NOW THEREFORE, the City of Fridley does ordain: i 1. An emergency exists as contemplated by Section 3.06 and 6.06 of the City Charter of the City of Fridley. 2. That the bidcling requirements of Section 6.06 of the City Charter are hereby waived because o£ the emergency; that the . Mr. Qureshi suggested that the new siren could be installed on the hose tower. This is entirely passible but ( want to point out that thc warnt�g system siren wouid have to bc on top of the tower and not inside th� �nclosure. The reason for this is tha� the warning system siren has a long horn that revolves in a 360 ci rcle�. . BE IT RESOLVED� by the Council of th� �ity of Fridley as folloWS: SECTION 1: That the Council of the City of Fridley heretofore received from the City Manager a pro�osed budget of the City of Fridley far the year of 1970 which proposed budget when examined evidenced the necessity of an adc�itional tax levy in excess of the City Charter limits and, accordingly, t�ere was then adopted on the 2nd day of September 1969, a resoluCion declaring the necessity for an additional tax levy and specifyin� the purpose for which such additional tax levy is required. FURTHER, the Council proceeded to hold public hearings pursuant to three (3) weeks published notice in the official newspaper of the Ci*y. rhat such public hearing was heid on the 6*h day of Octoher 19b9, and all persons interested therein were afforded an opportunity to be heard and made objections, if any there be� to the b��dget as then proposed. That after such hearing and after full diacusaion of the contents of the budget and all ob,jecCions thereto the Council further proceeded to correct and amend the budget in such way es was deemed neeeasary by the Council to be in the best interestg of the City; and af ter such corrections and amendments the Council did pass and adopt by Orc�inance on first reading on the 1969, a budget for the �ity of Fridley for the operatian of its business during the year 1970� a copy of wh:ch budget is attached r.eret� for reference purposes as fiXHI BI T "A".
