RES 1971-152 - 00009587_ 1 2 79 RESOLUTION NO. 152 -1971 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING ADVERTISEiEN.T FOR BIDS: WATER, SANITARY SEWER AND STORM SEWER PROJECT NO. 102 WHEREAS, Resolution No. 59 -1971 adopted by the City Council on the 17th day of May, 1971, Resolution No. 18 -1971 adopted by the City Council on the 12th day of July, 1971 and Resolution No. 149 -1971 adopted by the City Council on the 15th day of November, 1971 set the dates for hearing on the improvements, as specifically noted in the Notice of Hearing attached hereto for reference as EXHIBIT "A ", and WHEREAS, all property owners whose property is liable to be assessed with the making of the improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice. WHEREAS, Resolution No. 66- 1971, Resolution No. 136 -1971 and Resolution No. 156 -1971 adopted by the City Council of the City of Fridley, ordered these improvements. WHEREAS, and pursuant to these resolutions, Comstock and Davis, Inc._ Consulting Engineers, has prepared a report, plans and specifications for the 1st phase of the improvements proposed by Resolution No. 59- 1971, - Resolution No. 78 -1971 and Resolution No. 149 -1971 and has presented_ such- plans and specifications to the City Council for approval. NOW, THEREFORE ", BE IT RESOLVED, by the Council of the City of Fridley, Minnesota, as follows: 1. That the 1st phase of the improvements proposed by Council Resolution No. 59 -1971, Resolution No. 78 -1971 and Resolution - 149 -1971 shall hereafter be designated as Water, Sanitary Sewer_ -, and Storm Sewer Project No. 102. 2. Such plans and specifications, a copy of which are attached hereto_ _ and made a part hereof, are hereby approved. 3. The work to be performed under Water, Sanitary Sewer and Storm Sewer Project No. 102 shall be performed under one contract. _ The City Manager shall accordingly prepare and cause to be inserted in__ the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for three (3) weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 11:30 A.M. on the 17th day of January, 1972, in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed -- - - -- . ?g0 Water, Sanitary Sewer and Storm Sewer Project No. 102 Page 2 , Res. No. 152 -1971 with the City Engineer, and accompanied by a cash deposit, bid bond, ' or certified check payable to the City for five per cent (5 %) of the amount of such a bid. That the advertisement for bids for Water, Sanitary Sewer and Storm Sewer Project No. 102 shall be substantially in form as that noted in EXHIBIT "B" attached hereto for reference and made a part hereof. Brunsell I 2�1 NOTICE TO CONTRACTORS Sealed bids will be received and publicly opened by the City of Fridley, Anoka County, Minnesota, at the office of the City Manager, on the 17th day of January, 1972, at 11:30 a.m., and will be considered by the City Council of the City of Fridley at a regular Council meeting at 7:30 p.m. on the 17th day of January, 1972, for the furnishing of work and materials for the installation of Sanitary Sewer, Storm Sewer and Water Improvement Project No. 102. The Project consists of the following: 6,580 L.F. 8" and 10" Watermain with Related Appurtenances 8,630 L.F. 8 ", 10" and 12" Sanitary Sewer with Related Appurtenances 3,990 L.F. 15" to 72" Storm Sewer with Related Appurtenances 100 L.F. 72" Jacked Storm Sewer with Related Appurtenances 5,806 L.F. Ditching 125,000 C.Y. Peat Excavation and Granular Backfill ( Backfill material to be furnished by the City of Fridley) All in accordance with plans and specifications prepared for the City of Fridley, Minnesota, by Comstock & Davis, Inc., Consulting Engineers, 1446 County Road "J ", Minneapolis, Minnesota 55432, Telephone 784 -9346. Plans and specifications may be examined at the office of the City Manager, and copies may be obtained for the Contractor's individual use by applying to the Engineers and depositing with the Engineers $25.00 for each set. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the date of opening bids, and to non - bidders upon the return of the documents in good condition prior to the bid opening. Bids must be made on the basis of each cash payment for the work, and accompanied by a cash deposit, certified check (on a responsible bank in the State of Minnesota), or a bidder's bond and made payable without condition to the City of Fridley, Minnesota in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
