Mr. Schmid called attention to the profile of the buildings, laadacaping and parking, explaining again that thev were trying to "play down" the parking lot as much as poseible pith the use �af berms as a screen. Mr. Myhra recalled that at the last meeting someone mentioned that, at the � present time, there is a problem cancerning the children trying to get over to i� � Flanary Park which is on the North side of Onondaga Street. Further, there vas never a request to put a street through the middle of the lots. The neigh- bors have recentZy received a notice fram the schoolboard that they are going to bus 150 children from that area to �laine. He felt apartmenta would bring in more children and this would aggravate the problem. Chairman Erickson explained the easement through the center of the lota wae put there in caee the people would want to sell off the back part of their lota, but it would not be used if they did not wish to sell. Pertaining to the placing of the apartment buildings on the property, the City does have control through the Building Inepection Department and Building Standards-Design Control Subcom- taittee. Dennia Herbet, 1482 Onondaga Street: He said he was still againet rhe idea of apartments. Gordon Gnasdoskey, 1491 Onondaga Street: He said that he moved in that area to specifically get away from apartm�nts. New homes are still being built there. Mr. Myhra, referring to the Apartment Study the Planning Commission recently com�pleted, eaid that what we have always thought to be true is not necessarily so. People do move out fr4m apsrt�nts and the ratio in older apartments is lower than the n�w oaes. The commenta most heard were basically the mobility of the renters which presenta problems of children coming and going. Mr. Fitzpatrick added that the apartr:ent study ahowed that the oldest apartments in Fri3ley do n�t have more children than the newest ones. Mr. Mittelatadt thanked the people for comir.g again to the Public Hearing, and especially Mr. Hanson who took time off vork to do so. He said he did not like to disagree with the neighbors, but he did feel that the point of contact between single family and multiple is atill the best when developed along the rear lot line rather than a etreet and this plan does achieve this sort of development. If the Planning Commission can provide options for future developing, they are serving the neig::borhood and com�unity in proper fashion. Councilman Liebl said that concerning Main Street, the industry on the west side has no objections to the improvement, but the residents on the east side have been vigorously objecting. He said that he felt that the parking problems should be solved before the street improvement qoes in. Councilman Harris said that he felt that if the improvement is already ordered in, the City could go before the County and speak in stronger terms. Council- man Liebl said that he did not want parking on the street. Councilman Harris replied that if Main Street is taken over as a county road, they will place certain restrictions on the street. Mayor Kirkham wondered if the apartment house owners should not be approached on their parking problems as he felt that it w�ould be a shame to wait another yeaz. Councilman Samuelson pointed out that the City does have a Tagging Ordinance for taqging parked cars, and if enforced along Main Street, with renters getting tickets, they will brinq pressure on the apartment house owners. � MOTION by Councilman Harris to table this resolution �o the Regular Council Meeting of September 15, 1969. REZONING REQUEST BY GEORGE BALTHAZOR, ZOA #69-10: Lot 3, Subdivision #10, Auditor's Subdivision #94. Rezone from R-1 to R-3A. Councilman Sheridan reported that he had spoken to Mr. and Mrs. Balthazor and the Council concerning this request and, speaking for himself, he felt that the rezoning request should be denied. However, if the Council concurs, he would suggest a solution for Mr. Balthazor. Mr. Balthazor is partially retired now, and will be fully retired December, 1970. With full retirement, he could receive a better tax break for disposing of his property. In the meantime, he suggested granting an occupancy permit for the lower level to run through December 31, 1970. Mayor Kirkham and Councilman Samuelson concurred with this suggestion.
