Wexe read by Chairman Erickson. Mr. R. D. Blohm, 1605 Berne Road, askd if the members of the Planning Commiasion had seen some of the buildinga Viewcon had conetructed. The Chairman informed the public that at the last meeting there ws an invitation extended to the Planning Commission, Council and the public to view their project at Twin Lakes. Mr. Harris said that Mr. Schmedeke, Darrel Clark, Mr. Breider aad he had a conducted tour through the project. Mr. Minish and Chaitman Erlcksoa had also viewed them. Une of the differences betWeen a townhouse aad towahouee- apartment is that eseh apartment is a one floor unit from front to back. The tawnhouae-apartment consists of two six unit buildinge connected. Mr. C. E. Van Eeckhout (Chuck) of Vievcon, Inc. gaid thy intnd to build the same plan in Fridley with slight modifications to accomodate siagle faiaily concept. For example, they would put petitions between the gaTages aad ake them larger, wlth a hallway so that the garagea can be locked tsom the insid and outaide. There are some interior 2ayout changes to be made, but the baiC coneept is the same. There will be a larger dining and kitchen area. Mre. Doyle Mullin, 1233 Hathaway Lane wanted to knaw if it were out oi , ordar to sk for a quick explanation of the plan ae it pertains to traffic, dtw ity and zoniag inasmuch ae this was her first seeting. Chairaaa Erckaoq reviewed the Vieircon layout. , i ' , , ' Mr. William Dietz, 1280 Hathaway Lane: His question tras la cotljuACti0t1 With a traffic atudy of Hathaway Lane and posaible extension to Msttsshol Dr1ve. According to hia understanding of the proposed plans, there rould bs abaut 2,500 ca=a, and if they follawed the normal course of the trffic p$ttt'n, they Would be ueing HathaWay Lane to get out to Highway 65. Ae deiaitely felt that the condition of the street was not conducive to this extsa CtafilC. Mr. C..M. Engebretson, 5375 Matterhorn Drive: He aeked ebout the lt1d that wss to be donated for a park by the petitloner. The total acreage Mas 2 acYes and Mr. Fitzpatrick (Chairman of Parke Recreation) said there Wue about the saue amount of tax forfeit land adjacent to this property which the Ci.ty contemplated purchasing. Mrs. Mullin wae oppoaed to using the land for anything except R-l. The traffic between the time of 4:30 and 5:00 on Old Central Avenue and Highway 6S ie extreeely heavy naw. She felt the proposed proect would add to the tsaillC problem. She thought thie was a poor plan. There rae then a diacussionof the intereection of Matterhorn Drive and Hathrtay Lane. There would be no problem vith the xater on Matterhora Driw because the watermain was in and the ground was at grade, but Where Matterhou lnteraecta Hathaway, there is a steep grade -- about 10 foot differential aad lOX grade going to Central Avenue which would make it difficult to dslvo Mith Winter ice. Mr. Van Eeckhout aaid there are certain advaatages to closia= flthaWay Lane a far ae Viewcon ia concerned. If the final plat ie approved, s pressntsd this evening, with Hathaway Lane tying up to Matterhorn Drive, aa adjustment 11 PlanniaA Commiasion MeetinA - Auguet 19, 197Q PQe 3 could be maaie later oa to close the etreet by a vacation request. Darrel Clark said that if the atreet were closed, which would autonatically disconnect it from Matterhorn Drive, Hathaway Lane wrould have to be removed fro the State Aid system. If New righton would cooperate, and have the propoeed road which interect with Silver Lake Road designated as State Aid, Fridley could consider designating its portion State Aid also. If Hatharay Lane vere closed, a turn around would have to be considered. A citizen said that when they purchased their property, they checked the whole ares and found it was zoned R-1. 1°tney preaumed it would stay this way. He had not heard of anyone who approved thia plan aad he thqught the Planning Commission would go along with the residenta of the area. Mr. Blohm did not feel this type of area development would beaefit the City of Fridley. As thia is the largest tract left in Fridley to be dsveloped, he felt aerious consideration ahould be given before a decision ie reached. He wondered if the petitioner would be persitted to cone in so'e time in the future and request the R-1 area to be rezoned to multiples. Mr. Van Eeckhout anawered that perhaps such a thing could be, but they had no plans to do so. Mr. Engebreteon asked which area wrould be developed firet. The aneMt waa they would probably start with the aingle family dvellinge. Mr. Miniah wondered if it would not depend upon the selling of the lots whether or not they stmrt with sinl house. e d ti t►p of financing waa available for this pe of pojeet as he would have 6rst concern if the project could not be finished. Mr. Vaa Eeckhout asid they have three fiaaacial source they are coasultl3'+ an insurance company, inveetment company and truat fund. He did aot believ there was the possibility of not finishing the project. He said the coit of eingle family hoaes are going beyond the resch of moat of the peopls. Th 1• a chaage in the hous3ng srket in the direction of the tawahouse-apartsute. They would begin ti project late this fall or early spring and complete !.a three to five yeara. When a sale has been made, the buyer can finance 1nde pendently or use Viewcon facilities. Their method of building uld be, fpr exspls, to construct 100 