Notice is hereby given that the City Council of the City of
Bridley will meet in the Council Chamber of the City Hall at 7:30 P.M.
on Monday, May i0, 1971 to consider the following matter: .
Coosideration of the Final Plat, P.S. #71-01 by Keith
Haretad being deacribed as that part of Lot 7, Auditor�s
Subdivision No. 22 commencing at a point 100 feet East
from the Northwest corner of said Lot 7, 30 feet South
of the centerline of Rice Creek Road, as a point of
beginning; thence East 200 feet; thence South 435.6
fcet; thence West 200 feet; thence North 435.6 feet to
the point of beginniug; excepting the following described
parcel: The North 240 feet of the East 130 feet of Lot 7,

Mr. Schmedeke explained that the Plats 6 Subdivisions-Streets b Utilities
Subcom�ittee approved the preliminary plat, P.S. �71-01. He continued that there
are three lots facing Stinaon Boulevard and one lot facing Rice Creek Road. The
lots in the center of the preliminary plat were made into one outlot because
they could not be serviced with water and sewer at thi=ovedethe requestitioner

Problems: 1. Was not on original Plot Plan and existing facilities
do not exist�as originally proposed.

2. The area at present leaves very much to be desired. The
effect of this addition is questiona�le.
Summary:
We are presently trying to control service stations from expanding
their functions so as not to be detrimental to the neighboring properties.
In order to be consistent, we should consider the effects of these projects
on future deve�.opment .

pools on Bob's Produce Ranch property. C-2S zoning - Code 45.101, B-3N.
$ob Schroer and Andie Haugen were present.

Bob Schroer explained this request was for the sale of above the ground
swim�aaing pools and a cabana type of building which could be used for a dressing
room or shelter. The cabana on display would be resaleable. The area would
have five pools and the cabana, and is a triangular piece of property located
at the Northeast corner of the loopback on University Avenue. To the North
of this property would be the next request, the Recreation Equipment Sales, Inc.
This area has been leveled off, and will be used for excess parking. There
will. alsq be parking made available inside the rental and sales area. The
camping txailers will be fenced with a Western stockade type of fence across
the £ront and back 30 feet.
Mr. Schroer said the pools are fenced in and cars do not enter the pool
area.
Mr. Schroer said the Company handling the recreational equipment is from
Rosevill�. Mr. Schmedeke said that a company selling used rentals or used
auto trai.lers has to have sanitary facilities with a permanent building. This
is what every dealer has to do. If the City aLlows one person to disregard
this stipulation, he kn�w of one half dbasisoth�•as��deke then re d�from the

The discussion returned to the request for the swimaning pools. Mr. Schroer
said the cabana and almost all the pools would be removed in the fall. He
stated the Green"Giant people have the contract for tOctober3 lstpools and
the contxact stated the area was to be cleaned up by
Mr. Schroer was asked if there would be book work done in the cabana. He
said the sales probably would be written up there, but the final sales trans-
action would be in the main building through the central check out.
� Chai.rman Erickson said the basic question is whether or not the sales of
swimming pools require a special use permit. Peter Herlofsky referred to
Section 45.101, B-3N "--- sporting equipment and like enterprises having its
merchandiae in the open and not under the cover of a display salesroom." and
•sid that was why they felt a special use permit was needed.
Mr. Schmedeke said he had no objection to the pool center providing the
building was not used for an office.
� Mr. Andie Haugen said that on Octobex 31st, Green Giant will decide if the
project �s to be continued. If the decision is not in favor of being continued,
all the equipment will be removed; otherwise most of the pools would be removed
and the cabana could be placed on joist-like skids to move it if it were not
sold. Chai�� �r�Cl�o� �a�d that as long as this i�1 a.temporary status, he
did not see any particular objection having the cab ana for a sales office as
long as ttie stipulation is that it has to be taken out by a specified time.

