken, there were al- ready plans afoot to upgrade the intersection of 8ast River Road and Mississippi Street. He said that he did not think it was a question of bad faith, more a matter of poor com�aunication. In the first preliminary drawings of the intersection, the plan actually had very little affect on Mr. Gertzen's property, and that in the ensuing months it was hard for the City or County to give concrete answers as the plan was not completed. It was recommended to them that they obtain a Special Use Permit using the plan they had in an effort to ascertain just hvw this property could be used, wh ich is what they did. The layout that was approved was contingent on the reduction of the land area, and the consequent reduction of 4 driveways dawn to 2. He explained that his function was not to give answers, but to refer the information back to the main oifice, where the Murphy Oil Company, being a corporation made the determination that the plan was not feasible, with the square footage left, so it was felt that they had no alternative but to turn dawn the option. Councilman Harris said he felt that we had qone over the plan piece by piece and point by point at the previous meeting, and the Council was left with the feeling that Mr, Lundbesg concurred. He pointed out to Mr. Lundberg that the origtnal plan was in conflict with the ordinances and could not expect approval. Mr. Lundberg then shawed the map that was the result of the dis- cussions with the Planning Commission aryd the City Sngineer, that included what he relt were harmful compromises. �I'he City Sngi.neer explained that the original plan was never seen by the Council, and that through numerous discussions, the new plan evolved. Mr. Marxen was present and stated he had no further remarks unless someone had questions. Mrs. Earl Follmuth, 1621 Onondaga; Asked if McKinley would be going directly across from Onondaga down through H-2, and if so, where would it be going through. Chairman Erickson explained there were no plans for the extension of McKinley at this time. � Mr. Marxen explained that he will build his own house on Lot 2 arid sell Lot 1, and the street in the center of the plat was dedicated to the City prior to the time be bought the property. J. R. Doyle, 1651 Onondaga: He asked if this property was going to be developed in a piecemeal pattern. � Mr. Erickson said there is an overall plan which includes purchasing additional land in the future from abutting lots when the present owners are interested in developing their property, since there is no sewer or water available to the back lots. The Planning Commission and the Subcommittee have not allowed him to construct more than his own house and one other structure. There is no plan for changing the zoning or McKinley Street going through. Mr. Doyle said they were right across the street from the proposed lot split. His only concern was the overall picture, what the area would be like upon completion. He said he could not see any objections offhand to the split of the two lots, but he was wondering about the other properties behind and along Onondaga a.nd if the City has an.y plans to break these up into lots and plat. It was explained by Chairman Erickson that to his knowledge, he thought the Subcommittee could give a bettor answer, but it appeared there is a probable extension of a street in the middle of the plot between County Road H-2 and Onondaga. As far as the Subdivisio.n, there has been no request and the City does not attempt to force the division of land. All they really have in this plat is a division of 132 feet on Onon.daga. Mr. Myhra said the Subcommittee has spent a lot of time.on the question that has been raised. It is necessary to consider access before the lots can be developed. There has o.nly been an attempt on the part of the petitioner to get a buildable site on Onondaga and there has been no proposal for rezoning. The . Subcommittee felt that under the circumstances, they could approve the lot.split. Chairman Erickso.n added that by looking at the reproduction of the half section map, a pattern is developing and in the future, the Pla.nning Commission will attempt to force compliance with the pattern as developed. Mr. Doyle noted the two lots are 66 foot lots and asked if they will be the only two lots that will be of this si.ze. Chairman Erickson said he did not believe you can say that these are necessarily the only two 66 foot lots as .circumstance will indicate the size of the lot. • � � Planning Commission Meeting-November 14, 1968 Page 3 Mr. Myhra explained that the situatio.n here is one where the petitioner had a strip of land that was too much for the assessments he was carrying, and on the division, the minimum width which the City has established was not reached, however, he does meet the minimum lot area requirement. Rezone from M-2 to C-2S. Chairman Erickso.n