The City inc,ineer said that �he Council was provzded with a report
aboul: a month ago. fIe said that L-here are about 24 miles in the
City which are still substandard, of whicn 17 miles are P& H
streets and '7 miles are dirt streets. Yn the past 4 years the
�ity has been improving che P& H streets at about 1 3/4 miles
per y2ar by petiL-ion by the people. I£ the same rate is main^
Eained, a11 the streets oaould be improved in 10 years. He
explained that if street,s are done in a block-type area, a be�ter
price could be achi�ved, Ii the overall plan is known ahead ot
time, ic would also be possable to let bids in the winter, when
probably the bid prices would be lower, also ii it was knawn
ahead o� time, not as much money would be spent on maintenance,
ii the street is to 7�e imprnved within the next year. ri'here would
L-hen ne the advantage oL being a�le to tell the peaple when they
call, when their street would be improved. It might also be
possible chat the people vaould liYe to cet their streets improaed
beiore che schedule speciizes, ii the prices are good. A�ter
the street is improved, the program calls L-or a schedule of seal
coatYn, to maintaln the streets in good condition. He said that �
he would suggest a serias of informal hearings to explain to
the people this over-all p1an.

���he City Engzneer explained ihat this line would be moved =rom
Main Street and University Avenue to the east side of the rail-
road tracks and running parallel to L-he tracks. He said that
they would be single wooden poles like there is on Unaversity
Avenue now. He said that i= the Council agrees with this, NSP
will go to the railroad Eor their approval. He said that there
were some minor changes rnade in the southwest corner to run the
line along I. 69� wh�ch is di=ferent rrom their original plan
discussed, but that the over-all plan was good.

The City Engineer said that this is a 30' road which r_un� k�eiw�en
the Skywood Mall Shoppiny Center and l.oberc Iiall`s and carries
a lo� oi trafiic. The problem is that clierc is not enough
parking space provided by the apartment house owner. There is
a lz parking space per unit required, but they may be being used
by boats and trailers etc. Councilman P.heriaan suggested th�
poss�.bility af having 2 hour parking between certain hours, but
that there cannot be 24 hour parking as clzis is against the Ci-cy's
ordinance.

Lincoln Street which has private residences on it, and th ere caas

Court area, and he would agree that it would seem that thexe

suggested passing the resolutzon, axtd the problem of assessments

to see this improvement go in, as the peoy�le on Skywood Court
need this improvement, but that his main concern is that of
determining the benefitting property. I3e said that in this
case, as the eZevation drops, the benefits would ch ange. Mr.
T��alburg said that there is an unsightly hill chat Mr. Mewhorter,
the developer, has �een caking dirt irom, and wondered what
}cind oP controls are io be imposed on him. Councilman Haxris

A visitar said that he also wanted this project to go in. He
said that the storm sewer in Skywood Lane where xt is placed
right now does no good as there is a small berm, wha.ch does not
sto� �he water so that at can go into the catch basin. The
City �ngineer said that he was aware oP the �roblems and that
i1- the resolution was passed, his Departmenc would prepare the
iznal plans, which wnuld include eleminating this problem,
ainang others, He explained that i£ the Council decides that this
impr��ement should go in, it could-possibly be placed onto the
e�cisting contract the Ciiy now has with a contractor. CounciI.man
?iarris aclded that this would be to the property owners benefit,
as L-he priceJ receivec� this year are good. Councilman Sheridan
expla�ned �a the audience that thas is anly a possibility, as
ti�e City can only adcl on 20;� onto the contract which was awarded
at bidding time.