Mr. Steve 0'Brien explained tY►at Shelter Homes Corporation is a subsidiary
of Shelter Corporation of America, Inc. With him this evening was William
SilveX of the firm of Gingold, Pink Architecture and Gerald Bond of Shelter
Homes. He said that several of the men working with Shelter Homes were for-
merly with Pemtom, and they have brought fresh and unusual ideas for this
type of home.
The home is to be constructed on Target property. The area of the home
is I,230 square feet, and it is a three bedroom L shaped rambler. It would be
put on a post and beam foundation, and is a temporary structure. All rooms
and the second half bath would be finished except the master bedroom. The
reason for the unfinished room is to identify the various walls, the various
steps of eonstruction that the house could be left in. There is a triple garage.
The house might be considered as an office if you can call taking down cash
payments office procedure, but the final closing would be at the main office
at 78th Street and Cedar Avenue.
The location at Target would be easy to find because of the highways.
They could not estimate the volume of people their display would attract, but
they could live with a figure of 30Q a week. Their hvme will be attractively
done and will be landscaped. They have found that the phenomenon of a model
home at a high traffic area is an effective way to advertise. The land they
would be selling to would be located in Zimmerman, Forest Lake, Elk River,
Maple Plain and Chisago City.
Mr. 0'Brien continued that if conditions are favorable, Shelter Homes
would like the arrangement with Target on a permanent basis.
Chairman Erickson said a special use permit requires a public hearing.
This item came in today with another request. Technically, the Planning Com-
mission can't act until there has been a public hearing or unless the adjacent
property owners waive the public hearing. Mr. 0'Brien said that they would
appreciate a decision by the first of June or at least by the fifteenth of
June.
� Referring to ad�vertising, the main purpose is to get the people into the
house and one.that they can afford. There will be no electric sign used for
advertising, but they will use a subtle identification. They figure about
50% of the people come to the display because they are in the area.
MOTION by Minish, seconded by F'itzpatrick, that the Planning Commission
recbmmend to Council approval of the concept subject to the pr�per waiver of
the public hearing, subject to water and sewer hookup approved by the Health
D�epartment of the City for six months duration of the permit and any exten-
sion of time to require a permanent water and sewer hooicup, and to come back
to the Planning Commission i f another permit is requested. Upon a voice
vote, a11 vcting aye, the motion carried unanimously.

I spoke to you Monday regarding the proposed plan of Shelter Homes, a subsidiary
of Shelter Corporation of America, to locate a model home sales center at the
Target Stores si�e in Fridley. Our agreement with Target is based upon usage
of up to fifteen thousand square feet of undeveloped iand between the Target
parking lot and the Embers Restaurant on a six month trial basis.
Oue to the fact Shelter's lease with Target is for a short period of time
pending council approval, we request a special use permit for six months with
the understanding that an extension could be granted provided use was not
determined detrimental, and the lease was renewed.
The model home sales center would consist of one model home and a large attached
' garage. The home would be furnished and landscaped in good taste. The garage
would be �se�' as a sales office. Advertising would direct people from all over
the State of Minnesota and western Wisconsin to the model home center. The
1 majority ofi model home traffic would come from the seven county metro area.
Down payments would be taken at the sales office; however, closings would be
done at our main office in Richfield.

period, we are requesting a deviation to allew no water or sewer hook up. Model
home centers do not characteristically provide rest room facilities and Target
has agreed to allow usage of their facilities for Shelter employees.

A comment was made at the last Council Meeting that the City should get
some comments from the people in the Departsnent before the garage building was
designed. T'he Park and Recreation Director and the Park Foreman did submit their
request to the Manager's office. The Public Works Superintendent also submitted
his report. These requests were then gone over by the City Engineer, myself, and
the people in the Departments. The architect was then called in and the needs
were discussed with the architect.
The architect presented three tentative locations for the addition
on the building. It was finally decided that the main addition would be to the
west of the building, as it would apparently involve the least cost, as we knew
there was �ome bad soil conditions to the north of the present building. The
architect then proceeded to draw preliminary plans. His first cost estimates were
above what we felt the City could take on at this time, and he was asked to cut
down the size of the building to come in at a price range we felt the City could
afford. This was done and these were the plans submitted to the City Council.
The items cut from the original Department request were truck wash racks and a
lunch and restroom. We have a wash rack in the present building. The Public
Works Superintendent and I did not feel we needed another one.
Regarding the lunch room facilities, a portion of the new addition
will have a room that will be separated from the garage area which will be heated
to normal room temperature and will have cement floor, etc. A portion of this
room could be allotted to lunch room space for the Parks Department. There are
adequate restroom facilities in the existing garage for now. The Park Department
could also use the same lunchroom facilities as the Public Works Department if
the lunch periods were staggered. Additional lunch and restroom facilities
probably will be needed at some future date, but at this time we did not feel the
City could take this on.

