RES 1971-23 - 0000862841 RESOLUTION NO. 23 -1971 A RESOLUTION REQUESTING ANOKA COUNTY TO PROCEED WITH THE IMPROVEMENT OF EAST RIVER ROAD BETWEEN INTERSTATE #694 AND RICE CREEK IN THE CITY OF FRIDLEY WHEREAS, the City of Fridley has been concerned about the unsafe driving conditions and the high accident record on East River Road; WHEREAS, the City has been working with Anoka County to come up with plans to improve the traffic safety on East River Road; WHEREAS, the consulting engineer for the County, E.C. Bather and Associates, has submitted a plan for the safety improvement of East River Road from Inter- state #694 to Rice Creek; WHEREAS, this plan was presented to the public at three Public Hearings by the City Council to get the point of view of the citizens living along East River Road and come up with appropriate recommendations for the improve- ment on East River Road; WHEREAS, the general feeling of the public was not to accept the improve- ment plan as presented, but see some modifications to the plan; WHEREAS, the County is working to get the approval of the improvement plan under T.O.P.I.C.S. program and get some funds from the Bureau of Public Roads and the State Highway Department for the project; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley that the Anoka County Commissioners are hereby requested to modify the County plan for East River Road improvements to only include the following items and conditions: 1. Provide three fully actuated signals at the Georgetown Apartments, 61st Avenue (School North entrance) and Mississippi Street along with the full development of these intersections. 2. Provide the complete storm sewer system to take care of drainage and icy road conditions on the roadway. 3. The divider between 61st and Mississippi Street be eliminated except for the proper channelization of the traffic at intersections. 4. The house at 100 Rivers Edge Way not be taken to provide the connection between signal and Rivers Edge Way. 5. Provide roadway connection and walk ways on the west side of East River Road to provide safe pedestrian access to school property. 6. Acquire the whole property of the gas station on the west side of East River Road for the proper improvement of Mississippi Street intersection. 7. Provide the roadway improvements as proposed in the plan between Inter- state #694 and 61st Avenue. 8. Do not provide Ashton Avenue Extension connection to the proposed 61st Avenue signal. AND, BE IT FURTHER RESOLVED, that Anoka County is hereby requested to vigorously pursue the funding of the above improvements from the Federal government under T.O.P.I.C.S. program.