units, and after selling 75 of them they Mould build the aext 100. Mr. Van Eeckhout added they would petitian for about ona half ot tb t►treeta. Matterhorn Drive and the East/iiest road, upon approval o! the pstitioas. Hs did not think it would make senae to build all the roads at otice. A discuaeion folla+ed regarding poseible anbuildable lots. The aasasNAts !or streets, se++er and water would amount to quite a bit over the vllue ot •oae lota. If the Citq had to take over these lota, the special assett. ould thea be borne by the City. ' ' ' ' ' Pl.annin Commission Meeting - August 191970 Pae 5 He felt there should be some way to preserve the terrain. He referred to the density in the Ttain Lakes concept but said the ratio is much more eotnfortable in the Innsbruck North area. He did not feel he could endorse this proposal. Mr. Harria said he knew that developiz the area in question in the satne matiner as the nnsbuc ax'ea to the Souh ould be economically diff_icult, but ma it sers the tirend is axay from sinle famiiy draellings and this distuxbs him. It would be dif£icult to et someone to coe in and put money in single faniy dwel.in fox the whole area. Also, he felt Chexe was no way in which you could develap this land in single farily dwellings without completely chan&ng th _. landscape and di5turbin it to a paint where yru would not recognize it Ii checked the Vieacon rin Lakes project. He felt the interor o the bulldings was very wel]. cione• The concept was not the co:nmon, ordinary run of the ui.11. type of apaxtrents. There is a very nice large xecreation type of buldi.ng for the use of the reidents. The density in Lhe Irnsbruck Noxth project i.s nearly '-i of what it is in the 1ain Lakes. . Mr. Fitzpatick felt the proposal deserved to be looked at by the Cotnail, and should not be he.d up any longer. Mr. Van Eeckhout sa:id they had worked hard to save as mny trees Ss thy could. The tocnhouse--apartments 4ould be the saue as attached single fuut.ly reidences with 200 feet or more of green area betxeen the buildings. The &inl.e fmily residences will have 15 to' 20 feet betaeen thee. They were cex'tait a lot more trees in the East Hal o the area can be saved than h West where the sinle family homes would be. Mr. Harr.is said he realized that you cannot develop this ground and mak eveybody huppy. Mr Van Eeckhout eras asked whzt was the density he had accepted in other Clties ior the high rise partments. The tygical fiures used were GO-5Q unifis per aere. High rise pabtments occupy only a small pQrcentage of the land; they are more costly tn construct; the return is not as good as that pf a tpwn° house or tosm!:o.se-p~.°nt. The oiinal c:,'nvr os not cr,n tha hih r. building. Viewcon had talked with a large nubr of peogle from the adjacent rea beoxe presenting their plans to the City. As a result of these meet;ins, they hve comproraised their plan and they do not feel they have the time o fight a high rie battle. The Chairman instructed that the minutes ahow the members of the Planning Comnission could not agree. Mr. Van Eeckhout asked that if this meant the property was not being properly developed, they would like to knvw whaz the Planning Commiasion would conaider shuuld be done. They would be very sensitive to any direction, for obviouely there are some objectioas and aome things that the Comaission did nvt feel should be done. They would like to knvw what trey are and they would work with the Commiasion. Mr Miniah said the statement had been made it is not feaaible to develop the property R-l. Why. if the property ie zoaed R-1, ie it not developed that way? [ie felt there has been no facta given ta justify the statement. When the Commission is faced with a decision tc change zoning from R-1 for property ot thie size, a good reaeon ahould be given for devlating fron that. It may be tht in R-1 you can aave only 20X of the trees and in your proposal for totim- house-apartments you can save 40X, but there were no figures to prove it, It wae difficult for him to make a recomnendation that thia proposed plan is the best one. Cha:[rmaa Erickson.told Mr. Van Eeckhout that both the CoaQaission and the public are very appreciative of the work they put into this request. He hAd indieated he felt high riae in that area would be acceptable, t leaet to hitp. A1 the Comniseion can do is pass their "thank you" and the Council will m1ce their decieioa. Mr. Fitzpatrick added the property oner hae the right ta ultimately develqp h1s property profitably, but he did not have any solution. The other proposal that had been made geaersted insurmountable problems of traffic. This ia a psoblem for the cicy in general. The right of the property awner and the rlght of the surrotuiding reidents not to be saddled with a problem seems to be where the 1.tuation slts -- tithout recommendation. MT. Harris eaid, in his opinion, it was not the Viecon plan or the way it waa dvae. It probably goes further back. When every one in that asea bought their hwee it was soaed R-1. They bought property with the idea this Mas oing to be 11 residential. Perhaps this situation is not one of the Planning Co- aiason making. PqTION by Ninish, seconded by Harris, that the Planning Commission recoanend Cottnail hold a hearing on these tr.ro requests at their meeting of September 1d, 19)O even though the Plannirx Commission was unable to make a recomrendation.
