This amount was expended for the repair of storm sewer on 73rd Avenue in connection with the ST. 1969-2 Street Improvement Project. It is hereby detennined to levy special assessments against benefited property by reason of the making of Street Improvement Project No. ST. 1970-1 and ST. 1970-2 and to levy ad valorem taxes, if necessary, to produce sums at least 5% in excess of the amounts sufficient to pay principal and interest when due on said temporary impravement b�nds and on any definitive bonds to be issued as herein provided, such special assessments to be placed on the tax rolls at such time when said improvement projects have been cozupleted or the total cost thereof has been determined. SEC. 8. The bonds issued hereunder shall be payable for Street Improvement _Pro.iect No. ST. 1970-1 and ST. 1970-2 which is hereby created, The Treasurer shall cause all monies received fram the proceeds of said bonds, all tnonies appropriated and transferred from other funds and all special assessments for the improvements provided that if any payment of principal or interest ahall 1' . become due when there is not sufficient money in said fund to pay the same, the I' , , , , i � � � Treasurer shall pay such principal or�interest from the general fund of the City and such fund shall be reimbursed for such advances out of monies to be credited to said fund when said monies are collected. It is further provided that should it appear at any time that the monles credited to said fund and provided for the payment of principal or interest on the bonds when the sums become due are not sufficient to pay the same, that then,the City shall. issue further definitive improvement bonds as authorized and pxov�ded in accordance with Minnesota Statutes, Sec. 429.091, Chapter 475, and that the .� process of sai�d further definitive bonds shall be first used to pay the principal and interest as is then due and to redeem the temporary bonds issued thereunder. n � . ��. The City hereby covenants and agrees that it will do and perform, as soon as they can be done, all acts and things necessary for the final and valid levy of such special assessments, and in the event that any such assessments be at any time held invalid with respect to any lot, piece or parcel of land, due to aay error, defect or irregularity, or in any action or proceeding taken or to be taken by the Council or any of the City Officers or employees, either in the making of such assessment or in the performance of any condition precedent thereto, the City and this Council will forthwith do all such further proceediage as may be required by law to make such assessments valid and binding liens againEt such property, and also shali take such further proceedings as may be required by law to pravide monies for the payment of principal and interest as the same fall due on the bonds issued hereunder and to provide for the redemption of the 88IDe. It is hereby determined that the collection of special asaes�nents and the proceeds of monies appropriated and transferred from other funds is and will be in an amount of at least five per cent (5�) in excese of the amount required to pay the principal of and the interest on said bonds when due and that no ad valorem tax levy is accordingly required. The City Charter provides that the City Manager can appoint employees with the consent and approval of the City Council, and as such, no one except the Council can approve a non-temporary,,permanent employee. 2. To ensure the spirit of the Charter is maintained, temporary employees shall be advised that they are employees on a temporary basis. Each temporary employee shall be required to sign the form attached hereto as Enclosure No. 1, indicating he understands that he is considered a temporary employee and is not eligible for PERA, longevity or steps, vacation or holiday time. A temporary employee shall not be retained longer than a period of nine months, unless a full time vacancy is authorized by the City Council. Employees who desire to fill a full time, permanent employee position, but desire to retain a temporary employee status, shall be required to sign a statement of understanding to this effect. See form attached as Enclosure No. 2. 3. All new employees are on a six month trial basis and shall be advised of � such when interviewed. Additionally the potential new employee shall be advised that his appointment is not final until approved by the City Council, and that if he quits a job to accept one with the City of Fridley, his hiring is still con- � tingent on final Council approval. Upon successful completion of six month trial of employment, date of permanent employment shall be retroactive to date of Council approval of employee hiring. ' � S 4. The above is not applicable to temporary help hired for work on a continuous basis with the Liquor Department. Their status shall remain temporary, unless permanent positions are created and approved by Council action and employee is hired to fill such position. In the instance of any City temporary employee, date of permanent employment shall be the date he is approved as a permanent employee, sub- ject to successful completion of the six months probationary period.