See attached letter from Patch and Erickson regarding cost of first
pha�e of the garage building. The first phase of the building was the most
expensive as the water, sewer, electrical, etc. had to'be brought into the
building. The present plan for the addition does not contemplate any substantial
expenditure in this area.
Regarding outside improvements, the City did spend $6,882.70 for a
decorative fence for the yard area. The City has plans to blacktop the area
around the gas pumps this summer.
Regarding the overhead crane, '�he existing building roof was not
designed to accommodate this crane. If it w�re put in the new addition it would
be in the wrong location. The City does have a hydraulic crane for lifting
motors etc. The Publ.ic Works Director feels the addition to the garage as now
planned is adequate.

City of Fridley. The program was reviewed and preliminary sketches P-1 and P-2
were reviewed. Mr. Brunsell also explained how the program had been cut back as
illustrated on sheet P-3.
The cost estimate dated April 13, 1971 was also presented. Mr. Patch indicated
the estimate was subject to result of soil tests and requested authority to have
them made. He also explained costs were raising approximately $2/square foot/year,.

The Metropolitan SeMer Diatzict is running 24 hour per day tests

Fridley naming the enqineering firm. The Metropolitan Sewer
Board will pay the costs involved.
The Couacil's action on this would be to approve an

Gentlemen:
Enclosed, please find a copy of a Resolutton adopted
unanimously by our City Council regarding tha recently
announced electric rate increase by Northern States Power
Company.
We do not mean to imply by our Resolution that the announced
rate increase is necassarily unJustifiabia. Howaver, prnsent
statutory autho�ity does not give most municipalities the
kind of authority necessary to properly make such a determination.
Even if the Leglslsture should set up utility rate regulation
on a state-wide basis such as we are wacking for through
the League of Minne�ota M��nicipalitTas, it would probabiy .
take too tong a pertod of timc to set it up for it to be
effective in this particuiar case. Further, the cost of .
such a detailed analysis of this rate increase would impose
a�.heavy burden on mos.t any one of our respective communittes.
Therefore, 1 am suggesting that each community affected��
by this rata inc�ease consider adopting a resolution similar
to ours. Should you adopt such a resolution. 1 would
app�eciate �eceivtn9 a copy of your rasolution.
Should suffic.ient interest be indicated in pursuing such a
rate analysis, a meeting will be set up for representattves
from tha communities indtcattng such interest. F�om this
general meeting, we could perhaps set up a steering comn�ittee
to pursue matter with. Northern States Power Company, and to
carry out the actual rate investtgation with the aid of rate
consultants competent to make such an investigation. Thts
staaring committee would tfien probably report its findings,
and any �ecommendations that it might come up with, back to
all of the community representatives involved in the orl�inal
meeting.

of a parade for Vacation Bible School. This vould bs on May 19th
from 10:00 a.m. until 12s00 p.m.
We vould like to have the following in the parads:
1. One bus loaded vith ]cide,
2. One open bed truck tirith a five piece band,
3. Kide on bikse that are decorated (2�j at the very most),
Q. One truck �rith a por�y (t►his is not definate ae yet),
5. Attd a P.A. ayatem or a megaphone (if the lavs permit).
W xill leave the church taking the Univeraity a�s. frontage
road north to 73rd St.. Then xe W3.11 take the 73rd St. f�ontage
road to Jaokson up to Oaborns �d. (IY �oasibl• we would l�ke police
protection �hile crosaing Oaborne)� Onee on the other side ve plan to
hit every street from Terrace to �ble North to around 85th Street ti#a.
