RES 1969-34 - 00009994.• 0 RESOLUTION NO. 34 -1969 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING ADVERTISEMENT FOR BIDS: STREET IMPROVEMENT PROJECT ST. 1969 -1 and MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1969 -2 WHEREAS, Resolution No. 91 -1968 adopted by the City Council on the 17th day of June, 1968, Resolution No. 106 -1968 adopted by the City Council on the 5th day of August, 1968 and Resolution No. 194 -1968 adopted by the City Council on the 9th day of December, 1968 set the date for hearing on the improvements, as specifically noted in the Notice of Hearing attached hereto for reference as EXHIBIT "A ", and u WHEREAS, all property owners whose property is liable to be assessed with the making of the improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice. WHEREAS, Resolution 7111 -1968, Resolution #145 -1968 and Resolution %13 -1969 adopted by the City Council of the City of Fridley ordered these improvements. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka County, Minnesota, as follows: 1. That the following improvements proposed by Council Resolution No. 106 -1968 and Resolution No. 194 -1968 are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: The improvements as noted under the Construction Item in the Notice of Hearing (in Exhibit "A ") for the following streets: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, water and sanitary sewer services and other facilities located as follows: Polk Street: Lynde Drive to 323.46 Feet South West Service Rd. of T.H. IP65: Railroad Right of Way to 73rd Avenue Skywood Court in Swanstrom's Court Addition Riverview Terrace: Mississippi Place to Mississippi Way Mississippi Way: East River Road to Riverview; Terrace (South of Fridley Park) East Service Rd. of East River Road: Starting from 1,000 feet South of South leg of Interstate #694 Inter- change N.E. to railroad right of way. (Tract ' "J" proposed registered land survey) 66th Avenue: University Service Road East to cul de sac 68th Avenue: Rice Creek Terrace to Washington Street Alden Way: 62nd Way to 200 feet North Jefferson St.: 67th Avenue to 680 feet North Washington St.: 67th Avenue to 500 feet North of 68th Avenue Seventh Street: 67th Avenue to 480 feet North of 68th Avenue Fourth Street: 67th Avenue to Rice Creek Terrace Rice Creek Terrace: Hwy. #47 Service Road to 68th Avenue 62::d Way: : iverview Terrace to East River Read 49 Res. No. 34 -1969 Page 2 St. 1969 -1 and St. 1969 -2 That the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1969 -1 2. That the following improvements proposed by Council Resolutions No. 91 -1968 and No. 194 -1968 are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: The improvements as noted under the Construction Item in the Notice of Hearing (in Exhibit "A ") for the following streets: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, water and sanitary sewer services and other facilities located as follows: Seventh Street: Mississippi Street to 67th Avenue Third Street: 49th Avenue to 53rd Avenue 73rd Avenue: T.H. X665 to Central Avenue That the work involved in said improvements as listed above shall hereafter be designated as: MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT NO. 19 3. The plans and specifications prepared by the City Engineer for such improvements and each of them, pursuant to the Council resolutions heretofore adopted, a copy of which plans and speci- fications'are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 4. The work to be performed under STREET IMPROVEMENT PROJECT ST. 1969 -1 and MUNICIPAL STATE AID PROJECT NO. 1969 -2 shall be per- formed under one contract. The City Manager shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertise- ment shall be published for three (3) weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 11:30 A.M. on the 7th day of April, 1969 in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Cleric, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five per cent (5%) of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST. 1969 -1 and MUNICIPAL STATE AID PROJECT NO. 1969 -2 shall be substantially in form as that noted in Exhibit "B" attached hereto for reference and made a part hereof. Kirkham .- i 50 NOTICE TO BIDDERS Sealed bids will be received and publicly opened by the City of Fridley, Anoka County, Minnesota, at the office of the City Manager, 6431 University Avenue Northeast, Fridley, Minnesota 55421 (Tel. 560 -3450) on the 7th day of April, 1969 at 11:30 A.M., and will be considered by the City Council of the City of Fridley at the regular Council Meeting at 8:00 P.M. on the 7th dat of April, 1969 for the furnishing of work and materials for STREET IMPROVEMENT PROJECT ST. 1969 -1 and MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1969 -2. The street projects are about three and one half (3z) miles long and consists of the following principle items of work and approximate quantities: 30,402 Lin. Ft. Concrete Curb and Gutter 6,075 Ton Bituminous Mix 7,942 Ton Class V Base 28,768 Sq. Yds. 6" Thick Bituminous Stabilized Base 960 Sq. Yds. 4" Thick Bituminous Stabilized Base All in accordance with plans and specifications prepared by Nasim Qureshi, P.E., City Engineer, Fridley City Hall, 6431 University Avenue Northeast, Fridley,Dlinnesota 55421. Telephone: 560 -3450. Plans and specifications may be examined at the office of the City Manager, and copies may be obtained for the Contractor's individual use by applying to the City Engineer and depositing with the City Engineer $25.00 for each set of the two projects. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the bid opening date. Bids must be made on the basis of cash payment for work, and accompanied by a cash deposit, certified check (on a responsible bank in the State of Minnesota) or a bidder's bond made payable without condition to the City of Fridley, Minnesota, in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
