McGregor was present. Because the C'�airmzn was absent at the February I3th meeting, this item was tabled in arder to give him an opportunity to eomment on it. . Mr. McGregor explained that it was their proposal to put in a 43 unit Townhouse project. The plan was to take this flat piece of ground and excavate two man made pon�s, use the material, to construct berms to gfve the property some character. It was proposed that they would do this either by pumping water from the cre�k with a permit from the Conservation Department or by instal- ling a welL The water, in either case, would over£low back to the creek. In winter the drain�ge pan d would be closed creating two skating rinks. A warming house would be bciilt and maintained through the tow�nhouse association at no cost to the City and would be basically used for the people in this immediate area. ' The land is �.�rro�r and long. The people to the East have given property for dedication of the road on the East side. They would also consent to give 1? feet to coinci�ie with this road for egress Mr. McGregor continued that he indicated they would deed to the City the back of the property that is belot•� the 890 contour for park purposes which would be a little over 10% of its land area. rfr. Mr. Qureshi said that what happened ' was they were talkino about a lower elevation at that time and the developer was oin to develo all th ' 8 g p e facilities down to 880. Ro er Larson who owns the g � property to.the East, is going to build tennis courts, picnic tables, benches and barb'ecues. Once it is built, he will turn it over to the City. He will also h' provide parking for six to ten cars. : • � . ._ ' f Originally when this property was to Council, Council considered the zoning � � foz.apartments and were trying to get the land to the South. The zoning didn't go'through because the developer was unable to purchase the creek bottom to give to the City. ' � Chairman Erickson said they were concerned with the cantour lines and not the i proximity. The City should have, as a condition rezoning to the creek area. He was not so certain that any extension northward of the Iine would be of any advantage to the City Park. � � Mr. Qureshi• said the only development you could expect in this area is a walking trail. The land below the $90 contour is very steep and falls about 45lto 50 feet to the creek. � The Chairman wondered if the City should have more property on the top of the hill. T[ze Engineer said that if we had more property, it could.not be used i ' - :, i� � ' ' ' for anything more than walking. _ � • • • Mr. McGregor said the 890 contour is about 110 feet North of their South line. The density would be under the R-2 density allowed for townhouses. The tow}�- houses would be owner occupied. Mr. Qureshi said the townhouse association will � have to have agreements with the City. � Chairman Erickson asked Mr. Qureshi if he had any particular objection on the City's part as to the $�'0 contour line. The only thing he would suggest was if the petitioner dedicated the land, he also should provide a trail across his property. Chairman Eriekson said then it was his understanding the developer is expected to grovide a trail on City property. Mr. Qureshi said there would be no problem with the plans.they have for the ponds, but blr. McGregor would have to have a permit from the Conservation Department. •. - Mr. Fitzgatrick added that the narrowness of the property to be dedicated '' - by Mr. McGregor could become a problem unless the City had property on both sides of the cree�.. , In answer to the suggestion that a fence be put up between the tocanhouse area and the park property, Mr. McGregor said they would prefer not to do that. He felt that people take the path of least resistance and if a trail or walk were provided, the people would use that. The Engineer suggested this problem could ' be worked out with the Park Department. � ��' ' Ghairman Erickson said that the.Commission is not actually approving the towtihouse project itself and they £;YP2Ct it to go befcre the building board. Mr. Minish said they could have the second,reading of the ordinance held up until all problems are solved. � MOTION by Minish, seconded by Zeglen,.that the Planning Commission recommend approval of the rezoning request, ZOA #72-02, by Robert L. I972 REGARDING PROCEDURE OF BUILDI�TG STANDARbS-DESIGN CONTROL MINtTTES: __ The Ietter was regarding the minutes of the Subcommittee being presented , to_Council before the Planning Commission received them. . Mr. Fitzpatrick said he was on the Subcommittea at one time. He made the ., . comment that the Planning Commission and the Subco�mittee spent a great deal , = of time on the requests. The biggest objection the petitioners had was the . delay. There is considerable delay already, but it is no fault of anybody. � � C! Mr. Schmedeke said he felt to have the Subcommittee minutes before the Ylanning Commission before going to Council, would put a lot more work on the Gommission. He would then recommend heads of the departments attend the Commission meetings to explain the requests in orde� for the Commission to have a complete background on the problems. He felt there should be some way that all faets should be brought to the attention of�all Subcommittees so that they would not make a false decision. � � Chairman Erickson said they feel the procedure should be left as it is. If somebody sho��s up at a committee and have not given a week's notice, that they should be sent bac'�c to the City staff so the City staff can revise the plans. Chairman Eric'KSOn said he would write a letter to �2r. Davis explaining the position of the Plannino Commission. ' ' • , . . . 