read the notice of public hearing. Mr. Peter Lindberg and NIr. Robert Schroer were present. It was explained that this request is for the retail sales for Bob's Produce Ranch now located at Mis�issippi and Ea.st River Road. The plans for the buildings a� the new site have been before the Building Standards-Design Control. Chairman Erickson reviewed the time when Hwy. ,�47 went through, it cut off access for the whole property and no servi:ce road was provided. The thought was, if this type of thing, or anything goes in, there should be a loopback. There was further discussion of the road problem and Bob Schroer said they plan to put in a service road. Mr. Myhra suggested possible crossovers.and loopback would be to his advantage. This item is tabled in the Building Standards-Design Control until the rezoning is resolved. Mr. Schroer produced his plans which were studied. It was noted that the Produce Ra.nch would not encompass the.whole property, and that the rezoning would go 1600 feet. The drainage ditch was also discussed. The Chairman said the platting ordinance is a division of property under 22 acres. Mr. Myhra asked for a discussion of the matter of spot zoning along the Highway. He thought this was a little different than the usual spot zoning from residential to commercial. Industrial to commercial is different. It was agreed by Mr. Fitzpatrick that thi� is something they should take cog.nizance of, but it is going in the right directio.n. A set of 3 separate plans had been given the Commission to study. These were listed as Scheme A, B a.nd C. The merits of each plan were discussed with Mr. Murphy by the Commission a.nd City Manager �nkrum. Mr. Murphy was asked if he could prepare another map incorporating a couple of the plans. Chairman Erickson asked Mr. Murphy to prepare a map combining Scheme A and C as he would like to see the Commission presented with the other alternatives and th�n they can make a decision at that point. y`�Chaixman Erickson also felt that the� public should hav.e a look at all the alternatives before the Pla.nning Commission makes an,y final recommendations. The Commission set December 5, 1968 at 7:30 for a special meeting to discuss the new pla.ns. Mr. Murphy was informed that he need not be present for this meeting, and would be notified when �e should appear. Mr. Murphy agreed to this saying he would have the plans ready for the Planning Commission meeting of December 5, 1968. Darrel Clark, Engineeri.ng Assista.nt, forwarded a memo to the City Attorney aski.ng for a statement replyi.ng to the City of Minneapolis. Their letter asked for comments i.n respect to the Minneapolis Water Treatment Plant expansion in co.njunction with Fridley's comprehensive plan. Inasmuch as the City of Fridley has made an agreement with N.S.S.S.D, and is using their facilities, it would be a financial burden to the City of Fridley if Minneapolis used this property for their proposed expansion. MOTION by Myhra, seco.nded by Fitzpatrick, that the Planning Commission present the following resolution to Council: Although the Minneapolis Water Works expansion proposal may fall within the permitted Heavy Industrial uses of the area involved as it is presently zoned, it is apparent that the proposal conflicts with the intended use of the site by the NSSSD for its now legalized sewage disposal plant. Since the City of Fridley and the NSSSD have previously desig:ned their system to utilize a pla.nt at this site; and since a portion of the plan has been implemented at considerable costs to the City and the NSSSD�; and since the City of Fridley is a member of NSSSD, with membership on its Board of Directors, it would seem that it must side with the NSSSD a.nd oppose a.ny expansion of the Minneapolis Water Works, which would deprive the NSSSD of it planned, and much needed, plant site. Therefore, I hereby move that the Planning Commissio.n recommend to the Council of the City of Fridley that it strongly oppose the action of the Cit.y of Minneapolis and its proposed expansion of the Water Works for such time as the NSSSD needs the sit.e for its own purposes. The City � Manager suggeste.d the Commissio.n review the zo.ning orai.nance as it is, and si.nce he felt it was much bett er than �what we now have. �If it is a good. �� workable ordi.nance, a.nd the suggested changes are made, the.n it will be possible to go back and review it. It seems, he said, the choice is to make a large improveme.nt now, or to wait an indefinite period of time for a completely revised ordinance. Mr. Myhra asked if they would be ahead to adopt it and attempt to change or would it pay to go through it a little more carefully at this time. The Commission felt they would approach the proposed zoning ordinance by quickly checking it through, so they would be prepared to discuss the salient points at the special meeting of December 5, 1968. 8.
