In reply to your letter of 11 January 1971 in connection with the
above subject, you will find eaclosed an application for parmit to
fill and grade FMC Corporation property in accordance with
Specification PE-436 dated 18 March 1971 which also is encloaed.
Our check for $5, p0 as the fee fpr thi$ permit is enclosed.
Thia will canfirm my statements to you that we presently plan to
deal directly with the contractor who win� the award of the construc-
xfon work to perform the work in accordance with the attached
specification.
Mr. R. D. Thompson, Assistant Director of Conatruction Projects
at �urlingtan Northern, has advised us that their contract will
provi.de for work to be doae during two construction season� and will
eall for completion in the fall of 1972. Our com�letion date has been
set as 31 December 1972 to fit in with the Burlington Northern plans.
We want the contractor to estimate the amount of fill that will be
involved i.n our proposal. We have not made any estimates ourselves,
but we believe that the proposed work will require at least one million
cubic yards o# fill.

are that the slope on the river bank side should be 4 to 1 and there
should be a step type of filling arran�ement so that the future
construction would have two level access, as sho��nz on the attached
plan. But, it seems that you feel that you would like to fill ia as
proposed in your revised plan dated April 13, 1971 and with steeper
slopes than what we are recommending.

As long as this is your property, it is your✓perrogative to see
� how you would like to fill in for future use. So, we are goi.ng to go
along with your revised request as presen�ed to us lceeping the slope
along the bank 3 to 1 and the second slope 22 to l, if this is also

submitted these plans to the Corp ior their review and comments.

Enclosed are three copies of two proposed corrtracts between the City
of Coon Rapids and tF�e City of Fridley pertaining to the ir�terconnection
of our two water systems and to a direct connection of sanitary sewer
irrto the Fridley sewer system to serve the proposed Burlington-Northern
Indusfiriat Park located west of the Burlington-Northern tracks and on
either side of 85th Avenue .
These proposed corrtracts have been discussed in some detail between
our two respective City Engineers .
The twa cantracts were appraved by the Coon Rapids City Council at its
regul8r meeting on June 1, 1971 . Will you please bring these to your
City Council for consideration. I am sure that Nasim is very familiar
with the proposai and can undoubtedly answer any questions which the
Council might raise, but if you would also like to have someone present
from Coon Rapids please let me know .

THIS AGREEMENT entered into this day of �
1971, by and between the CITY OF FRIDLEY, a municipal.corporation, pa�ty
of fih� first part, and the CTTY OF COON RAPIDS, a municipal corporat�on�
party of the second part,
WITNESSETH:
WHEREAS, the above municipalities haVe and maintain municipal
water systems; and
WHEREAS, tha City of Coon Rapids may w�.sh to ba served with
watex Erom time to time by the City of Fridley; and
WHEREAS, the City of Fridley may wi�h to be sexved �tith Wi�tex
f=om time to time by the City of Coon Rapids,
NOW, THEREFORE, IT IS AGREED AS FOLLOWS:
1. The City of Coon Rapids shall construct an inter-
connectir�g link between the two systems at the
�.ntersection of 83rd Avenue, Kimball.Street, and
East River Boulevard (County State Aid Higbway
No. 1) in accordance with the pians attached hereto.
Z. The City of Fridley shall pay to the City o� Coon
Rapids an amount equal to one-half (1/2) of the
total actual cost of construatinq .the interCOnnect-
inq 1ir�k. Said total cost to be estimated to be

3. This interconnection will be basically used by the
Communities as ar� emergency sour�e e�f 1�,'�!�x' ir� the

event of watermain failure or serious fire. If
there is need to use this interconnection other
than for emergency needs by one community, then
formal permission must be obtained from the other
community fox the use of the water.
4. Each party will pax to the other the sum of
twenty cents ($.20) per one thousand (1,0OO�.gal-
lons eatirnated quantity of water furnished to the
other.
S. Payments £or water furnished shall be due thirty
.(3Q) days from the date of billing.
6. This agreement shall be in force and effect until
and unless either party shall serve written notice
upon the other of intention to terminate this

�allowing one (1) year's notice, in v�tri.tinq, served
upon one municipality by�.the other.

south of 56th Avenue N.E., along 5?th Place N.E. from the inplace

61�t Avenu:� N.E. to approximately 380 feet north of 61st Avenu�e N.E.
with connections to said East Frontage Road and "Star Lane Fraritage

sida of T,H. No. 47 southbound lanes to the inplace west Frontage

Attached is a sketch of proposed open ditch along Central Avenue on Moore Lake
Beach & Park.
The City Engineer and myself have already discussed this proposed plan and at
the time, the undersigned had no objections. This attitude has since changed.
I have conferred with my maintenance staff and workers in the water department
and also the City Manager's office.
It is my personal opinion that the city should not install an open ditch of
this constructic�n aver at Moore Lake Beach and Park.
The fol1awing reasons are given:

2. Difficult to maintain.

Recarmendati ons :
1. Acquire alternate prices to install pipe the full length of proposed ditch.