1 � ' ' , OFFICE OF THE CITY MANAGER FRIDLEY, MINNESOTA March 10,1972 MEMO T0: THE MAYOR AND CITY COUNCIL SUBJECT: LIQUOR STORAGE COSTS ' At the Council Meeting of February 28, 1972, I submitted a report to you on r''Remodeling the Former Police Department Area Beneath the Fridley Fire Department Offices" (Copy attached). The Council at that meeting tabled the matter until , further information could be developed on the costs of storage and transporting of liquor stocks versus amount received in promotional discounts. Promotional Discounts for 1971: The Finance Director recently distributed to you the Liquor Fund Statement for the year 1971 and on Page 13 of that report the amount credited to promotional discounts totals $52,587.70 for 1971. Of that amount, approximately $20,000 is a result of Fridley's volume purchase program. Suppliers give discounts for purchase of larger case lots on a sliding scale. For example, the lot prices of two items,Windsor Canadian Whisky and Jim Beam, which are high volume sellers, are as follows; WINDSOR ; 25 Cases (Qts.) 7 Cases (Q�ts . ) 3 Cases (qts.) 1 Case (Qts.) Discount Per Case $4.50/case 1.25/case Attached for your information is a survey prepared in October, 1971, at no cost to the City by Ed Phillips and Sons concerning our liquor store operatinn. You will note that on Page 2 a recommendation is made for a central warehouse facility. On Page 3 and 4 the report reviews the promotional allowances on pur- chases from Ed Phillips and Sons Company, which is only one of the City's suppliers. The City of Fridley on the average turns over its liquor inventory three to four times a year. Cost of Storage and Transportation of Liquor Stock. The nonsales area at the stores,except the basement at Shorewood, is very limited. Returned beer cases account for much of the use of the nonsales area and with wine sales becoming a bigger portion of the Iiquor business, storage space in the stores is critical. The annual costs of liquor storage and transportation a.re as follows: Rental for Shorewood Basement Rentai for Other Nonsales Areas Clerk Wages for Preparation of Shipments & Assisting pelivery 6 Hours/Week Manager's Salary for Liquor Deliveries 3 Hours/Week Vehical Costs 200 Miles/Month at 20G Mile TOTAL Annual Costs $1,500. 5,665 1,068 1,154 480 $9,867 The transfer of liquor stocks is done once a week by the M�nager. The Liquor Store Manager's salary and van he drives are expenses the City would incur regardless of whether we have central storage or not. By the conversion of the basement area in the oId city hall, the above costs would be reduced $1,500 annually. A one-time cost of the conversion is $2,073.50. The area planned for conversions is not being used at tha present and the location of a central warehouse facility at City Hall has several advantages: (1) Receipt and checking in of shipments can be made at one place by one persor., the liquor inventory clerk. (2) Taking inventory of the stock in storage, which accurs four times a year, can he done at City Hall by a clerk during normal working hours without overtime expense. Davis � City Manager � 2B r_ ..�,< .� t� i ' � I ' � � ' � ' , ' MEMO T0: i I SUBJECT= �: l � � OFFICE OF THE CITY MANAGER FRIDLEY, MINNESOTA February 25, 1972 MAYOR AND CITY COUNCIL REMODELING OF FORMER POLICE DEPARTMENT AREA BENEATH THE FRIDLEY FIRE DEPARTMENT OFFICES At;the time the Shorewood Liquor Lounge was sold, part of the agreement of sale included the rental of approximately 750 square feet at $2 per square foot annually for storage of liquor stock for all of Fridley's liquor stores. This storage;;area is in the basement of Shorewood Liquor Store and serves as a central warehouse facility to back up the limited storage areas at each of the stores. In addition to these storage areas, early this year we cleaned out the former cell block area below the Fire Department and have been storing stock at that location'. , � It is possible for a nomina.l cost to remodel the total area under the Fire Department, thereby creating 1728 square feet of storage area which would then enable Fridley to vacate the basement storage area at the Shorewood Lounge. I have talked to Mr. Rallis who is serving as a agent for the owners of the Shore- wood Lounge and they have agreed to terminate the lease for the basement storage area at any date the City may specify. The renovation of the basement area basically would include the removal of some existing partitions, blocking up of some doorways, the installation of a sprinkler system in all areas except the ce11 block which is fireproof, and the construction of a wood wall across the back of the building, which will enclose the parking area. It is proposed that the existing Police Department storage area, which is utilized basically to store bicycles be moved £rom the area adjacent to the cell block to the front portion of the building which wi11 be enclosed. The storage of bicycles wi11 not be as critical as previously because of the Council's recent adoption of an ordinance permitting the sale of bicycles more often than annually. After this ordinance takes affect, we will direct the Police Department to conduct a sale of bicycles whenever sufficient numbers have been aceumulated to warrant a sale. Also included in the renovation is an installation of a steel door into the liquor storage area, security screens inside and out on all windows, and the installation of a burglar alarm system to protect the area. That persons securing publ.ic dance permits pursuant to Ordinance No. 11-92, �vhich incorporates by reference the r.2innesota Statutes regarding public dances, shall. be reauired to have a public officEr present at all tiMes while the dance is being held. 3. That ersons holding a tavern license under the Code of Ordznances, 1VTo. �3 shall be reauired to have a public officer present at dances being held in said t�,verns if a charge is m�.de ior �he dance directly or indirectly. � . . We respectfully request that the Fridley Council give consideration to the fact that the construction of such an area without parking facilities, may create a tremendous problem both for the residents of Spring I,ake Park and the residents of Fridley. Traffic is constantly increasing on Osborne Road and parking along it will, more than likely, create a traffic hazard. The Lakeside Park Commission., which is a separate entity with members from Spring Lake Park and Mounds View, operates a beaeh on the north side of the Iake. This commission has found it necessary in past years, to take steps to treat the lake in order to make it a healthy and safe recreation area. May we suggest that you contact this commission and discuss all aspects of the creation of this new beach with them?
